The Directorate of Human Resources provides the Detroit Arsenal community with essential human resources support services to enhance the quality of life for those who work, and visit the aresnal and the surrounding communities. The Directorate of Human Resources is made up of the following divisions, sections and programs:


Military Personnel Section (MPS)

The Military Personnel Section is responsible for providing installation level ID card service within Detroit Arsenal, and several adjacent states. This service directly impact the lives of more than 24,000 active duty, reserve and National Guard soldiers, their families, and the entire military retiree community. 

ID Card/Common Access Card (CAC) Office

The ID Card section serves all service members, civilian employees and retirees that require a new or renewed ID card or DEERS update.

Army Continuing Education Services (ACES)

The Army Continuing Education Service supports mission readiness and enhance quality of life for DTA by providing and managing responsive and quality educational self-development programs and services.

Soldier For Life - Transition Assistance Program (SFL-TAP)

Soldiers for Life - Transition Assistance Program's mission is to provide pre-separation counseling, transition and employment assistance services to Active Duty, Guard, and Reserve Soldiers, Department of Army Civilians who are considering or preparing to depart the Army and all work age family members of each of the above groups.

Administrative Services Division

The Administrative Services Division provides oversight, training, and guidance for the US Army Garrison-Detroit Arsenal Document Management Program in record-keeping, DTA addresses, office symbols, official mail and distribution, forms and Freedom of Information Act/Privacy Act requests.

 

Army Substance Abuse Program (ASAP)

The Army Substance Abuse Program provides education and primary prevention to help commanders, civilian supervisors, and the Detroit Arsenal community reduce lifestyle risk factors to increase healthy outcomes. We are committed to supporting our partners and their missions to sustain mission readiness.

  • Suicide Prevention Program

Improve readiness through the development and enhancement of the Army Suicide Prevention Program policies designed to minimize suicide behavior; preserving mission effectiveness through individual readiness for Soldiers, their Families, and Department of the Army civilians.

  • Substance Abuse Prevention

The purpose is to provide informative up-to-date substance abuse prevention training for Soldiers, leaders, Civilian employees, and other groups upon request; assist commanders and unit deterrence leaders with unit-based substance abuse prevention programs; and provide information and awareness to the community by promoting substance abuse prevention campaigns throughout the year.
Soldiers on the installation will receive substance abuse prevention training annually by an ASAP instructor or unit prevention leader.

  • Civilian supervisors and employees will receive training about signs and symptoms of substance abuse and substance abuse trends in conjunction with information regarding the Employee Assistance Program (EAP).
  • Members of the military community will gain awareness of the abuse of alcohol and other substances by promoting special emphasis campaigns such as Alcohol Awareness Month, Red Ribbon Week, and Drunk and Drugged Driving (3D) Prevention Month.

  • Deterrence and Drug Testing

This program allows for the operation of a forensically secure Installation Biochemical Testing Collection Point.

  • Military SMART Testing identifies and deters drug use and enhances individual readiness, and delivers Unit Prevention Leader certification and re-certification training, in accordance with applicable policy and regulations
  • Civilian Random and Pre-employment Testing identifies and deters drug use and enhances individual readiness, in accordance with drug-free workplace and applicable regulations.

Other Services available:

  • Pamphlets and posters are available to assist with unit or other organizational prevention programs on the installation.
  • Prevention displays may be set up during awareness and resiliency fairs on the Detroit Arsenal.

 

It is recognized that job effectiveness may be negatively impacted by emotional and mental health problems, family challenges, financial or legal difficulties, substance abuse issues, dependent (child/elder) care needs, and a host of other situations. The U.S. Army’s Employee Assistance Program (EAP) provides confidential, appropriate and timely problem-solving services, as well as referral and follow-up services with health care providers when appropriate. Participation in the EAP is voluntary and will not jeopardize an employee`s job. The goal of these services is to help employees achieve a balance between their work, Family, and other personal responsibilities.

The purpose of Employee Assistance Program is to:

  • Help employees with identifying and resolving personal problems that may negatively affect their job performance and well-being.
  • Assist management with addressing productivity issues.
  • Promote installation work/life/wellness programs.

All new employees are promptly trained on the availability of EAP services. All supervisors of civilian employees receive training on the signs and symptoms of substance abuse and how and when to make proper use of EAP services.
