Mr. Varman Chhoeung began his civil service career in 2024 after serving 25 years in uniform as an Army Special Forces Officer.
Mr. Chhoeung was born in Cambodia and raised in Virginia. He graduated from the United States Military Academy at West Point in 1999 with a Bachelor of Science in Aerospace Engineering and commissioned as an Engineer Officer.
After completion of the Special Forces Qualification Course, Mr. Chhoeung served in numerous positions in the 1st Special Forces Group (Airborne), the 7th Special Forces Group (Airborne), and United States Army Special Operations Command (Airborne). Additionally, Mr. Chhoeung served as an Assistant for Special Operations and Irregular Warfare Policy in the Office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict at the Pentagon.
Mr. Chhoeung has commanded multiple organizations including 2nd Battalion, 7th Special Forces Group (Airborne) and the United States Army Garrison - Presidio of Monterey.
While on active duty, Mr. Chhoeung deployed to Kosovo, Iraq, the Philippines, and Afghanistan. Some of his awards and decorations include the Legion of Merit, Bronze Star, Combat Infantryman Badge, Special Forces Tab, and Ranger Tab. He is a graduate of the US Army War College and the Naval Postgraduate School.
