Mr. Copeland is currently serving as the Acting Deputy to the Garrison Commander at US Army Garrison (USAG) Aberdeen Proving Ground (APG). In his permanent role as the Director of Public Works, Mr. Copeland is responsible for leading 320 Public Works professionals across 4 geographically separated areas in facility maintenance and repair, construction design and execution, base operations contract administration, energy and utilities, real property accountability, master planning, housing management, and environmental stewardship. As DPW Director, he oversees a $236M annual budget which enables mission for a premier research, development, testing, and evaluation (RDT&E) installation with over 74K acres of major range and test facilities, 12M square feet of buildings, 144 miles of shoreline, and one of the Army’s largest environmental restoration programs.

Prior to his assignment at APG, Mr. Copeland was the Chief of Facilities & Construction for HQ US Army Europe and Africa in Germany with responsibility for over $550M in active construction projects and $1.4B in planning and design at 36 sites in 12 countries. He delivered engineer expertise and facility management support to Cooperative Security Locations and Forward Operating Sites without permanent US presence, provided theater-wide environmental oversight and real estate/real property management at Army lead service locations, and managed the US Army’s NATO Security Investment Program portfolio.
