Garrison chaplains provide comprehensive religious support for the spiritual and moral needs of Soldiers, other service members, family members, retirees, and authorized civilians.
Provide the full spectrum of Human Capital Program Management and Human Resource (HR) services to Soldiers, Families, Retirees and Civilians to enable readiness for a self-reliant and globally-responsive all volunteer Army. The divisions include: Military Personnel (MPD), Army Continuing Education Services (ACES), Administrative Services (ASD), and the Army Substance Abuse Program (ASAP).
The US Army Garrison – Picatinny Arsenal stood up a new Directorate of Operations in October 2019. This organization combines what was formerly the Directorate of Emergency Services and the Directorate of Plans, Training, Mobilization and Security. All functions of the two former organizations will fall under the Directorate of Operations.
Directorate of Public Works (DPW) is responsible for design, constructions, maintenance and repair of all facilities, operation of utility systems, management of all environment and disposal, natural and cultural resources programs as well as providing centralized management for Army Family Housing.

The Plans, Analysis, and Integration Office (PAIO) provides direct support to the Garrison Command Group. The office is comprised of planners and analysts who support short and long range planning, business improvement initiatives and oversees and executes performance measurement programs. The office manages the Installation Status Report, Customer Service and Evaluation Program and the Army Stationing and Installation population.
The Resource Management Office (RMO) manages financial and manpower resources by ensuring they are protected, accounted for and expended in compliance with statutory, regulatory and policy requirements. RMO complies with the Standard Garrison Organization (SGO) structure by having a Budget Branch, a Manpower and Agreements Branch, an Accounting Branch, with the addition of the Contract Management Support office.
The top priority of the the installation safety office is to safeguard and protect service members, their families, civilian employees and Army property, as well as to create the safest workplace and living environment possible.
