Directorate of Public Works (DPW) is responsible for budgeting and maintenance repairs to all facilities, operation of utility systems, design and construction projects, management and compliance with all environmental requirements including natural and cultural resources, as well as providing centralized management for Servicemember housing.

The Engineering Division is responsible for design, engineering, construction, renovation, project development and management for the installation.
Environmental Affairs Division | (973) 724-3664
The Environmental Affairs Division under DPW is responsible for providing guidance and oversight for compliance with the Army's environmental requirements, and Federal and State environmental laws. This Division is the point of contact for the Federal and State environmental regulatory agencies, and for all actions performed on this installation pertaining to the environment, as well as natural and cultural resources.

The Housing Office provides oversight for privatized housing at Picatinny Arsenal under the Residential Communities Initiative. Operates the Housing Services Office to provide requisite relocation assistance and off-post housing referral services to Service Members, DoD Civilians, and their families.

The Master Planning Office develops and maintains Real Property Master Plans, conducts Real Property Planning Board meetings, provides Major Construction Programming Services, maximum utilization of Facilities Services, Real Property Accountability Services, grants use of Army Real Property and disposes of Real Estate, Facilities, and Real Estate Interests.
