Vicenza and Darby Military Community Access & Visitor Procedures

All DoD ID cardholders must present a valid DoD ID card when entering any USAG–Italy military installation. This applies to U.S. Military, DoD Civilians, Dependents age 18 or older, and U.S. Military Retirees. Eligible personnel hold sign‑in authority and may sponsor up to four (4) guests at a time, subject to administrative revocation as necessary.

General Access Requirements

  • Mandatory Identification: All personnel entering any military installation must present a valid DoD ID card at the entrance.

  • Applicability: This requirement applies to U.S. Military, DoD Civilians, U.S. Military Retirees, and Dependents age 18 or older. Other individuals (including local nationals affiliated with the Darby Military Community) may be subject to additional restrictions if their sign-in privileges have been revoked.

Visitor Sign‑In & Escort Procedures

  • Visitor Sign‑in:

    • Service Centers: USAG–Italy provides Visitor Sign‑in Service Centers at all installations.

      • For example, the Visitor Center is located outside the Main Gate at Camp Darby and at BLDG 112 (Del Din Visitor Center) at Caserma Ederle in Vicenza.

    • Sponsor Presence: The sponsor must be present to sign in and sign out all visitors or one‑day employed workers.

  • Daily Visitor Passes:

    • All visitors must be signed out on the same day.

    • Time Limits:

      • Camp Darby: Visitors must be signed out no later than 22:00 hours (unless the visitor has a reservation with the Casa Toscana Hotel, which allows for 24/7 access).

      • Vicenza: Visitors must be signed out by 23:59 hours.

    • Escort Requirement: Every individual signed onto the installation—whether as a visitor or as a day‑worker—must be escorted at all times by the sponsoring individual.

Compliance & Further Assistance

  • Policy Adherence: All access procedures conform to current DoD and Army policies. It is the responsibility of all personnel, sponsors, and visitors to adhere strictly to these guidelines. Noncompliance may result in a suspension or revocation of access privileges.

  • Questions & Clarifications: For further information or clarification on any of these policies, please contact your sponsoring unit or the Installation Access Control Office directly.

Installation Access Control Office (IACO) / Pass and Badge

Requests for installation access (e.g., passes and badges) are managed by the Installation Access Control Office (IACO). The IACO is available at both communities with their respective location identifiers noted below.

  • Office Locations:

    • Camp Darby: IACO is located in BLDG 113.

    • Vicenza: IACO is located in BLDG 249B at Caserma Ederle.

Access for Common Access Card (CAC) Holders

For Work-Related Base Access:

  • DoD ID cardholders or designated personnel requiring a CAC for official purposes must have their installation access activated on the card.

  • Host Nation Employees: If you are a host nation employee with a CAC, ensure that your installation access is approved prior to receiving a new or renewed CAC from DEERS. Visit the IACO office for details.

Installation Passes

For Contractors, Vendors, and Non–CAC Personnel:

  • Installation Passes are issued once approved.

  • The hosting organization must designate and train sponsors (sponsorship training is required) to facilitate pass applications.

  • Organizations seeking unescorted access (e.g., for vendors or contractors) must apply for Installation Passes through their approved sponsoring official.

Special Events Access

Event Participation:

  • Members of the Vicenza and Darby Military Community (U.S. personnel, eligible local nationals, etc.) may invite up to four (4) guests to participate in USAG–Italy Special Events (Unless otherwise authorized by the Garrison Commander).

  • Guest information is submitted through the Special Event Application portal. Approved guest passes are then emailed to the sponsor.

Access Rosters / Escorted Access Memorandum

  • Used for events (such as DoDEA School Events, conferences, or short‑term contractual activities of 30 days or less).

  • U.S. DoD ID cardholders may sponsor these access rosters without mandatory sponsorship training, although participation in training is highly encouraged.

Short-Term Access:

  • Used for work-related purposes (site visits, meetings, trainings, special events, etc.) or for individuals requiring temporary access (typically less than three months).

  • All approved visitors under these arrangements must be escorted at all times while on the installation.

Extended Passes

  • Eligibility: Issued solely for extended family members visiting Military or DoD Civilian families assigned to the respective Military Community. They are not intended for contractors or temporary visitors residing within a two‑hour travel radius.

  • Documentation: Visitors must present a current passport (or a copy) for their country of citizenship. Italian citizens are required to present a copy of their valid Carta d’Identità.

  • Validity & Limitations:

    • Extended Passes are valid for up to 30 days with the following conditions:

      • Camp Darby: Valid only for Camp Darby (or the Depot area if extenuating circumstances justify additional access, provided you inform IACO personnel).

      • Vicenza: Valid only for Caserma Ederle (exceptions require coordination with IACO personnel).

    • Visitors holding an Extended Pass must continue to be escorted at all times.

  • After‑Hours Requests:

    • Camp Darby: Contact the IACO office directly if requesting an Extended Pass after normal duty hours.

    • Vicenza: Visit the Military Police Station at BLDG 4B, Caserma Ederle for after-hours assistance.

  • Visitor Pass Return:

    • Once you and your guest receive an Extended Pass, the original Visitor Pass (issued at the Visitor Center) must be returned. Present the Extended Pass to the on-duty Security Guard, who will return the visitor’s passport or document to your guest.
