Mission: 

The mission of the Fort Hood Central Issue Facility is to operate issue/turn-in points for Organizational Clothing and Equipment (OCIE) in support of all tenant units within the Hood military community.
To accomplish this mission, the CIF stores, requests, receives, accounts for, classifies, exchanges, provides repair of selected items, maintains records and files, and publishes operational procedures for all CTA 50-900 OCIE items IAW Army regulations.
 

Per HQDA EXORD 266-22 Conversion of Army Central Issue Facilities to Storefronts and the Installation Transition to the OCIE Direct Ordering Program (ODO). HQDA EXORD 266-22 states (3.B.1.5) THE STOREFRONT WILL SUPPORT TURN-INS FOR EXPIRATION TERMS SERVICE (ETS), RETIRING, CHAPTER AND OTHER CIRCUMSTANCES DEEMED ESSENTIAL FOR MISSION READINESS; HOWEVER, THE UNIT MUST PROVIDE A MEMORANDUM STATING A LAYOUT INSPECTION WAS COMPLETED AND THAT ALL ITEMS ARE ACCOUNTED FOR OR PENDING THE RESULTS OF A FINANCIAL LIABILITY INVESTIGATION OF PROPERTY LOSS (FLIPL). This means that anyone conducting business at the CIF for Turn In (PCS, ETS, CHAPTER) must have a memorandum signed by the Commander.

The following URL can be used by Soldiers to obtain a copy of the their OCIE record, https://seam.army.mil/tacom. 

  Please note that any SMs without their DoD ID associated with the OCIE records will receive a message that a record could not be found when attempting to access via the link above. If this is the case, they will need to reach out to their Home CIF to report the issue. Someone from the CIF will then contact the AHRS Service Desk to request that their DoD ID be assigned to their OCIE record. Once assigned they will be able to access the OCIE record via the link provided above.

Please do not use CIF ISM Price listing for EFLIPL, SOC and Cash Collection (Relief of Accountability Documents).

PCS Carry Forward Memorandum is not “AUTHORIZED" IAW HQDA EXORD 159-23, FRAGO 1. Soldiers PCSing will conduct Turn-in IAW DA 3645 Organizational Clothing and Individual Equipment Record), all OCIE with “N” under the PCS transfer column is mandatory to turn-in.

 
** All Soldiers must be in Duty Uniform (No Civilian clothing or Physical Training Uniform).
 
The only exception Is Criminal Investigation Division and Military Police agents/investigators upon presentation of credentials.

*It is recommended Soldiers commence clearing CIF upon receipt of Military Orders(30 Days from FINAL OUT) but will not receive CIF Clearing stamp until Installation Clearing Checklist Orders are received at CIF. CIF will perform out-processing procedures in ISM as per Directive

ALARACT 0628/2019: No wear-out date for OCIE Patterns  - AT

  1. WEAR-OUT DATE GUIDANCE WAS ORIGINALLY CITED PER PARA 4-1 AND APPENDIX E OF REFERENCE B AND ANNOUNCED IN 2015 PER REFERENCE 1.D ABOVE. AS A REMINDER, 30 SEPTEMBER 2019 IS THE PERSONAL CLOTHING WEAR-OUT DATE FOR THE UCP (“DIGITAL”) ARMY COMBAT UNIFORM. SOLDIERS ARE NO LONGER AUTHORIZED TO WEAR THIS UNIFORM OR ITS COMPONENTS (THAT IS, SAND UNDERGARMENTS AND BOOTS) AFTER 30 SEPTEMBER 2019.
  2. OCIE (THAT IS, FIELD GEAR) HAS NO SPECIFIC WEAR-OUT DATE. SOLDIERS ARE AUTHORIZED TO WEAR OCIE IN ALL THREE CAMOUFLAGE PATTERNS: UCP/DIGITAL, OPERATION ENDURING FREEDOM CAMOUFLAGE PATTERN/MULTICAM, AND OPERATIONAL CAMOUFLAGE PATTERN.
