Public involvement is a fundamental part of the National Environmental Policy Act (NEPA) and Hawai‘i Environmental Policy Act (HEPA) Environmental Impact Statement (EIS) process. The NEPA-HEPA EIS process ensures environmental concerns are given appropriate consideration in decision-making, along with economic and technical considerations. The Army appreciates the community’s participation in the EIS process for the Army Training land Retention at Pōhakuloa Training Area (PTA) EIS.

  • Second Draft EIS Public Review The Second Draft EIS public comment period closed on June 7, 2024. The 45-day Second Draft EIS comment period started on April 19, 2024 and ended on June 7, 2024. Written comments were accepted via this website, email, phone (May 6-7, 2024) and mail. Thank you to everyone who participated in the Second Draft EIS public review process. The public is encouraged to view VIDEO RECORDINGS of the in-person Second Draft EIS public meetings.

  • Draft EIS Public Review (Posted on June 8, 2022)
    The Draft EIS public comment period is now closed. The 60-day Draft EIS public comment period started on April 8, 2022 and ended on June 7, 2022. Written comments were accepted via this website, email, phone (April 25-26, 2022 only) and mail. Thank you to everyone who participated in the Draft EIS public review process. 

  • Draft EIS Public Meetings (Posted April 27, 2022)
    In-person Draft EIS public meetings were held at the following locations on the following dates and times: 
         -‘Imiloa Astronomy Center on April 25, 2022 from 6-8 PM HST
         -Waimea District Park on April 26, 2022 from 6-8 PM HST
    The Army encouraged the public to attend the in-person Draft EIS public meetings and/or view a livestream of the in-person Draft EIS public meetings. The in-person Draft EIS public meetings provided information on alternatives that were analyzed, summarized potential impacts, and provided the public an opportunity to comment. Oral comments were accepted via phone on April 25, 2022 and April 26, 2022. The public is encouraged to view video recordings of the in-person Draft EIS public meetings. 

  • EIS Scoping Period (Posted October 14, 2020)
    The Army Training Land Retention at PTA EIS scoping period is now closed. The EIS scoping period started on September 4, 2020 and ended on October 14, 2020. The start of the EIS scoping period commenced with the publication of the Notice of Intent (NOI) in the Federal Register on September 4, 2020.  Written comments were accepted via this website, email, and mail. Written comments received helped to identify reasonable alternatives, potential impacts, and key issues of concern that were evaluated in the EIS. All comments were valued equally, regardless of how they were submitted. Personal contact information will not be published in the Draft or Final EIS. Personal contact information will be maintained for the project record and will not be released unless required by law. 

  • EIS Scoping Virtual Open House (Posted October 14, 2020)
    The EIS Scoping Virtual Open House webpage is now closed. The EIS Scoping Virtual Open House webpage launched on September 23, 2020 at 4 p.m. Hawai‘i Standard Time and remained available until October 14, 2020. Oral comments were accepted via phone on September 23, 2020 between 4 and 9 p.m. Hawai‘i Standard Time. The phone line has been closed, and oral comments are no longer being accepted. The public can view project documents here. Note: Due to COVID-19, and in the interest of community safety, in-person scoping events were not held.
