Draft Environmental Impact Statement (EIS) Public Meeting Dates Announced (Posted on April 8, 2022)

The public is welcome to participate in the Draft EIS public meetings, to be held on April 25, 2022 and April 26, 2022. The Draft EIS public meetings will provide information on the Draft EIS and enhance opportunity for public comment.
Publication of the Notice of Availability (NOA) and Draft Environmental Impact Statement (EIS) and Start of the Public Comment Period (Posted on April 8, 2022)
- An NOA was published in the Federal Register on April 8, 2022, to announce the availability of a Draft EIS and the start of the public review and comment period. The Draft EIS was also published in the State Environmental Review Program’s publication, The Environmental Notice, on April 8, 2022. The Draft EIS is a joint NEPA-HEPA document; therefore, the public review processes run concurrently and jointly meet NEPA and HEPA requirements. The Army has provided additional time for public comment by extending the public comment period from the minimum requirement of 45 days to 60 days. The Army is seeking public comments during the joint NEPA-HEPA Draft EIS 60-day public comment period from April 8, 2022 – June 7, 2022.
End of the EIS Scoping Period (Posted on October 14, 2020)
- The EIS scoping period ended on October 14, 2020 and the comment period is now closed. Thank you to everyone who participated in the EIS scoping process.
Publication of Ka Wai Ola (Posted on October 1, 2020)
- A notice regarding the preparation of a Cultural Impact Assessment (CIA) as part of the EIS process was published in the Office of Hawaiian Affairs Ka Wai Ola newsletter. The CIA team is seeking consultation with practitioners, Native Hawaiian Organizations, stakeholders, and other individuals. Specifically, consultation is sought on a) identification of an appropriate geographic extent of study, b) historic or existing cultural resources that may be impacted by the proposed project, c) historic or existing traditional practices and/or beliefs that may be impacted by the proposed project, and d) identification of individuals or organizations that should be sought out for consultation on the CIA. Individuals or organizations may complete the CIA survey online at https://www.surveymonkey.com/r/PohakuloaCIA ⚠ or contact the CIA team at community@honuaconsulting.com or (808) 392-1617. Questions or inquiries unrelated to the CIA will be directed to the EIS project team for review and response.
EIS Scoping Virtual Open House (Posted on September 22, 2020)
- The public is welcomed to the EIS Scoping Virtual Open House on Wednesday, September 23, 2020, which goes live at 4 p.m. During the EIS Scoping Virtual Open House, the public can view online prerecorded presentations and record oral comments via phone from 4 – 9 p.m. Due to COVID-19, and in the interest of community safety, in-person scoping events will not be held.
Publication of the EIS Preparation Notice (EISPN) (Posted on September 8, 2020)
- The EISPN was published in the State of Hawaiʻi, Office of Environmental Quality Control’s periodic bulletin, The Environmental Notice on September 8, 2020. The Army is initiating the EIS process under the Hawai‘i Revised Statutes Chapter (HRS) 343 and Hawai‘i Administrative Rules (HAR) Chapter 11-200.1, collectively referred to as Hawai‘i Environmental Policy Act (HEPA). The preparation of a HEPA environmental assessment or EIS is required per HRS Sections 343-5(a)(1-2), as the project involves the use of State lands and is within a Conservation District. The Army is seeking public comments during the EIS scoping period from September 4, 2020 – October 14, 2020.
Publication of the Notice of Intent (NOI) and Start of the Environmental Impact Statement (EIS) Scoping Period (Posted on September 4, 2020)
- The NOI to prepare the Army Training Land Retention at Pōhakuloa Training Area EIS (PTA EIS) was published in the Federal Register on September 4, 2020. The Army is initiating the EIS process under the National Environmental Policy Act (NEPA) starting with publication of the NOI. The Army is seeking public comments during the EIS scoping period from September 4, 2020 – October 14, 2020.
