Col. Rachel Sullivan
COL Rachel Sullivan is a 1998 graduate of Boston University with a Bachelor of Science in
Aerospace Engineering and was commissioned as an Engineer Officer in 2000. She also holds a
Master of Science in Engineering Management from the University of Kansas, and a Master of
Strategic Studies from the U.S. Army War College in Carlisle Barracks, PA. She most recently served
as the Asst. Chief of Staff for Civil Military Operations (G9) for III Armored Corps at Fort Cavazos,
TX.
COL Sullivan’s previous assignments include Vertical Construction Platoon Leader in 27th Engineer
Battalion (Combat) (Airborne) and Company Executive Officer for HHC, 20th Engineer Brigade
(Combat) (Airborne Corps) at Fort Bragg, NC, and Civil Affairs Officer for Task Force Tiger, while
forward deployed to Kosovo. In 2003, COL Sullivan was assigned to 10th Special Forces Group
(Airborne) and deployed as a Civil Affairs Team Leader in Iraq with Joint Special Operations Task
Force – North.
From 2005-2007, COL Sullivan completed an AC/RC assignment with HQ, 35th Infantry Division at
Fort Leavenworth, KS. In 2007 she completed the Civil Affairs Qualification Course, transitioned to
Civil Affairs Branch, and deployed to Kosovo as the Deputy G9 for Task Force Falcon.
In 2009, COL Sullivan returned to Fort Bragg as Civil Military Operations Center Chief for A/91st Civil
Affairs Battalion (Airborne) while deployed to Afghanistan and served as both Executive Officer and
Provisional Commander of 83rd Civil Affairs Battalion. She served as S3, 85th Civil Affairs Brigade
at Fort Hood, TX from 2015-2017 and Civil Military Operations Branch Chief for ROK-US Combined
Forces Command and U.S. Forces Korea from 2017-2020. In 2021, COL Sullivan was selected to
command a multi-component Civil Affairs Task Force in the Pacific focused on expanding
relationships and access for U.S. forces across the Pacific Island Countries.
COL Sullivan is a graduate of the Engineer Basic and Career Courses, the Command and General
Staff College, and Joint Forces Staff College. Her joint assignments include Civil Military
Cooperation (CIMIC) Planner at NATO Land Command in Izmir, Turkey and Deputy Theater Civil
Affairs Planning Chief for U.S. Indo-Pacific Command.
COL Sullivan’s awards and decorations include the Defense Meritorious Service Medal (1 OLC),
Joint Commendation Medal, Meritorious Service Medal (2 OLC), Army Commendation Medal (5
OLC), Army Achievement Medal (1 OLC), Korea, Kosovo, Afghanistan, and Iraq Service Medals, the
Combat Action Badge, and Parachutist Badge.
