
Mandatory Housing Inspections
General Information
All Army Family Housing residents on U.S. Army Garrison Bavaria installations, to include Tower Barracks, Rose Barracks, Hohenfels, and Garmisch are required to take part in a Congressionally mandated, third-party 100 percent housing inspection. This includes housing on the installation and Army leased housing that is off post.
The goal is to ensure all housing is safe, healthy and fully habitable. Inspectors will complete a thorough inspection and assessment of the full exterior and interior of each home, collect data on the condition and any environmental, health or safety deficiencies.
Participation in the inspections is mandatory, and residents should anticipate inspectors checking every room. Pets must be secured, as inspectors must enter all spaces in the house. Inspectors will test fire alarms, which may disturb sleeping infants or noise-sensitive animals.
Inspections will take place:
- USAG Bavaria (Garmisch) Army-owned: Jan. 22-23
- USAG Bavaria (Hohenfels) Army-owned: Jan. 26-30
- USAG Bavaria (Tower Barracks/Rose Barracks Army-owned: Feb. 2-12
- USAG Bavaria (Grafenwoehr/Vilseck) leased housing: Feb. 24-March 13
- USAG Bavaria (Hohenfels) leased housing: March 9-13

Residents living in Army leased housing, off post (this includes Netzaberg):
- Leased housing inspections will be scheduled in advance for each respective area or neighborhood.
- Updates on the specific dates and times for these inspections will be provided mid-January.
- Please note, individual scheduling for leased housing inspections is not possible due to address-related limitations.
IMPORTANT: If residents fail to schedule an appointment or miss their designated inspection time, military escorts will accompany third-party housing inspectors into homes to complete the inspection.

Who is required to participate?
All U.S. Army Garrison Bavaria Army Family Housing and leased housing residents must take part in this Congressionally mandated, third-party housing inspection Jan. 22-March 13.
Why are these inspections being performed?
As part of the FY20 and FY21 National Defense Authorization Act (NDAA), Congress mandates that the Army inspects 100% of its family housing with independent contractors. This review ensures accurate, unbiased assessments of housing conditions and helps the Army address issues quickly and plan long-term improvements. The Garrison Commander and Housing Office will receive daily updates as homes are inspected.
What should I expect during the inspection?
The Department of the Army has hired independent, certified, experienced home inspectors to assess every Army home. The goal is to ensure all housing is safe, healthy and fully habitable. Inspectors will complete a thorough inspection and assessment of the full exterior and interior of each home, collect data on the condition and any environmental, health or safety deficiencies. All findings will be reported to the Army.
This includes the inspection of:
- Roofs, gutters and downspouts
- House facade and exterior windows
- Foundations, walkways, driveways and steps
- Landscaping, drainage and site grading
- HVAC, plumbing and electrical systems
- Smoke detectors (all will be activated for testing without exception)
An adult resident (18 or older) must be home during the inspection and must allow full access to the house.
Inspectors will be clearly identified as part of the Army Housing Inspection Team. Upon request, they will wear masks and shoe covers. Inspections are visual only. Inspectors will not move furniture or appliances. They will take photos of the exterior and interior of homes to document their condition, but will avoid photographing residents, personal photos or pets.
Most inspections will take about an hour, though some may last up to two hours to ensure a full and accurate assessment. If inspectors find any immediate life, health or safety concerns, they will notify the Housing Office right away.
How can I prepare for the inspection?
The first step for those living in on post housing is scheduling your inspection! It takes less than two minutes to choose a time and date that works best for you.
For those who live in leased housing, inspections will be scheduled in advance for each respective area or neighborhood. We will provide you with updates on the specific dates and times for these inspections mid-January.
On the day of the inspection, an adult resident (18 or older) should be at the home and ready to begin at the start time to help inspectors stay on schedule. Please put all pets away during the inspection and ensure inspectors have access to all interior spaces, including the garage.
What if I am not available to let someone into my home or do not want to participate?
The Army has the legal right to enter any residence on the installation or leased by the government off the installation for any legal purpose. That right extends to Army contractors and Army personnel acting as escorts who are tasked to enter and inspect housing. These inspections are a mandatory Congressional requirement, and residents may not opt out. While the process may be inconvenient, the Army emphasizes that a complete and transparent inspection of every home benefits both current and future residents. Inspection of all Army Family Housing ensures accurate, unbiased assessments of housing conditions and helps the Army address issues quickly and plan long-term improvements.

Section 3-16, Paragraph K: Mandatory assignment (foreign areas only). The garrison commander may mandatorily assign adequate housing if necessary to maintain maximum occupancy.
PLANE TO PILLOW POLICY
Family Housing provides a "Plane to Pillow" Program to incoming military families, allowing for immediate assignment of residence upon arrival in Bavaria. Sponsor or Service Member need to send orders, Housing application, flight itinerary to Housing Office NLT 30 days prior to arrival.”

TEMPORARY LODGING ALLOWANCE (TLA): MILITARY

TEMPORARY QUARTERS AND SUBSISTENCE ALLOWANCE (TQSA): CIVILIAN
Furnishings & Appliances
Temporary or loaner furnishings are available for up to 90 days incoming and up to 60 days for outgoing personnel on and off post.
On-post housing has installed appliances. All on-post unaccompanied personnel (UPH) units are furnished with bedroom, living room, and dining room furniture, depending on the Service member's rank and building assignment. All UPH residents are issued a refrigerator.
Bona-fide bachelors residing off-post are authorized basic living, dining, and bedroom furnishings for their entire tour.
Appliances and wardrobes are issued to off-post housing residents for the duration of their tour or tour extensions.
Please note: Many off-post German houses are equipped with 220 voltage and may not accommodate U.S. 110v appliances. Some devices can adapt from 110v to 220v. Please check the compatibility of each appliance. A transformers to convert the voltage from 220v to 110v can be purchased.
U.S. appliances that cannot be used will be stored at the owners expense.

The expanded Self-Help Program is designed to use available manpower resources more effectively by encouraging troop units and government housing occupants to conserve utilities, to follow good housekeeping practices, and to perform simple maintenance and repair work (within their capabilities) to supplement the maintenance and repair efforts. No electrical work is authorized except as specified below, i.e. replacing light bulbs, fluorescent tubes, fuses and user preventive maintenance of appliances and kitchen equipment.
