Dr. Irving A. Taylor Jr.

Dr. Taylor assumed responsibilities as the Deputy to the Garrison Commander with the United States Army Garrison (USAG) Yongsan-Casey in January 2021. He serves as the commander's principal civilian executive and advisor on all matters relating to installation management and operations. Dr. Taylor also exercises responsibility for managing garrison-wide services in support of over 13,500 Service Members, Civilians, Families, and Retirees.

Dr. Taylor began his Army civilian career as a Management Analyst for the Directorate of Resource Management at USAG Humphreys, Korea in 2004. Between 2005-2009 Dr. Taylor was the Lead Management and Program Analyst for the Plans, Analysis and Integration Office (PAIO), USAG Humphreys and Management Analyst for the Strategic Planning Branch, Plans Division, IMCOM Korea Region. In 2010, he was a Lead Management Analyst, Forward Support Team, IMCOM Southeast Region followed by working for G3/5/7, Headquarters IMCOM. He left headquarters in 2011 to assume duties as the Chief of PAIO, USAG Japan.

Dr. Taylor was appointed the Director for Plans, Training, Mobilization and Security (DPTMS) in 2011 followed by becoming the 3/5/7 Director (DPTMS/PAIO) from 2012-2018. For extended periods from 2014-2018, he was also the Acting Deputy to the Garrison Commander at USAGs Japan and Okinawa. He departed Japan in July 2018 to become the PAIO Director at USAG Fort Bragg. Dr. Taylor assumed duties as the Deputy to the Garrison Commander at Army Support Activity, Soto Cano Air Base, Honduras in November 2019.

His civilian education includes a Doctorate of Business Administration at California Intercontinental University, Master's degree in Strategic Studies from the Army War College, Master of Science in Management at Troy State University, and Bachelor of Science in Business Management from the University of Maryland. His education also consists of the Office of Personnel Management Pacific Leadership Academy, Garrison Pre-command Course, Garrison Leader Immersion Course, and Civilian Education System (CES) courses.

Besides numerous military awards, Dr. Taylor’s civilian accolades consist of a Superior Award for Civilian Service, Commander’s Awards for Civilian Service (4), and three Achievement Awards.  His certificates include Lean Six Sigma (LSS) Black Belt and Project Management.
