Thanks for your patience, it’s been a busy week with the changes in the host nation and installation services.
Our garrison staff has been working very diligently to keep the community safe and research your questions. There were some questions related to travel, ROM, and PCS that were unable to be answered because the situation is changing daily.
As new information emerges, we will continue to share.
VACCINE
Q: What is the expected timeline for vaccinating the general population?
A: The Army recently received an increase of
30% of vaccines from the DoD. We don’t have an exact timeline on increased
numbers of vaccines. Community members can expect to see announcements, similar
to those used with the flu campaign, for scheduling vaccination for ages 18 and
older.
Q: Joe asks ... When are the vaccines going to arrive for the 70-years-old and older population?
A: Additional community members over ages 70 and older will be in the next round of vaccines which arrive at the end of the month.
Q: Angelica asks ... What is the plan for dependent COVID vaccines? How do we sign up?
A: Any dependent who wants to opt in/out should have been included in the original data call with your sponsor’s unit. Make sure your sponsor has discussed this with their unit leadership. Once more vaccine doses are available, the shots will be given out similar to the flu vaccine earlier this year. Check for announcements on scheduling.
Q: Joseph asks … I would like to know if the U.S. Vicenza Health Clinic, may initiate & schedule COVID vaccinations for U.S. Army disabled Veterans (DAV) & VFW members, who are also a part of the Vicenza Camp Ederle community?
A: Joseph, we appreciate your service and your role in our community. The current CDC and DoD guidance is tiered toward first responders and age groups. What’s important is that you are part of the unit roster that is reviewed by the vaccine council, if you are part of an on-post unit or organization. Once more vaccine doses are available, the shots will be given out similar to the flu vaccine earlier this year. Check for announcements on scheduling.
Q: Terry asks … Do you have an idea when contractors will be able to get the vaccine? Also, my spouse is a retired Dodds teacher and is over 65. When will she be eligible for the vaccine?
A: Contractors should discuss their vaccination with the unit they support. The data call units submit to the vaccine council should have all personnel included, to include dependents. Once more vaccine doses are available, shots will be given out similar to the flu vaccine earlier this year. Check for announcements on scheduling.
Q: Will people PCSing back to the states need to be vaccinated prior to travel?
A: The current vaccination is administered in two doses. You will need to have time to receive both. Individuals PCSing back to the States will need to adhere to DoD guidelines. Please communicate with your chain of command regarding specific details.
Q: Why is US Army Garrison Italy stating that U.S. citizenship is required to receive the vaccine, even if one is enrolled in DEERS, and a legal permanent resident of the U.S., and here under command sponsored orders? Vaccine coordinators at Aviano Air Base, Naval support activity Naples, and Naval Air Station Sigonella do not require U.S. citizenship and continue to distribute the vaccine to Service members, spouses, and DoD employees. According to both CDC guidance and U.S. Army Garrison Italy OPORD, I am in priority category 1b, however, myself and at least one other spouse (in the same priority category) are being refused the vaccine based on citizenship, while all of our coworkers have received it. For 17 years as a spouse of an active duty Service member I have never been asked my citizenship status in order to receive Army medical health care until now. Why is there a difference in support provided by the Army and support provided by the Navy and Air Force?
A: US Army Garrison has not stated this. This must be clarified with your chain of command and unit leadership.
PERCEIVED VACCINE DISPARITY
Q: Can an update be provided regarding vaccine distribution? It appears nearby military installations have already started on administering to dependents. Whereas, the current workforce still has not been provided opportunity for vaccine. What percent of the community has been vaccinated? What is the approximate time to provide the whole community vaccination?
A: To date, the clinic has safely and efficiently administered many doses with zero waste. While the clinic plays an essential role in administering the vaccine, it does not determine who receives it or when. The vaccine council guides the clinic on vaccine distribution based on tier level. Q: Maria and Holly ask … Vaccine roll out seems to be slow within the VMC, why does Aviano seem to have so many more vaccines available? Are we able to go to Aviano for vaccines? How come Navy dependents in Naples are vaccinated who are just stay at home spouses? My spouse is active duty and I’m a DA civilian and it seems like we are on the bottom of the priority list.
A: Each service – whether Army, Air Force or Navy – has established service-specific vaccine distribution protocols based on their own missions and requirements. At USAG Italy, we are in line with the Army’s approach. The Army is trying to work through the CDC-recommended tiers jointly across the Army enterprise. The data call units submit to the vaccine council should have all personnel included, to include dependents. Once more vaccine doses are available, shots will be given out similar to the flu vaccine earlier this year.
Q: Mallory asks … I’d like leadership to address the Stars and Stripes article about vaccines and explain where we are with getting in supply, as well as if they’re planning to order J&J. We are all anxious for an update on vaccines, especially those of us who work in an office full-time.
A: Military installations in the United States are receiving both the Moderna and Pfizer vaccines. While we are currently limited to Moderna due to transportation and storage requirements.
FMWR
Q: When can spouses return to using the interior of the gym? Especially since the outdoor canopy will be closed for renovations April 1-June 1. Can we at least use it during non-peak hours?
A: We are revisiting the timing of these planned renovations. This work will likely be moved to a later date so we can all continue to benefit from the outdoor space. A timeline for allowing spouses to use the indoor fitness centers is still TBD.
Q: When will the CDC reopen for all categories and hourly care?
A: Unfortunately, hourly care will not be available until we are able to move to HPCON-A (an Army wide policy). CYS monitors the Military Childcare (MCC) waitlist on a daily basis. Childcare spaces are provided in order of priority levels with care extended to families as space is available and based on current conditions.
Q: Maria asks … With Italian schools closing, can we expect a change to availability of CDC or SAC?
A: We don’t anticipate closure of CDC/SAC at this time. CDC/SAC is meeting all fulltime care requirements for our Priority 1a families and will continue to do so for as long as possible.
Q: Chris asks … Are there any plans to resume all in-person SKIES lessons or open the teen center? The teens do not have a whole lot to do after school and the teen center provided a good outlet for them.
A: The in-person SKIES lessons will be on pause during the period of March 29-April 5 due to red conditions; however, classes will resume on April 6. Please contact Parent Central or SKIES for more info on what is available. The teen center will resume operations as soon as it is determined to be safe.
ITALIAN DECREE
Q: Rob asks … Please address church attendance both on and off the installation. During “red”, is it permissible to leave my town (comune) to attend English-speaking services?
A: Attending English-speaking services in person is not permitted outside one’s town (comune). Please note that individuals are strongly encouraged to attend the place of worship closest to their home. In fact, health and city officials encourage people to stay home and follow religious services online or on television to limit social interaction and help contain the further spread of the virus.
Q: Please provide clarity on house guests during color changes.
A: In yellow regions, visits to friends’ and relatives’ homes are allowed only within the region, once a day between 0500 and 2200, and limited to 2 people, excluding children under 14 years of age, disabled or non-self-sufficient individuals.
In orange regions, visits to friends’ and relatives’ homes are allowed only within one’s town (comune), once a day between 0500 and 2200, and limited to 2 people, excluding children under 14 years of age, disabled or non-self-sufficient individuals.
In red regions, visits to friends’ and relatives’ homes are forbidden.
Regardless of a region color and limited to the Easter weekend of April 3-5, visits to friends’ and relatives’ homes are allowed only within the region once a day between 0500 and 2200, and limited to 2 people, excluding children under 14 years of age, disabled or non-self-sufficient individuals.
Q: Katherine asks ... If a Service member is driving their spouse to the airport, do they need any paperwork other than a declaration form?
A: Movement to transportation hubs such as airports, bus or train stations is always allowed, even outside one’s region, and regardless of the color. You are required have a declaration form with you and limit your movement between your residence and point of destination. Q: Felicia asks … How does the change to “red” affect family members coming to visit at the end of the month?
A: Per host nation regulations, family members arriving from CONUS must self-isolate for 14 days on arrival at a place of their choice, and must not take public transportation to their destination. Q: Bridget and Maria ask … Is turning “red” going to restrict us from getting to and from the Venice airport for spring break leave? What is the policy on driving my friend to the Rome or Milan airport? If that region is yellow, am I authorized to get lunch at a restaurant in those regions?
A: Movement to transportation hubs such as airports, bus or train stations is always allowed for proven needs, even outside one’s region, and regardless of the color. You are required have a declaration form with you and limit your movement between your place of departure (work or home) and point of destination. Should a region be “yellow”, a meal stop is allowed in a restaurant during in transit. If another individual is in your car who is not a cohabitant, both individuals need to wear masks in the car and no one can sit next to the driver. Q: Why don't we receive community COVID numbers anymore? Updates from Garrison that give a better understanding of our region and the VMC so that community members who are at a higher risk have a better understanding of transmission before color changes.
A: The garrison does not release COVID numbers per DoD guidance. The COVID numbers in our USAG Italy population are lower than off the installation.
POLICY/WORK
Q: Are supervisors required to provide telework opportunities for employees in medical quarantine after exposure AND after official travel, even if that position wouldn't normally telework?
A: Supervisors are supposed to maximize the availability for telework when possible, however, not all positions lend themselves to telework. U.S employees who are eligible for telework, will telework during ROM situations (e.g. close contact and after official travel). Employees not eligible for telework, will be authorized Weather Safety Admin Leave.
Q: Are civilian employees eligible to use paid leave under the newest relief bill to cover time in required medical quarantine after travel?
A: OPM, DoD and Army guidance is pending. Until guidance is received we cannot implement the new COVID-related emergency leave signed into the American Rescue Plan Act of 2021.
GENERAL ORDER
Q: Will there be any changes or a new General Order because of the color changes? Guidance seems a little confusing for SFRG meetings and trainings and other ACS classes.
A: There is currently no new General Order planned. The most recent General Order was specifically written to allow some flexibility as the situation changes in the local area.
Q: Can I get a copy of the General Order if my soldier is out in the field?
A: Soldiers and FRGs are authorized to distribute the latest General Order, as needed.
HEALTH CENTER
Q: Mey asks ... Since the demographics of our community includes primarily groups that have increased instance of asymptomatic cases (young and healthy), is there representative random sample testing of our population occurring (rather than relying only on testing those who present with symptoms/contact) to ascertain exactly how pervasive the illness is in our community? This is relevant because of the reduced precautions/closures on post with you citing the low rate in our population. How can we trust that it truly has a low rate of infection? Can data on test numbers be released to the community?
A: While we cannot provide specific numbers, we have an active testing program that includes surveillance of large numbers of asymptomatic individuals, and we are confident that we have an accurate understanding of the incidence and prevalence of infection in the community.
Q: Shell asks … Can you provide guidance on bringing children to appointments at the health clinic?
A: We ask patients not to bring children to appointments, if at all possible. If the spouse is within the area, please find a way to attend your appointment without bringing your children. One parent or guardian can attend an appointment for a child. However, if you must bring your children, the clinic will find a way to safely conduct the medical appointment. If you need an exception to this policy due to extenuating circumstances, such as your spouse is deployed or TDY, please provide justifying documentation from your spouse’s unit/commander.
Q: Is there a process for keeping expecting mothers updated to San Bortolo changes? Will going “red” prevent fathers or a support person from attending births?
A: San Bortolo communicates directly with their patients, via social media, and on their website. Another good resource is USAG Italy’s Army Community Service. Please contact them for more details.
HOUSING
Q: I see people moving out of Villaggio. Are those housing being renovated, torn down, or will they all be quarantine homes?
A: Currently we are not permanently assigning any houses that are vacated as personnel depart. They will be used for Restriction of Movement (ROM) for newly arrived families or remain vacant until ready for the phased rebuilding of Villaggio. This involves four phases of demolition and building of new homes with work beginning on the first phase this summer followed by the other three phases. The complete rebuild of the housing area will provide 428 brand new purpose-built homes which will be fully completed by 2026. In addition to vacating homes by attrition as personnel depart, we are also relocating a few final families out of the area for the first phase and along the route that construction trucks will be using.
Q: Deanna asks … When will the contracted housing for reservists be finished?
A: The Italy Real Estate Field Office is tracking three separate requests to which this could pertain. The individual unit chains of command are regularly tracking progress, and will be able to provide details.
FAQs | RED ZONE
The below FAQs for red zone are a courtesy translation from the Italian Decree dated March 15, 2021.
FOOD ESTABLISHMENTS
1. Are restaurants, pizzerias, pastry shops andother catering businesses open in my area? Is the consumption of food anddrinks allowed inside them?
In the red zone, it is always forbidden to consume foodand drinks inside restaurants and other catering activities (including bars,pastry shops, ice cream parlors, etc.) and in their vicinity.
Take-away of food and drinks is allowed, as follows:
- From 0500 to 1800, without restrictions
- From 1800 to 2200, it is forbidden for bars without akitchen and other similar establishments (ATECO code 56.3).
Home delivery is allowed without time limits, but must inany case take place in compliance with the rules on packaging and delivery ofproducts.
Also allowed without time limits is the consumption offood and drinks inside hotels and other accommodation activities, only forguests staying there.
2. Is it allowed to enter or remain inside bars,restaurants and other catering establishments (pubs, ice cream parlors, pastryshops …), if the consumption of food inside them is suspended?
Customers are allowed to enter and stayonly for the time strictly necessary to purchase take-away products and alwaysin compliance with the contagion prevention measures. However, gatherings andconsumption in the vicinity of the premises are not permitted.
3.During the hours or in the areas where only the take-away of food and drinks isallowed, are customers allowed to use the toilets of the bar or restaurantactivities?
No, except in cases of absolute necessity.
4.Does the suspension of restaurant activities in this area also apply torestaurants in hotels with reference to customers staying there? Is it possiblefor hotel guests to have meals at affiliated external restaurants?
Hotel restaurants are open to guest stayingthere, even in the red zone. Therefore, catering is allowed (without timelimits) only within the hotel or accommodation facility where one is staying.If there is no such service within their hotel or accommodation facility, thecustomer can purchase takeaway food or have it delivered within the permittedtime limits, with consumption in the hotel.
5.Commercial activities that sell food or basic necessities (i.e. those providedfor in Annex 23 of the DPCM) and which therefore remain open, can allowcustomers to purchase goods not included in the aforementioned annex?
No. Therefore, the person in charge of any commercial activity -however named- must organize the spaces in such a way as to prevent customersfrom accessing shelves or aisles where goods other than food and basicnecessities are stored. If this is not possible, products whose sale is not permittedmust be removed from the shelves. This rule is valid for any opening day,weekdays, pre-holidays or holidays.
RETAIL
1. In the red zones,shops and other retail outlets that sell products other than food or basicnecessities - and which are therefore temporarily closed to the public - cancontinue their sales by making home deliveries?
Yes, home delivery of products is allowed, in compliance with health andhygiene requirements for both packaging and transport.
2. Is the retail sale ofbaby/kids items allowed?
Yes, the retail sale of items for early childhood (such as prams, strollers,car seats, cots) is allowed, as these are essential products, like clothes andfootwear for children and babies, games and toys.
3. What is meant bychildren's clothing?
Any type of garment necessary to dress a minor under the age of 16 must beconsidered clothing, including footwear.
4. Can shops that sellclothing or footwear for both adults and children remain open for the sole saleof children’s products, closing the other areas of the store, exactly as isalready the case for supermarkets and similar?
Yes, it is possible, by limiting the sale to children's clothing products only.
FURNITURE DELIVERY
1. Are the transport, delivery andassembly of furniture part of the proven work requirement that justifiestravel?
Yes.
2. Can furniture or items purchased beforethe introduction of the restrictions be delivered and assembled?
Yes.
DEALERSHIPS
1. Is it allowed to reachcar dealerships to service the vehicle, purchase a vehicle, deliver a vehiclefor scrap, test-drive, etc.?
Yes, the businesses in question are authorized to remain open as they areconsidered essential.
MUSEUMS
1. What is foreseen for museums and otherplaces of culture?
The public opening service of museumsand other cultural institutes and places (referred to in Article 101 of theCode of Cultural Heritage and Landscape) is suspended, with the exception oflibraries and archives.
THEATERS & CONCERT HALLS
1. In theaters, concerthalls or other similar places, is it possible to organize shows without anaudience? Is it impossible to use the spaces as environments for film andaudiovisual filming?
Yes. Live shows with public presence are suspended. On the other hand, thepossibility of organizing shows to be broadcast in streaming or of using thespaces as environments for film and audiovisual filming remains confirmed, incompliance with the safety measures envisaged for such activities.
RELIGIOUS FUNCTIONS
1. What does the decree provide for the performance of religious functions?
Religious functions with the participation of people can be carried out, as long as they comply with the protocols signed by the Government with the respective confessions.
2. Can I go to church or other places of worship?
Yes, in the place of worship closest to one’s home if possible.
SPORTING EVENTS
1. Cansports events and competitions beheld?
Consult the appropriate section on the website of the Departmentfor Sport. In any case, all competitions, and all activities related to amateurcontact sports are prohibited.
2. Is the presence of the public allowed atsporting events and competitions?
No.
3. Is it possible to go to anothermunicipality for the sole purpose of doing sports there?
No. In the red area it is allowed to carry out sport activitiesexclusively within the territory of one's own municipality, from 0500 to 2200hours, only individually and outdoors, maintaining an interpersonal distance oftwo meters.
4. Alternatively, is it possible to cross themunicipal boundaries while practicing sports (for example, running or crossinga mountain path), to end it anyway within one’s own municipality?
Yes, it is possible, provided that this movement remains functionalonly to the sport activity itself and the final destination coincides with themunicipality of departure.
MOVEMENT & TRAVEL
1. Is it allowed to transit through areas that are in a different color/risk zone?
Transition areas that are in the orange or yellow zone is allowed exclusively for proven work needs, situations of necessity, study reasons, health reasons or to carry out activities or use services not available in your municipality (for example, going to the post office or grocery shopping, if there is no post office or grocery store in your town.) It is also allowed to transit through these areas to carry out didactic activities in presence (where available.)
2. I have to travel for one of the reasons provided for by the decree, but do not have or cannot drive a private vehicle. Can I be accompanied by someone else?
Yes. In the event that you do not have a private vehicle or do not have a driving license or are not self-sufficient or have another impediment, a family member(preferably a cohabitant) or another person can take you to and from your home, also taking into account the need to limit the use of public transport as much as possible, and in any case in compliance with the provisions for the use of private vehicles. If the driver and the accompanied person are not living together, they must both wear suitable personal protective equipment.
3. Do the same movement restrictions apply to foreign citizens?
Yes, the restrictions are valid for all people present on Italian territory, regardless of their nationality. In addition to these restrictions, travel to and from abroad is also subject to the specific provisions relating to each foreign state.
PETS
1. Can I take my dog/pet out for a walk?
Yes, for its physiological needs, but without creating gatherings and keeping a distance of at least one meter from other people.
2. Can pets betaken to the vet?
Yes, but only for urgent matters. Routine visits should be postponed.
FAQs
Work/Leave
Leave: Leave approval is decided at the command level. However, where you are able to go is dependent on other factors: national requirements, host nation decrees, etc. Leisure travel will be permitted again, but everyone is encouraged to be very flexible. Host nation and national decrees will determine timing and border access. There is currently a nationwide travel ban in place for tourism in Italy and there are similar travel bans in other countries across Europe.
San Bortolo Hospital/Health
1. Why did the San Bortolo Hospital OB/GYN clinic location change?
The San Bortolo Hospital's OB/GYN Clinic changed locations in an effort to better protect pregnant women from the Coronavirus during this time. The original location of the OB/GYN clinic is next to the infecious disease department and the original OB/GYN clinic location will now house potential Coronavirus patients.
2. Have there been any changes to the 6th floor delivery?
No, there are no changes to San Bortolo's 6th floor delivery. All operations are running as normal.
3. I do not have Tricare. Can I still call the COVID-19 hotline?
Yes. Call the COVID-19 hotline at 0444-61-9000 and press option #7. You will be directed to Army Public Health Nursing (APHN) who will provide you guidance. If you do not meet COVID criteria, you will be directed to contact your provider.
Expecting families: There is a new initiative between the ACS New Parent Support Group and the Health Clinic to help expecting families with questions and concerns. Please contact ACS or the clinic to for questions.
Quarantine/Self-Isolation
1. Who does the self-isolation apply to?
The self-isolation directive applies to military and civilian members of the work-force who spent time in areas of high risk. For USAG Italy, members will be required to self-isolate at their residence, out of an abundance of caution, the family members should also self-isolate and remain in their residence. For service members, DoD civilians and their families, USAG Italy will provide lodging.
2. How long does self-isolation last?
The self-isolation is for a 14-day period beginning from the date an individual returns from any of the defined areas. This 14-day self-isolation duration covers the potential incubation period of COVID-19.
3. Do I have to comply with the self-isolation directive?
The self-isolation is mandatory for U.S. service members, family members, DoD civilians, contractors, and Host Nation employees regardless if they reside on or off military installations, in the interest of public health. These measures are being done as a precautionary safety measure to protect the USAG Italy community.
4. If a family member, DoD civilian, contractor or HN employee abides by the self-isolation and remains at their residence and misses work, will he or she be entitled to any financial compensation?
A. The 14 days will not count towards service member or civilian leave. Financial compensation will be determined on a case-by-case basis, working closely with the individual’s chain of command.
5. Who is responsible for care, transportation and security of the personnel in self-isolation?
A.Support is a whole-of-garrison effort beginning with the individual’s chain of command.We recognize the difficulty this situation creates and USAG Italy wants to lessen that challenge as best we can.
6. While an individual is in self-isolation, will they be able to leave the isolation location?
A. U.S. service members are restricted from leaving their residence or barracks during the 14-day self-isolation.Family members, DoD civilians, contractors, and Host Nation employees can leave there residence, but are highly encouraged to comply with the self-isolation directive.
7. How will they get food, groceries, and other life necessities?
A. This is a whole-of-garrison approach beginning with the individual’s chain of command. USAG Italy has a plan in place.
Passport Office
Q: Is the passportoffice open?
A: The passport office is open byappointment only.
Q: How can I make anappointment?
A: You can make an appointment byselecting the “Appointments” link on the USAG Italy home page. Please be sure to use Edge or Chrome toaccess the appointment system.
Q: What is considered an emergency case?
A:An emergency case is when personnel are PCS’ing within the next 45-60 days orfor individuals who are on emergency leave travel. Tourist passportapplications (except for logistically supported contractors overseas), SocialSecurity Applications and Consular Report of Birth Abroad (CRBA) are notconsidered emergency cases.
Q: How can I contact the passport office for emergency cases?

Q: I’m clearing the installation and I’mnot able to get a passport appointment before my final clearing appointment atthe CPF. What should I do?

Q: What happens if my passport is about to expire?
A:All U.S. citizens must have at least one valid passport while overseas. A validpassport must have 6 months left before expiration.
Official - If yourofficial passport is expiring and you do not have a tourist passport, pleasecontact our office for further guidance.
Tourist - Touristpassport applications are not considered emergency cases (except forlogistically supported contractors overseas).
Q: I recently got married to a non U.S.citizen and am PCS’ing back to the states soon. What documentation does myspouse need?

ID Cards & Soggiornos
Q: Is the CPF open?
A: Yes, the CPF is open Monday-Friday 0800-1200 and 1330-1530..
Q: My DoD ID card has expired or is expiring soon; what do I do?
You can make an appointment on-lineto get your ID Card renewed. The Vicenza ID Card facility is open Monday-Friday from 0800-1200 and 1330-1530 and Camp Darbyfacility is open on Tuesdaysfrom 0900-1100. An ID card issued to a child of a Service member expires when the child turns 21 years old. Unless attending school as a full-time student, approved as an incapacitated dependent, or enrolled in TRICARE Young Adult, the child’s affiliation ends when the ID card expires and is not eligible for continued benefits. A: Common Access Cards(CACs) will not be re-issued prior to 30 days of expiration date. This is tominimize foot traffic at installation ID card sites due to social distancing precautions.

Q: My spouse received an email saying that my soggiorno is ready to be picked up, is the office open?
A: The Soggiorno Office is open. An appointment must be scheduled online, using the following link https://home.army.mil/index.php in order to pick up your soggiorno. Every applicant 14 years or above must come to the office to sign for his/her soggiorno. Office business hours for the office are Mon, Tue & Fri 0800-1200 – 1330-1530, Wed 0800-1200, Thu 1330-1530.
Q: My soggiorno is ready, but I have concerns coming on the base right now. Can it be mailed to me or do I have to come in?
A: Unfortunately we cannot mail you the Soggiorno.The Italian Government requires you to sign the documenting our office prior to us issuing it to you and anyone 14 years and older. We will hold onto the document until this is over and issue it to you when you are able to come to the installation.
Q: My soggiorno is expiring, what do I need to do?
A: Renewal process for soggiorno can be started 1 (one) month prior the expiration. Q: What should we do if the permit expires intwo weeks, or after June 15th?
A: We don’t have an answerfor that yet, but if this continues we expect the Italian Government to give another extension date. Once everything is opened we will process the applications, schedule the appointments for fingerprinting and take new applications. We ask everyone to be patient because for this process, we must work with and rely on our host nation and their processes and procedures. We also know that there is and will be a backlog for some time. We will update as circumstances change. The new extension date is August 30th 2020.

Q: Are people still able to PCS?
A: Yes, but if either the departure or the gaining locations are
"Red"(meaning restricted) according to the IMCOM Placemat, then you must have an exception to policy (ETP) memo signed by the first O6 in your Chain of Command.
Q. Do people with an ETP memo still need to clear the installation?
A: Yes, all installation agencies must be cleared.The SM has 12 working days to clear the installation.However, with the COVID 19 reduced manning, agencies have made adjustments on how they clear SM, Department of the Army Civilians (DACs) and contractors.CPF personnel will provide you with a guide on how to clear during these times.
Q. How do I get an ETP memorandum?
A. Contact your chain of command and your chain of command must submit your name to the ETP board.
Q. Flights are very limited, where do I fly out of?
A. Right now all SATO flights are departing from Venice to various locations in the United States. Units are responsible for getting departing SMs, DACs and Family Members to the airport.
