The purpose of the Army’s Civilian Drug Testing Program is to execute the Drug-free Federal Workplace Executive Order 12564 dated Sept. 15, 1986. The Army Substance Abuse Program is mandated by Department of Army to oversee and monitor the program as per Regulation 600-85 The Army Substance Abuse Program, and Pamphlet 600-85 Federal Drug-Free Workplace Procedural Guidance.

Department of Transportation, or DOT, safety sensitive positions are tested by DA as per the Urine Specimen Collection Handbook for Federal Workplace Drug Testing Programs, Substance Abuse and Mental Health Services Administration, and U.S. Dept. of Health and Human Services Public Health Service. Civilians are mandated to be tested if they fall into one of the following categories: 

  • Employees occupying Test Designated Positions, or TDP, and/or Department of Transportation, or DOT, safety sensitive positions.
  • Employee son the job where there is a reasonable suspicion they are using illegal drugs or misusing alcohol.
  • Employees on the job who have an accident or unsafe practice.
  • Employees who volunteer to be tested.
