The Piñon Canyon Maneuver Site Enhanced Mission Training Proposal for Action Scoping process has begun. The 45-day scoping period runs from Nov. 29, 2025, through Jan. 13, 2026. Comments are accepted during that time.

The Department of the Army (Army) seeks input on the scope of the issues to be studied under the National Environmental Policy Act (NEPA) assessing the potential environmental and socioeconomic effects associated with modernizing training activities and capabilities and improving training facilities at Piñon Canyon Maneuver Site (PCMS), Colorado (the Proposed Action). 

In addition, the Army will be conducting analysis and consultation to comply with Section 106 of the National Historic Preservation Act (NHPA) and is soliciting comments or concerns regarding the effect of the undertaking on historic properties. The Army is proposing to create a dedicated unexploded ordnance (UXO) disposal (dudded) impact area, construct new ranges to accommodate modern Army weapon systems, upgrade support facilities and infrastructure, and reconfigure restricted airspace. 

Additionally, the Army will analyze the removal or abandonment of a portion of the Kinder Morgan-owned natural gas pipeline that bisects PCMS. The Federal Aviation Administration is a cooperating agency for this NEPA effort.
