Mr. William “Jake” Jacobs assumed duties as the Deputy Garrison Manager, U.S. Army Garrison Black Sea – Novo Selo Training Area, Bulgaria in June 2024. As the command’s on-site representative, he integrates all installation services and leads an exceptional team that provides vital support to U.S. and NATO Task Force Soldiers forward deployed to Bulgaria.

Prior to becoming the DGM, Mr. Jacobs served as an Infantry Officer in the United States Army for 28 years.  While on active duty he served in a variety of leader and staff positions.  Most notably, Mr. Jacobs was the NATO Base Support Group Commander for SHAPE from 2017-2020.  He has been stationed in Europe for most of his military and civilian career in Germany, Italy, Belgium and Bulgaria.  Mr. Jacobs has Bachelor of Science in Business Administration and a master’s degree in Strategic Studies at the U.S. Army War College.

Mr. Jacobs has been deployed multiple times to Bosnia, Kosovo, Macedonia, Iraq and Afghanistan.  His military awards include the Defense Superior Service Medal, Legion of Merit, NATO Meritorious Service Medal, Broze Star Medal with V, Master Parachutist Badge with combat jump star, Ranger Tab and Combat Infantryman’s Badge.
