Mr. Scott M. DeLay
USAG Black Sea Deputy to the Garrison Commander
Scott DeLay serves as the Deputy to the Garrison Commander for U.S. Army Garrison Black Sea (Romania / Bulgaria) since July 2023. He most recently served at IMCOM Headquarters in San Antonio, Texas, where he provided strategic oversight to a worldwide emergency response and recovery program.
In his current position, he serves as the senior civilian and primary official in support to the garrison commander in providing leadership and program guidance for the integration and delivery of base operations (BASOPS) services, which includes operations, training, mobilization and security; law enforcement, protection, and fire and emergency services; public works; human resources; plans, analysis and integration; resource management; morale; welfare and recreation; postal services; religious support; public affairs; community relations; equal opportunity; internal review; and safety. He is responsible for leading a team of Army professionals and providing uninterrupted services to support combat-ready Army Solders, families and Army Civilian Professionals.
Scott's key civilian assignments include service as a staff officer at HQ, IMCOM, Staff, Director of Emergency Services and as Fire Chief for multiple Garrisons. His most notable assignment was from 2009 - 2019. He was dual hatted as the Career Program - Functional Representative for the Army Safety Center. He supported the development of GO Army Education as well as providing strategic direction for the professional development of 8000 professional Army Civilians and host nation employees. Scott has had several developmental assignments with the Assistant Chief of Staff for Installation management (ACSIM The Army Safety Center and working with the Army Management Staff College (Fort Belvoir).
Mr. DeLays' awards include the Installation Management Commands Stalwart Award, Federal Executive Board Public Safety Nomination, (2) Superior Civilian Service Medal, (3) Commander's Award for Civilian Service (5) Civilian Service Achievement Medals, awarded the Ambassador for Life from the Italian Ministry of Interior (Vigili del Fuoco).-His military awards include the Southwest Asia Service Medal (1 Bronze Star), Kuwait Liberation Medal, Outstanding Unit Award as well as multiple training ribbons.
