dgc.jpgMr. Robert (Rob) A. Gwinner III serves as the Deputy to the Garrison Commander at the U.S. Army Garrison Stuttgart headquartered on Panzer Kaserne, Böblingen, Germany.

Preceding his move to Installation Management Command-Europe, Mr. Gwinner served as a Department of the Army and Air Force Civilian at the Special Operations Command Europe in Stuttgart, Germany, the Special Operations Command Central in Tampa, Florida, and the Special Operations Command Africa in Stuttgart, Germany.  His numerous Army and Air Force Professional positions included J5 Director for Strategy, Plans and Policy, J5 Deputy Director for Strategy, Plans and Policy, Executive Officer to the Commander and Secretary of the Joint Staff, and Executive Officer to the Commanding General and Secretary of the Joint Staff.

He retired from a 20-year Army career in June 2009 as an Infantry Officer.  His military assignments included overseas tours in Bamberg, Erlangen, and Stuttgart, Germany, in addition to stateside tours at Fort Lewis, Washington; U.S. Military Academy, West Point, New York; Fort Leavenworth, Kansas; Fort Benning, Georgia, and Fort Carson, Colorado.

Mr. Gwinner graduated from the United States Military Academy in West Point, New York, with a Bachelors of Science degree in German and French with a Minor in General Engineering.  He also holds a Masters of Science degree in Counseling and Leader Development from Long Island University, New York, and is a graduate of the U.S. Army Command and General Staff College and Office of Personal Management, Central Florida Leadership Development Program.

Mr. Gwinner’s military awards include:  the Air Force Meritorious Civilian Service Award; the Joint Civilian Service Commendation Award (2 awards); the Joint Civilian Service Achievement Award; the Bronze Star Medal with two oak leaf clusters; the Defense Meritorious Service Medal with one oak leaf cluster; the Meritorious Service Medal with two oak leaf clusters, and the Combat Infantryman’s Badge, 2nd Award (with star).  He also earned the Ranger Tab and Parachutist Badge.  

Mr. Gwinner is a veteran of Operations Desert Shield/Desert Storm; Operation Iraqi Freedom, and Operation Enduring Freedom.
