The U.S. Army Garrison Stuttgart Installation Access Control Office provides registration services to Department of Defense ID card holders, contractors, vendors and visitors requesting access to U.S. Army installations.


DBIDS, a personnel access verification system, is a central network database linked to all Installation Access Control Offices, selected Central Processing Facilities, MP Stations, and Access Control Points in USAREUR and USAFE (Germany only), and will produce an installation pass for those authorized access.

> DBIDS Requirements

All DOD ID cardholders will be automatically registered into DBIDS at the gate. Exceptions include Retirees and Blue Stripe CAC Holders. These groups will need to register for DBIDS at the Installation Access Control Office (IACO).

DoD ID cardholders 

DOD ID cardholders stationed in Europe (on orders) must be registered in the IACS.

  • Reserve DOD ID cardholders who are permanently assigned to the 7th Civil Support Command (7th CSC)
  • DOD ID cardholders who are on TDY (on orders) in Europe. These individuals may be registered in the IACS for the duration of their TDY.
  • Active duty military personnel and retirees who are visiting Europe. These individuals may be registered in the IACS for the duration of their visit, up to 90 days, or the date specified by the host nation visa.
  • Retired military members living the host country. These individuals may be registered in the IACS if they have an Aufenthaltstitel from the host country. Retirees visiting the host country may also register in IACS for the duration of their visit.
  • DOD ID cardholders (including minors) who are EU citizens but are not command-sponsored (no SOFA status). These individuals may be registered in the IACS for the duration of their stay or the expiration date of their ID card, whichever is earlier. NOTE: Individuals who have multiple DOD ID cards (for example, a military retiree who is now a DA civilian employee or a technical expert status accreditation (TESA) contractor) must choose which DOD ID card they want to use for IACS registration and use that card to gain access to installations.

Visitor Installation Passes

All non-DoD ID card holders who request access to a U.S. military installation are required to either be escorted by a DoD ID card holder at all times, be on an approved access roster, or be issued an installation pass.

The INSTALLATION ACCESS CONTROL OFFICE (IACO) issues installation passes to contractors/vendors and visitors, and processes installation access rosters for special events or persons who need short term access but are not eligible for an installation pass.

Privileges

  • Army in Europe Regulation 190-16, Section IV
  • DOD ID cardholders who are 18 years old or older and military spouses under the age of 18 have sign-in privileges. If this privilege has been suspended, it is documented in the IACS and will be checked by a guard in the IACS when the DOD ID cardholder tries to use his or her sign-in privileges.
  • Except for individuals in the NATO Member and Department of State and American Embassy Personnel categories, installation-pass holders are not granted sign-in privileges unless authorized by the sponsoring organization. Sign-in privileges are documented on the front of all installation passes with any qualifications (for example, contractors and vendors only) listed in the remarks block on the back. The installation-pass holder must be at least 18 years old.


  • Temporary installation-pass holders are not authorized sign-in privileges.
  • DOD ID cardholders not registered in the IACS are not authorized sign-in privileges. Exceptions are for active duty DOD ID cardholders who are either on TDY or leave. (For example, a DOD ID cardholder who is on leave from a deployment and visiting USAG Garmisch may sign in Family members and guests with an approved leave form.)
  • Sign-in privileges are limited to signing in four individuals and their vehicles at any one time.
  • Individuals who require recurring access will not use sign-in procedures to avoid the installation-pass application process or access-roster requirements.

Sponsor Responsibilities

The sponsor will monitor the activity of individual they sign-in and be responsible for their conduct. Failure to follow sign-in policy and procedures may result in the withdrawal of sign-in privileges.

Short Term Paper Pass (3 days or less)

DoD ID cardholders age 18 or over who are registered in IACS and have sign in privileges may sign in up to four visitors at a time at the installation gates. Visitors must be able to provide a state-issued ID card (European Union members) or passport and are required to be escorted at all times while on the installation. Minors ages 10 and under do not require a paper pass, but must be accompanied at all times.

Installation Passes for Visiting Family Members

In accordance with AE Regulation 190-16, family members visiting DoD ID cardholders stationed in U.S. Army Europe may only be issued an installation pass for unescorted access under the following conditions:

  • The visitor is an immediate family member. Immediate family members consist of the requester's sons, daughters, parents, brothers, sisters, mother-in-law, father-in-law, brothers-in-law, sisters-in-law, grandparents and grandparents-in-law.
  • The DoD ID cardholder resides on an access-controlled installation.
  • Non-U.S. visitors: The visitor (age 18 and older) must present a valid Führungszuegnis issued within the last year from the visitor's country of residence (must be translated into English or German).
  • U.S. visitors: The visitor (age 18 and older) must present a 'NCIC III' criminal history check. This can be obtained at the visitor's local courthouse (Clerk of the Court) or Local Federal Bureau of Investigation office in their state of residence. U.S. visitors that arrive in country without a security check will be required to have a National Crime Information Center check conducted prior to being issued a pass. This form will be completed and submitted to the local Installation Access Control Office.
  • U.S. visitors need to provide the 'NCIC III' documentation and a copy of their passport prior to approval.

Visitors who do not meet the above requirements may be signed-in at the gate and escorted by a DoD ID card holder.

Eligible Veteran Access

To obtain post access and shopping privileges at garrisons within Germany, veterans must have a Veterans Health Identification Card issued by the Department of Veterans Affairs in the U.S. The VHIC must be the newest version that displays the veteran's eligibility status. Under the new authorization, eligible veterans include Purple Heart recipients, former prisoners of war, and veterans with documented service-connected disabilities or their VA documented caregivers.   • Besides their VHIC, veterans residing in Germany will also need to fill out Army in Europe Form 190-16A.
  • Forms should be returned to the garrison Installation Access Control Services.
  • Once background checks are complete in three to five days, veterans will be notified by IACS and can stop by a garrison visitor center to be issued an installation pass, which allows veterans to sign on spouses.
  • Veterans who are only visiting Germany may obtain a temporary installation pass with their VHIC through the same process.

Contractors and vendors

Must submit a copy of their passport or European Union (EU) ID and, if required, a visa or work permit along with a copy of a current (less than 12 months old) Good Conduct Certificate (GCC) or their country's equivalent. A certified translation is required, if the GCC is not in English, German, or Italian.

U.S.-based Contractors (in Germany)

If you have been in country for more than 4 days you must submit a copy of a confirmed "fax-back." For more information about the fax-back process, please contact the DOD Contractor Personnel Office, Office of the Deputy Chief of Staff, G1, HQ USAREUR, at DSN 337-3110.

Once you have all of the information filled in and ready to go then you need to electronically sign the form in the signature block. The Form will need to be saved (example is ACCESS ROSTER REQ Name of person).

Individuals may be placed on the access roster for up to 30 days.

Access Denied

Individuals will be denied access to U.S. Army installations for the following reasons:

  • The individual has actively or passively participated in recruiting, funding, supplying, aiding or threatening terrorist activities.
  • The individual is barred by a garrison commander.
  • The individual attempted to use or has used lost, stolen or fabricated identification to gain access to an installation.
  • The individual has a criminal conviction for any of the following: armed assault, armed robbery, arson, assault with a deadly weapon, child molestation, drug distribution or drug possession with intent to sell, espionage, firearms or explosives violations, murder, production or possession of child pornography, rape, sabotage, sexual assault, trafficking in humans, transporting radioactive material or treason.
  • In the past 10 years, the individual had a criminal conviction for any of the following: burglary, unlawful entry, or housebreaking; grand theft auto; or involuntary or vehicular manslaughter.
  • In the past five years, the individual had a criminal conviction for any of the following: habitual drug offense (i.e. use of marijuana), forgery or fraud.
  • In the past 10 years, the individual had a conviction of any felony.
  • The individual has a current U.S., Host Nation or INTERPOL arrest warrant.
  • The individual has engaged in acts or activities designed to overthrow the U.S. Government, the government of a European Union or NATO member state, or the HN government by force.
  • The individual is a registered sex offender.
  • A background check revealed criminal arrest information that presents a potential threat to the good order, discipline, health or safety of the garrison.

Access Rosters

Access rosters are used to provide access when issuing a paper pass or installation pass is impractical or not authorized. Access rosters may be submitted by a DoD ID card holder with sign in privileges. Once you get notification that visitors are coming to Patch Barracks, Panzer Kaserne, Robinson Barracks, or Kelley Barracks you will need to fill out the Base Access request AE Form 190-16F. Access Roster requests must be submitted 3 workdays before the date of access needed. Please ensure applicant for Installation Pass has all required original documents (i.e. PGCC) when coming into the IACS Office.
