The Welcome Center, usually known simply as "building 4700", is a state-of-the-art, five story building on Mow-Way Road at Fort Sill, Okla. Named for Medal of Honor recipient 1st Lt. Lee R. Hartell, it houses almost all of Fort Sill’s Soldier and family support agencies.

Incoming soldiers should report to BLDG 4700 Mow Way Road from 0700-1630 Monday-Friday for in-processing. Building 4700 is closed daily at 1630 Monday-Friday and is closed on weekends and holidays. After regular duty hours, all in-coming soldiers should report directly to the BDE they are assigned to. Those building and phone numnbers are posted at the East entrance of building 4700.
