WHEELER ARMY AIRFIELD, Hawaii -- With the coronavirus still rampant and increased in Hawaii, schools have been making adjustments and changes, and so has the School Age Center (SAC) program within Child and Youth Services (CYS), part of the Directorate of Family and Morale, Welfare and Recreation (DFMWR). 

The SACs apply to youth enrolled in kindergarten through 5 or 6th grade.

In March, at the beginning of the COVID-19 pandemic, Installation Management Command (IMCOM) Headquarters authorized a COVID-19 fee option policy allowing parents to retain their space in SACs if they chose to keep their children home. This policy allowed fees to be waived If the children remained at home, and fees were only charged if and when the children attended the program.

The COVID-19 fee option policy was a temporary policy.  

Last week, U.S. Army Garrison Hawaii was notified by IMCOM Headquarters that the COVID-19 fee option policy has changed and was to be immediately discontinued in SAC programs. Parents were to be provided a two weeks' notice of this change. At this time, the fee policy change applies to SAC programs -- not Child Development Centers, or CDCs.    

On Friday, Aug. 28, CYS provided notification to parents of enrolled school age children that the COVID-19 fee option in school age programs would discontinue and that effective Sept. 15 monthly fees would resume. These notices were provided through CYMS (CYS management system) via email to parents. Parents with children in attendance on Friday, Aug. 28 were also provided a hard notice. 

Those families wishing to withdraw their child, should submit a withdrawal / termination notice to avoid the monthly fee accrual. 

Fees will be adjusted throughout the school year in accordance with the School Year 2020-2021 fee schedule to reflect any changes to the virtual and in-person school models (for example, full day versus a three-day or two-day a week schedule).  

When DFMWR or CYS is notified of any change to the COVID-19 fee policy in Child Development Centers, we will immediately notify parents of enrolled children.
