Mrs. Cherie Westphal
Mrs. Westphal assumed the role of Deputy Garrison Manager at the Detroit Arsenal in January 2021. With more than 25 years of experience serving at military installations around the globe, she is currently responsible for managing all installation management services and base operations at Detroit Arsenal. In this capacity she helps guide personnel services, public works, emergency response, security, morale, welfare and recreation as well as strategic planning for the entire installation with a workforce of more than 500 Department of the Army Civilians, Non-Appropriated Fund personnel, and contractors that serve of community of 40,000 individuals.
During 2022, she served as the Garrison Manager at the Detroit Arsenal. In this capacity she was responsible for all installation management services and base operations. There are approximately 7,500 civilian/contract workers and 250 military on the arsenal, which is the only Active Duty Military Installation in Michigan.
Her previous assignment was as the Chief of the Plans Analysis and Integration Office, U.S. Army Garrison Hawaii from June 2019 to January 2021. In this position she led the strategic planning, organizational improvement and Knowledge Management program of the Garrison. Prior to U.S. Army Hawaii, Ms. Westphal worked in multiple positions in Installation Management Command supporting military families around the globe. Assignments include leadership, personnel and analyst positions in Korea, Germany, Schofield Barracks Hawaii and San Antonio, TX.
Cherie holds a Bachelor of Science in Business Administration from the University of Maryland. She has completed all Civilian Education System courses and is an IMCOM Stalwart winner. She is married to 1SG (USA (Ret) Doug Westphal and has three children.
