Fort Carson's Emergency Communications Center (ECC) is the nerve center for emergencies occurring on Fort Carson and the Piñon Canyon Maneuver Site (PCMS). As a fully operational Public Safety Answering Point (PSAP), the center also processes some calls for service for areas outside of Fort Carson’s boundaries.
The ECC is staffed 24/7 by a staff of 19 personnel comprised of 14 dispatchers, four shift supervisors and a chief. The staff processes an average of 73,000 phone calls a year. This total includes approximately 5,800 911 calls and 67,200 nonemergency/administrative phone calls in and out of the center. In addition to receiving traditional landline and cellular phone calls, the center is equipped to process any incoming text-to-911 calls. Dispatchers in the ECC answer emergency and nonemergency calls from citizens and dispatch field responders. They are responsible for handling all incoming requests for assistance and dispatching the appropriate police, fire and emergency medical units in an efficient, organized and professional manner. The ECC also supports the Security Access Control division by providing radio operations and running queries through the CCIC/NCIC system.
All ECC employees are certified through the International Academy of Emergency Dispatch with each employee holding certification in Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD). These certifications provide for standardized medical care and instruction to callers until field responders arrive on scene. Additional certifications include CPR and Colorado Crime Information Center (CCIC) Operator level-S certification.
Dispatchers operate a top of the line Computer Aided Dispatch (CAD) system to track calls for service and emergency responders. The CAD system is linked to other PSAPs in El Paso and Teller Counties allowing for quick and efficient exchange of information and supports mutual aid operations.
