Mr. Howard A. Johnston

Mr. Howard A. Johnston assumed the role of Deputy to the Garrison Commander in January 2019.

Mr. Johnston was born and raised in Ohio, and is a 1986 graduate of the United States Military Academy at West Point, New York, with a Bachelor of Science degree and holds a Master of Strategic Studies from the Army War College.

His assignments as a Field Artillery officer include battery, battalion and brigade level positions in Aschaffenburg, Bad Kissingen, and Würzburg, Germany. He is a veteran of Desert Shield and Desert Storm and left active duty Army in December 1994.


Mr. Johnston has served in numerous Garrison operations assignments in the 417th Base Support Battalion, 98th Area Support Group and as the Director of Plans, Training, Mobilization and Security with the United States Army Garrison Franconia.


He served as the Deputy to the Garrison Commander for USAG Stuttgart from Jul 2006 through September 2010 and the Deputy to the Garrison Commander for USAG Hawaii from Jul 2013 through Mar 2015, then becoming the IMCOM Pacific Region Chief of Staff through Jan 2017 and served as the Chief of Staff for IMCOM Training prior to his current assignment with USAG Bavaria.


He is a graduate of the Sustaining Base Leadership Management course at the Army Management Staff College and a graduate of the Army War College at Carlisle Barracks, Pennsylvania.
