Dr. Richard Calnon

Dr. Richard Calnon assumed duties as the Deputy Garrison Manager, U.S. Army Garrison Bavaria – Garmisch Community in June 2023. As the command’s on-site representative, he integrates all installation services and leads an exceptional team that provides vital support to Soldiers, civilians, their family members and retirees assigned to and living in the USAG Bavaria-Garmisch Community. His oversight includes public works, human resources, base operations, emergency services, personnel readiness, and Family and MWR programs.

Dr. Calnon was born at U.S. Army Hospital Verdun, France. He received a Bachelor of Science in Management from the University of Maryland, Overseas Campus, his Master of Science from Bowie State University in Management Information Systems, and his Doctor of Management in Organizational Leadership from the University of Phoenix in 2020. He has completed Sustainment Basic Leadership Management (Civilian Advanced Course), and Continuing Education for Senior Leaders in 2020.

Prior to becoming the DGM, he served as the Director Human Resources at USAG Rheinland Pfalz, Germany from 2021-2023. He also served as the United States Army Security Assistance Command, G1 at Redstone Arsenal, Alabama from 2017 - 2021. He was the Director of Human Resources at USAG Stuttgart, Germany, USAG Fort Hunter Liggett, CA., and USAG Mannheim, Germany. His first assignment as a Department of the Army Civilian was with IMCOM-Europe in Military Personnel after retiring in 2003 having served 20 years in the Army on active duty.

While on active-duty Dr. Calnon served in a variety of assignments as both an enlisted Senior Personnel Sergeant and Chief Warrant Officer, Adjutant General Corp. He deployed with the 82nd Personnel Service Company (Airborne) during Desert Storm and Desert Shield (1991), Kosovo with V Corps (1999) and was stationed in Berlin during the Fall of Wall in 1989. He has been stationed in Germany and Belgium. Served at Ft. Lewis, WA., Ft. Bragg, NC., and Ft. McClellan, AL. 

His last assignment on active duty was with SHAPE Headquarters as a Military Personnel Officer. He deployed as a Department of Defense Senior Civilian to Afghanistan 2012-2013, part of the Ministry of Defense Advisors (MODA) supporting ISAF-A and NATO forces. Rick received a number of awards and decorations throughout his career, including the Meritorious Service Medal, Parachutist Badge, and multiple Civilian Awards. He is a member of the Adjutant General Corps Association and the American Legion.
