Our Mission

Our mission is to provide professional, ethical, accurate, and timely legal support to the commanders, soldiers, family members, and qualified civilian employees of the Stuttgart military community. We accomplish this through our advice and guidance in Administrative & Civil Law, Claims, International Law, Labor Law, Legal Assistance, and Military Justice.

Eligible clients include all active-duty Service Members,
military retirees, family members,
and eligible civilian employees.

Legal Assistance

Walk-in hours for Notary/Power of Attorney services at the Stuttgart Law Center Legal Assistance Office are noted in the sidebar under "Hours of Operation."

  • Ministerial services: Notary services, witnessing signatures to documents and other ministerial services are required and will be provided by attorneys or paralegals under their supervision.

  • Family law matters
  • Estate planning including wills and will executions, trusts, guardianships, durable powers of attorney, advance medical directives/living wills, health care powers of attorney, anatomical gift designations, the designation of beneficiaries under life insurance policies, including the Servicemembers’ Group Life Insurance (SGLI), Thrift Savings Plan, individual retirement arrangements, other property ownership transfer methods, survivor benefits, and the impact of federal or state estate taxes. Legal Assistance offices will prepare wills (including wills with a testamentary trust for the benefit of a minor, if appropriate) for clients. Additionally, durable powers of attorney, advance medical directives, healthcare powers of attorney and other documents required to implement the client’s estate plan will be prepared. Legal assistance will also be provided on casualty assistance matters.

As of Jan. 1, 2021, claims are handed by the Military Claims Office (MCO).

Labor Law

The Labor and Employment Law Attorney advises commanders and supervisors on employment law matters, and represents the Army in employment litigation before the Equal Employment Opportunity Commission, the Merit Systems Protection Board, the Office of Special Counsel, the Department of Labor, and other quasi-judicial authorities.

Employees seeking guidance or advice regarding their rights and responsibilities under federal employment laws should contact the Civilian Personnel Advisory Center (CPAC).

International Law

Liaise between USAG Stuttgart military commands and/or authorized community members and German host-nation authorities to help resolve criminal and civil matters.

There is no Attorney-Client relationship in executing IA responsibilities.

Military Justice

Provide military justice support to Commanders and senior Non-Commissioned Officers within USAG Stuttgart; prosecute Courts-Martial, assist victims, adjudicate adverse administrative actions, and provide preventative law instruction.

  • Typical actions processed by the Military Justice Section include:
  • Prosecuting violations of the Uniform Code of Military Justice
  • Assisting law enforcement throughout the criminal investigative process
  • Providing probable cause determinations for crimes committed by service members and civilians
  • Advising and assisting with adjudication of Non-Judicial Punishment
  • Drafting Letters of Reprimand
  • Representing the United States on Administrative Separation Boards
  • Representing the United States on Officer Elimination Boards
  • Representing the United States at Courts-Martial
  • Liaising between Commanders and civilian prosecutors

Special Victim Counsel

The mission of the SVC Program is to provide legal representation to eligible clients who allege they are victims of a sexual-related offense; deliver exceptional legal representation and advice to victims of sexual assault; and empower clients through professional competency and zealous advocacy to ensure their interest and rights are recognized and protected throughout all proceedings.
