Our Mission
Sustain, support and enhance the readiness and resilience of the Stuttgart Community by providing deterrence, prevention, and assistance. The overarching tenets of the Army Substance Abuse Program (ASAP) are deterrence, prevention, and assistance.
(1) The capabilities supporting deterrence are drug testing, identification/detection, and referral.
(2) The capabilities supporting prevention are awareness, education, risk reduction, interventions, and employee assistance to include suicide prevention training.
ASAP is a command program designed to service all DoD Service Members (SM), Civilian Workforce, Family Members and retirees. The program provides substance abuse as well as suicide prevention training and education; employee assistance program (EAP) counseling; and Forensic Drug Testing for both service members and civilian employees.
Deterrence
Drug Testing Program
Military drug testing is a commander’s program. ASAP assists commanders in assessing the security, military and civilian fitness, and discipline of units through the use of forensic drug testing. ASAP’s Drug Testing Coordinator (DTC) administers testing and provides information to commanders about smart testing, and current drug trends. Commanders are directed to conduct monthly testing of 10% percent of unit strength.
The DTC also conducts and supports the Drug-Free Federal Workplace testing program.
Certification Training
Unit Deterrence Leader (UDL) Training: A 24- hour class that certifies NCO’s/GS-5s and above to conduct unit urinalysis for drug testing.
SUBSTANCE ABUSE AWARENESS AND Prevention TRAINING
ASAP offers multiple opportunities throughout the year that meet SMs and Civilian Workforce annual training requirements. Trainings can be tailored to active duty, civilian or blended audience and can be scheduled upon request. Trainings are available in-class at the ASAP training room on Panzer Kaserne or at your work site.
- Universal Training: Designed to reach the entire population, without regard to individual risk factors; intended to reach a very large audience
- Selective Training: Targeted subgroups of the general population that are determined to be at higher risk for substance abuse
- Indicated Training: Geared towards individuals who are experiencing early signs of substance abuse and other related problem behaviors associated with substance abuse using program such as ADAPT PRIME for Life
- ADAPT PRIME for Life is an evidence-based education program with demonstrated success in altering attitudes and reducing high risk choices.
- The program provides a 12-hour course which focuses on self-evaluation, risk perception, motivations and behaviors attributed to substance abuse, and ways to prevent alcoholism.
- If your license is revoked due to a DUI, participation and a certificate of completion in PRIME for Life is required to reinstate your license. Please use the link below to sign up for the next PRIME for Life class.
Suicide Prevention PRogram
The goal of the Suicide Prevention Program is to reduce suicidal behaviors. This includes providing awareness briefs, small group discussion-based training and a two-day gatekeeper training.
Suicide prevention is a commander’s program and is the responsibility of every leader. Commanders are responsible for integrating and administering suicide-prevention programs for their organization.
Family Members and Civilian Workforce are encouraged to participate in suicide prevention training. Unit Family Support Groups are welcome to call ASAP to coordinate training events.

Risk Reduction Program
The Risk Reduction Program is a commander's program that is visually presented as a target which depicts high-risk behaviors. The purpose of the risk reduction program is to reduce high-risk behavior in service members. The program focuses on effective use of installation resources and coordinates effort between agencies utilizing the Installation Prevention Team to implement effective interventions.
Unit Risk Inventory (URI)
Anonymous survey administered to SMs by ASAP personnel that elicits a broad range of behaviors to include Alcohol and Drug abuse, domestic violence, suicide, financial problems and personal, sexual assault, stress and unit relationships. The URI also identifies habits and attitudes that compromise readiness. Subsequent to receiving the URI results, ASAP staff in consultation with the command team develop an intervention plan, in collaboration with other agencies, to mitigate high-risk or improve unit readiness and resilience.
Commander’s Risk Reduction Toolkit (CRRT)
Enables Commanders and Command Teams to access Soldier’s entire career profile to include medical readiness, behavior health limitations, high-risk indicators both at individual and aggregated unit level.
(Applies to only Active-Duty Army Soldiers).
Commanders are required to take the online Vantage training before ASAP can grant access to the CRRT.
Intervention & Counseling
Employee Assistance Program (EAP)
The EAP provides free, confidential short-term services, referrals and assessments for U.S. Army-affiliated DoD civilians GS/ NA, Family Members above 18 years of age, and retirees.
EAP Services:
- ASSESSMENT: Identify issues with performance or behavior or health
- REFERRAL: To resolve issues beyond EAP’s scope with follow-up
- COUNSELING: Short-term problem-solving intervention
- CONSULTATIONS/TRAINING: For Management, Supervisor Training and Prevention Education Services
- MEDIATION: Individual, team, and groups.
- SENSING SESSION: For small or large groups – customized to management needs
Resiliency Resource Room
ASAP hasdesignated a quiet, private space to be utilized by the workforce and familymembers for relaxation and meditation. The space includes a state-of-the-artmassage chair and resource library. Please call us to make an appointment.
Realigned with Behavioral Health Clinic at the Stuttgart Health Clinic (Substance Use Disorder Clinical Care). SUDCC treatment and rehabilitation services are provided by licensed and certified substance abuse professionals.
