Germany has a very thorough waste sorting system, with up to five or six different categories of waste and practices that vary from county to county—and occasionally from city to city—so things can quickly get confusing. To help residents sort out all of the mess, U.S. Army Garrison Stuttgart offers in-depth trash & recycling guides that outline specific procedures for all of the four major counties in the Stuttgart area and on-post. These guides should arm most residents to recycle properly and help do their part to contribute to our host nation’s impressive recycling efforts.
USAG Stuttgart Command Policy Letter #19 outlines responsibilities regarding trash separation and the prevention of illegal dumping on post. It applies to both on-post and off-post residents, strictly prohibits improper disposal of trash, and specifies consequences for non-compliance. Per the policy:
- Recyclable materials must be separated from non-recyclables and correctly disposed of in accordance with German regulations at designated collection points.
- Illegal dumping of trash is prohibited; this includes disposing of trash in unauthorized locations and bringing waste from off-post to be disposed of on post.
- Hazardous materials (such as ammunition, explosive material, or hazardous waste) must be disposed of properly and cannot be placed in standard containers.

For on-post residents, things are relatively simple. Large, clearly-labeled containers (for paper, glass/metal, plastic, and regular trash) are available in all housing areas, and the online guide offers more specific details on which items can and cannot go into each container.
Single family housing has their own containers for paper, glass/metal, regular trash, and some have plastic recycling containers. They are located at:

For off-post residents, getting rid of extra trash is not costly. In fact, it’s sometimes free, but does take some effort and coordination. Some areas have recycling centers and city dumps where residents can take their trash, and almost all areas have procedures for residents to request pick-up of bulk trash and other non-standard waste. These pickups can be free of charge but are usually only offered a limited number of times per year. Contact the agency in your area for more information.
Although specific procedures vary, most programs divide trash and recyclables into six categories: trash/rubbish, recyclables, paper, organic waste, glass and hazardous waste.
There are differences in how trash and recyclables are handled in the four major Stuttgart-area counties—the main difference being the various bins and how items are sorted. Glass is handled much the same at various recycling points, while hazardous materials and bulk trash have their own, specific requirements.

On-Post Residents: Garrison Centralized Community Recycling Centers are to be used to dispose of all other waste, such as: bulk items; electronic scrap; hazardous waste; scrap metal; tires; etc. These are located at each installation and are serviced by DPW - O&M personnel on a regular basis. Off-Post Residents: You must dispose of these materials off-post and are prohibited from bringing them on post for disposal. See the Off-Post Recycling Booklet for information about how to recycle these types of materials in your community.
