Policy Guidance for Identification Card Extension due to COVID-19

Are you or a member of your family experiencing difficulty accessing external community services due to an expired dependent, DAV or retiree identification card that remains valid due to DOD’s extension policy? Should you need to provide documentation of DOD’s extension of ID cards that have passed their expiration date, print a copy of Policy Guidance for Identification Card Operations for COVID-19 (7 APRIL 2020) and EXTENDED POLICY GUIDANCE FOR IDENTIFICATION CARD OPERATIONS DURING THE CORONAVIRUS DISEASES 2019 PANDEMIC (2 JUNE 2021) and bring them with you to the service provider.

Some examples of when you may need to show these memos to a service provider are:

  • Medical, dental and vision services may question Tricare eligibility with an expired card;
  • State or municipal services such as driver's licensing, vehicle registration, and tax offices;
  • Colleges and universities if validating medical and/or military dependency; or
  • Businesses that offer military discounts or benefits.

The ID Cards/DEERS section is an appointment based system. (Note: All individuals requiring issue of an ID or update of their DEERS status will be required to have an appointment). Appointment can be scheduled 120 days prior to card expiration. Cards can be renewed 90 days prior to expiration. You can make an appointment by clicking here.

Walk-ins will be seen on an emergency basis. These emergencies are: lost CAC; PIN reset; DD Form 1172; in/out processing; and retiree ID card renewal. Sign-in for walk-ins stops at 3 p.m. Time subject to change due to increased volume and may close earlier. Expired CAC cards or Active Duty dependent ID cards are not considered emergency walk-ins and will require an appointment. (Note: Lost CACs are required to provide a MP report to have CAC replaced)
