Inprocessing

Permanent Party Soldiers will report directly to Military Personnel Division (MPD) located in the Soldier Service Center, Bldg. 5700, Rm. 280. Soldier will sign in and provide a copy of their orders and DA 31 (Leave Form).

Flight Students are required to report to 1-145th Avn. Regt., Bldg. 5911, to be signed in from leave and get their orders stamped. Next they will report to the Military Personnel Division (MPD) located in the Soldier Service Center, Bldg. 5700, Rm. 280 with 1-145th Avn. Regt. stamped copy of their orders, DA 31 (if applicable) and Active Duty Oath of Office.

Advanced Initial Training: All Inbound Soldiers attending AIT are to report to 1-13th Avn. Regt., Bldg. 6201 for in-processing.

Permissive TDY (PTDY): Effective February 28,2018, Soldiers arriving at the new Permanent Duty Station (PDS) are no longer required to obtain a validation stamp from the Housing Office for PTDY intent on house hunting. If the Soldier's PTDY was approved by the old PDS, no validation is required at the new PDS for the purpose of house hunting. If the Soldier has not made arrangements to rent, lease, or buy a place to live, the losing command may grant PTDY to be used before signing in at the PDS, or the gaining PDS command may grant PTDY to be used after in-processing.

Warrant Officer Candidates: Candidates are required to report to the Warrant Officer Candidate School, Bldg. 5901 when they first arrive to the installation. Next, all candidates will report to the Military Personnel Division located in the Soldier Service Center, Bldg. 5700, Rm. 280, no later than 0900 on the start date of their training from HHC WOCS with the required documents:

  • Two (2) copies of their orders (DD Form 1610, and amendment) if applicable, assigning them to Fort Rucker.
  • One (1) copy of Soldier Record Brief (SRB) no older than 30 days
  • One (1) copy of DD Form 93/SGLV (less than a year old and digitally signed)
  • Awards and Decorations not listed on SRB (copies only)
  • DD Form 214 (copies only) if applicable
  • Retirement Points (if applicable)
  • Initial Enlistment Contracts
  • Soldiers with a break in service provide a copy of their Enlistment Contract bringing them back into the military from their break period (4/1, 4/2 and 4/3)
Outprocessing

Installation clearing papers are picked at the Military Personnel Division  located in the Soldier Service Center, Bldg.  5700, Rm. 280. To pick up installation clearing papers, Soldiers must have a copy of orders with all amendments, DA 31 (Leave Form), and unit clearing papers. Unit clearing papers only need flags and adverse actions cleared when picking up installation clearing papers. Soldiers can begin to clear the installation 10 business days prior to start date DA 31.

Note: Flight Students cannot pick up their installation clearing papers until the DA 31 has been received via email by the MPD from 1-145th Avn Regt.

Warrant Officer Candidates: If you are being set-back, eliminated or resigning your commission, you are required to provide the MPD your student out-processing checklist from HHC WOCS and your WOCs Form 17 (Request for Disposition). Candidate’s that are being eliminated or resigning from the course will receive your complete student packet.

Final Out: All Soldiers will final out the last business day prior to the DA 31 (Leave Form) start date. Soldiers must provide unit and installation clearing papers complete with all required signatures and stamps. If for any reason a Soldier cannot final out on the date projected, they must inform MPD so their final out date can be readjusted accordingly.

Records Management

Soldier Record Brief (SRB): The MPD can update SRBs and send to iPERMS the following documents:

  • Deployment Orders (TCS)
  • DA Form 87 Certificate of Training
  • DA Form 1059 Service School Academic Evaluation Report
  • Certificates of Course Completions (minimum 40 hour courses)
  • Award Certificates and orders
  • Any MILPER Messages awarding unit awards or service awards
  • Evaluations
  • Correspondence Course History Printout and/or certificates
  • College Transcripts: Must be official
  • Miscellaneous documents show proof of an update to record brief

DA Form 1506 (Computation of Service): If a Soldier transitions from the Reserve or National Guard or has prior service coming on Active Duty will most likely need a DA Form 1506. Documents used to calculate creditable service time and dates are:

  • DD Form 214 (Certificate of Discharge from Active Duty) from all periods of prior service from any branch of service
  • DD Form 1059 (Service School Academic Report)
  • Temporary Duty (TDY) Orders which can provide credit for active duty while in the Reserve/National Guard Units
  • Leave and Earning Statements (LES) Report (Requested by MPD and provided by Finance)
  • DD Form 368 (Request for Conditional release from Reserve or Guard Components)
  • NGB 22 (Report of Separation and Record of Service)
  • Promotion orders
  • Reserve computation points
  • FOR OFFICERS ONLY: Add the following to the list above
    • 1st Contract and any Annex’s for special programs such as SMP, HPSP, etc.

Audit Readiness: Annual Records Review directly support the guidance published by AR 600-8-104 and DA PAM 600-8-104. Regulatory guidance requires key personnel documents and other pay related documents that support military payroll transactions are retained in the service-members AMHRR or OMPF.

Documents that may be needed during review:

  • Permanent Change of Station (PCS) Orders, Temporary Change of Station (TCS) Orders, Promotion Orders, etc.
  • Award Certificate and accompanying DA Form 638 (Recommendation for Award)
  • Military School Certificates, Civilian college transcript and diploma, etc.
  • Dependent birth certificates, SSN corrections documents, marriage certificates, divorce decrees, etc.
  • Enlistment Contracts, GI Bill documents, DD Form 93 (Record of Emergency Data), SGLV 8286 (Servicemember Group Life Insurance Election and Certificate), spousal notification letters, immigrations documents, etc.

The annual personnel and finance record review mandated by Department of the Army to maintain the Army Military Human Resource Record in IPERMS and is conducted annually by audit readiness.

A personnel action (DA Form 4187) must be signed by O-6 and above.

In order to final-out the installation, you must present your unit clearing papers with all signatures and stamps, to include the company commander’s signature. You must also have complete installation clearing papers, to include the finance stamp.

The 1-145th Aviation Regiment will email student leave forms (DA 31) to Military Personnel Division prior to students receiving their installation clearance papers. Students will provide MPD a copy of their PCS orders with all amendments and a copy of their unit clearance paper, which only need flags and adverse actions cleared.

The system is pre-generated with the Soldier's assigned/attached unique UIC.

The ability of ORBs to be populated by eMILPO is a new action in the system. There is currently an issue of the systems not communicating as intended. Human Resources Command is aware and currently taking action to correct this issue.

In most cases, there are MPD personnel that will create your ORB from your previous service data collected from your DD Form 214s if you are a prior service, Reservist, or National Guard. HRC populates all incoming Soldiers to include Advanced Individual Training, Reserve Officers’ Training Corps, and military preparatory academies.

No, third parties must contact the American Red Cross for additional guidance.

Note: Spouses and family members may only gain information with a valid special or general power of attorney for the servicemember.
