The Defense Personal Property Program (DP3) is a new DoD program designed to improve quality of life for our service members, civilian employees, and their Families through improved International Household Goods moves. A centralized computer repository, Best Value procurement standard and a streamlined claims process are major initiatives to achieve superior International Household Goods transportation service. The DP3 is designed to improve the move experience for all those involved. DP3 provides direct and empowered communications between the service member and the Transportation Service Provider (TSP) – DP3 is available 24/7 365 days a year from any location with internet access.

Initiating your Move
- Click here to establish a DPS account
- This will allow you to initiate, process, manage your shipment, request delivery and file a claim
- Select DoD Customer/ Register DPS Account/ Login into DPS
- Create a profile and initiate your move choosing the appropriate shipments allowed
- Upon completion of self-counseling, member must send a copy of orders to the transportation office to finalize, confirm, and schedule pickup date
- You will receive e-mail notifications throughout the move process; you must maintain a current e-mail address in DPS that will be valid at both origin and destination
- Transportation Office requires 10 days between signing your finalized documents and the first available date for pick-up
- In most cases, the actual pack, pick-up, and delivery dates will be negotiated directly between you and TSP during the pre-move survey
- You should expect 1 pack day for every 4,000 pounds of estimated weight
Household Goods Shipment
A successful move is the result of planning and hard work. The shipper can make their move smoother by playing an active role. The entitlement of transportation of International Household Goods accrues and becomes fixed on the effective date of the orders directing PCS or TDY. Your prescribed weight allowance is based on the grade or rating held on the effective date of the orders authorizing the shipment of property. You are authorized shipment of International Household Goods in one lot. The authorized destinations for your personal property are:
- New permanent duty station (PDS)
- TDY station
- Home of record (Separation)
- Place of entry in the service (Separation)
- Designated location on your orders under the Joint Federal Travel Regulation(JFTR)
- Home of selection (Retirement)
- Other locations, but subject to excess costs
What you may Ship as Household Goods
You may ship all personal property associated with the home and all personal effects belonging to you and your dependents on the effective date of the orders of your permanent orders or temporary duty orders:
- Professional, Books, Paper, and Equipment (PBP&E) and government or military owned accountable Organizational Clothing and Individual Equipment (OC&IE) Retained property needed and not needed for the performance of official duties at the next or a later destination. PBP&E and OC&IE Retained that are needed are not calculated in the member’s weight allowance and therefore, must be weighed separately and identified on the origin inventory as PBP&E.
- Spare POV parts (extra tires and wheels, tire chains, tools, battery chargers, accessories) and a pickup tailgate when removed to install a camper
- Integral or attached vehicle parts that must be removed due to their high vulnerability to pilferage or damage (e.g. seats, tops, winch, spare tire, portable auxiliary gasoline cans, CD players, GPS systems and miscellaneous associated hardware)
- A vehicle other than a POV (such as a motorcycle, moped, hang glider, golf cart or snowmobile and the associated trailer)
- A boat or personal watercraft (e.g., Jet Ski) 14 or more feet and associated trailer
- A utility trailer with or without a tilt bed
Alcohol Shipments
The shipment of most types of Alcohol, as well as, sparkling or carbonated wine such as Prosecco and beer is strictly prohibited. The shipment of wine is permitted if the following is completed and presented at time of counseling to the Transportation Office when scheduling your International Household Goods (HHG) Shipment.
NOTE: All duty, taxes, and permit fees are the responsibility of the service member
Motorcycle or Dirt Bike Shipments
Generally, motorcycles and or dirt bikes can be shipped either as a separate Privately Owned Vehicle (POV) shipment, or in your HHG shipment. When shipping a motorcycle, the following outlines your responsibilities during the moving process:
- Fuel injected models must be drained of fuel. Carbureted models must be drained down to reserve, or as low as possible. This can be done by running the engine until empty and/or using a siphoning device.
- Make sure that tires are properly inflated, and vehicle is free of fluid leaks. Oil, transmission, and fuel leaks are the usual culprits that must be repaired prior to shipment.
- Disconnect battery and tape ends with electrical tape to prevent sparking.
- Empty saddlebags and ensure you remove all belongings. Any paperwork, keys, boxes, or spare parts need to be shipped separately. Saddlebags and windshields can stay on the motorcycle and helmets may be shipped as long as they are securely strapped to the motorcycle. Note: Ensure inventory reflects when helmet is attached to the motorcycle.
- Ensure motorcycle is unlocked so the driver can roll onto the truck and the skid.
- If equipped with a full style touring windshield, it is recommended that it be removed and shipped separately (crated if necessary).
Required Information and Documents
Provide the following information:
- Vehicle Identification Number (VIN)
- Year, Make, Model
- Whether the motorcycle is “Drivable”
- Engine size
- Provide documents:
- Title or
- Bill of Sale and Registration in Service Member’s name
Other Household Goods Information
Household Goods (HHG) MAY NOT Include
- Automobiles, trucks, vans and similar motor vehicles, airplanes, mobile homes, camper trailers, horse trailers, and farming vehicles
- Live animal including birds, fish, and reptiles
- Food: canned goods, spices or any food product
- Cordwood and building materials
- HHG for resale, disposal, or commercial use
- Privately owned live ammunition
- Articles that otherwise would qualify as HHG but are acquired after the PCS authorization / order effective date
- Bona fide replacement for articles that have become inadequate, worn out, broken, or unserviceable on/after the PCS authorization/order effective date, but before the date the bulk of the HHG are release to the transportation officer or carrier for transportation, when purchased in the U.S. for transportation to an OCONUS PDS with authorization/approval through the Secretarial Process
- Replacement HHG items, in cases in which the original HHG shipment is destroyed or lost, through no fault of the member, during transportation incident to a change of TDY station or PDS
- Hazardous articles including explosives, flammable and corrosive materials, poisons, propane gas tanks. See DOD 4500.9R DTR, Part IV
Unaccompanied Baggage (UB)
UB shipments (limited to entitlements), which arrive to the destination sooner than HHG include things you will need prior to receiving your HHG, for example, sheets, towels, pots and pans, additional clothing, and bicycle. UB flies on a space available status.
Personally Procured Move
Personally Procured Moves are originated at origin and closed at the destination Transportation Office. Weight tickets (empty and full), paid receipts with dates and amounts are required for reimbursement.
- Postal Shipments: Post office shipment reimbursements are processed through the Transportation Office. Request the postal shipment (PPM) at origin and finalize with the receipts including weights at destination for reimbursement. Remember the reimbursement is at the government rate and the weight goes against your total entitlement.
- Wine Shipments: Reimbursements are processed through the Transportation Office. Request the Wine shipment (PPM) at origin and finalize with the receipts including weights and invoice at destination for reimbursement. PPM wine shipments ensure the quality of the wine shipment meets your expectation at destination because it flies and is refrigerated. Remember the reimbursement is at the government rate and the weight goes against your total entitlement.
- Personally Procured Transportation: Request the local or line-haul move (PPM) at origin and finalize at destination. Documentation required for processing must include DD 2278 (Application for Do it Yourself Move and Counseling Checklist), weight tickets (empty and full), and DD 1351-2 (Travel Voucher).
Inbound Personal Property
ALL MILITARY: If you cannot take delivery on the date of offer, you can schedule your delivery for a later date. Property will be placed in temporary storage for up to 90 days. An additional 90 days may be approved, but must be requested in writing through our office 10 days prior to the expiration date and normally will be may be approved under certain conditions:
- Serious illness of the member
- Serious illness or death of dependent
- Impending assignment to Government quarters
- Directed TDY after arrival at permanent station
- Non-availability of suitable civilian housing
- Awaiting completion of residence under construction
- Acts of God
- Deployments
All Civilians
If you cannot take delivery on the date of offer, you can schedule your delivery for a later date. Property will be placed in temporary storage for up to 90 days. For an additional 90 days amended orders are required.
You are responsible to ensure that someone is at your delivery address from 0800-1700 on the date of delivery. Failure to be available on date of delivery may result in payment of attempted delivery charges by the member.
Unpacking/Reassembly
Regardless of the method of shipment you are entitled to complete unpacking. If waiving any or all unpacking you must sign a one of the following forms, or its equivalent:
Unpacked boxes and packing material will be removed from the residence by the TSP when delivery is complete. Packers are not required to return to pick-up these items. You are authorized one time placement of your furniture, all items disassembled at origin by the TSP will be reassembled by the TSP or a third party at a later date.
Claims
Claims for DP3 shipments are filed online through www.move.mil website. Damaged or missing items must be noted by inventory number. You have 75 calendars days to file a claim under Full Replacement Value (FRV), claims must be filed with the TSP through DPS. If you have a disagreement with the TSP regarding your claim, you may transfer your claim to the Military Claims Office.
Inbound Move-DP3 Shipments
If your shipment was moved via DP3, your Bill of Lading number looks similar to "BGAC0000912". Your main point of contact about your shipment is your Transportation Service Provider (or commonly called carrier) to update any information: change of delivery address, destination phone contact information, email address, delivery date, change of delivery date, Storage In Transit (SIT), etc.
When you arrive at USAG Italy log-in to DPS to update your personal profile with current phone numbers, emails, and physical addresses, whenever they become available.
Inbound Move - Transportation Operating Personal Property Shipments (TOPS)
If your shipment was moved via TOPS, your Bill of Lading number looks similar to JQ-895667
When you arrive it is imperative that you go to the Transportation Office with the completed electronic form “Inbound Delivery Worksheet” to have your contact information entered into our system. When you provide a copy of your orders, contact numbers and an email address, we will contact you when your shipment has arrived and the offer date for delivery.
