Mission Statement
The primary mission of the Fort Hood Installation Reassignments Processing Branch (IRPB) is to ensure Soldiers, and their Family Members are afforded an opportunity to have a smooth permanent change of station (PCS) transition. All PCS moves must meet the requirements of AR 600-8-11, AR 614-30 and AR 614-200 as it pertains to enlisted and/or officer personnel.
The Basics Up Front
Soldiers are placed on assignment instructions by Army Human Resources Command and the IRPB cannot change, delete, or defer those instructions. Any changes must be initiated by the Soldier or the chain of command directly to HRC.
The HRC established reporting date does not change on assignment orders because early reporting is authorized (MILPER Message 24-504). Soldiers and their commands should be aware that "early report authorized" is a permissive action and not a directive. This means all the criteria pertaining to the reassignment process must be met for the action to be executed. If any step in the process cannot be taken, by any agency, then the action may not be carried out. Be sure to make all plans based on approved actions. This is especially important when planning travel.
HRC does not determine the priority for orders processing. Therefore, personnel are advised to make all necessary arrangements and plans accordingly, particularly during peak periods such as the "summer surge" (March - August) and the fiscal year transition (August - November).
The policy governing the priority for orders processing times is established and managed by the Chief of the Military Personnel Division. Priorities are based on current mission requirements and the availability of staff to execute the mission.
The Personnel Reassignment Process
The personnel reassignment process verifies the eligibility of Soldiers receiving assignment instructions, provides travel assistance, prepares Soldiers and their Families for relocation, confirms departure arrangements (including flights), and supports the Army’s distribution functions.
Soldiers will receive their assignment instructions (AI) through their Army 365 email account via the Integrated Personnel and Pay System-Army (IPPS-A). After assignments have been transmitted and screened, the IRPB will send an official notification to the Soldier’s Army 365 email account (.mil@army.mil).
Upon receipt of official assignment notifications, Soldiers are encouraged to consult their unit’s S-1 for guidance and assistance in reviewing the online U.S. Army-wide Standardized Reassignment Briefing (link below) and IPPS-A member’s elections. Soldiers should also complete all required supporting documents, including the new mandatory IMCOM Form 78.
After completing the U.S. Army-wide Standardized Reassignment Briefing, the unit S-1 or the Soldier must email all required documents to: usarmy.hood.usag.mbx.dhr-iag-
enlistedassignments@mail.mil. Upon receipt of the complete documentation, the IRPB will process PCS orders in IPPS-A no later than 120 days from the report date established by HRC. Once the PCS orders are finalized, IPPS-A will generate a notification that will be sent to the Soldier’s Army 365 email account.
All Soldiers, regardless of grade, should complete the U.S. Army-wide Standardized Reassignment Briefing prior to receiving PCS orders.

IMCOM form 78 (Reassignments Cheklist) Required for all personnel on assignment instructions.
DA Form 5118 (Reassignment Status and Eligibility Statement)
DA Form 5888 (Family Member Deployment Screening Sheet), Soldier's must complete the EFMP process online (https://efmp.army.mil/EnterpriseEfmp/) to obtain the form.
DA Form 4787 (Overseas Reassignments Processing), if on assignment to OCONUS
DA Form 5121 (Overseas Tour Election Statement), if on assignment to OCONUS
DA Form 4036 (Medical and Dental Preparation for Overseas Movement):
Required only for all Soldiers assigned to OCONUS locations. This form does not need to be returned to the IRPB; however, it is mandatory for in-processing at the gaining duty station.
Any other documents pertaining to the screening of the assignment.
