MISSION
The United States Army Garrison-Black Sea Directorate of Emergency Services is committed to providing the highest quality professional law enforcement, fire support and emergency services. The top three priorities are prevention, response and support to the community.
FIRE DEPARTMENT
The Fire Department safeguards the health, safety and welfare of the community through code enforcement, loss prevention and effective fire prevention and public education programs. We provide our customers with protection from fire and other emergencies/incidents; rescue from dangerous situations, education in fire prevention, or personal and large scale disasters (man-made or natural); fire and life safety assessments; and assistance in any emergency where lives and property are in jeopardy, using the most cost-effective, manpower efficient methods available.

LAW ENFORCEMENT
Military Police patrols are responsible for enforcing all laws, regulations and policies; deterring crime through alert patrolling; and responding to calls for assistance. The MP desk is responsible for receiving, coordinating and dispatching all emergency/non-emergency responders to an incident in the Black Sea area of operation. The MP desk also assists individuals with general information requests. The MP operations section is responsible for the daily operations of law enforcement patrols, emergency response dispatching and the MP station. These functions include:

INSTALLATION ACCESS CONTROL SYSTEM
The Installation Access Control Systems offices provide IACS registration services to Department of Defense ID card holders, contractors, vendors and visitors requesting access to U.S. Army installations.
