Environmental planning is the process of facilitating to carry out land development with the consideration given to the natural environment, social, political, economic and governance factors and provides a holistic framework to achieve sustainable outcomes. A major goal of environmental planning is to create sustainable communities, which aim to conserve and protect undeveloped land

National Environmental Policy Act

The National Environmental Policy Act (NEPA) program assists Fort Benning, Camp Merrill, Destin Recreation Area, and Army Reserve Centers (supported by Fort Benning) with NEPA compliance. NEPA requires environmental analysis of all Army actions. Determining the level of documentation that is required for a proposed action is one of the first steps in the NEPA process.

Records of Environmental Consideration (REC) must be submitted for all actions which may impact the environment, natural resources and cultural resources. The FB144R is the commonly used documentation at the installation level and can be accessed and submitted online here (https://nepa/form144/). If you have questions about submitting a FB144R please contact the NEPA Program Manager by email or at 706-545-7549. FB144R’s are typically processed in 21 days and should be submitted well in advance of the action in order to afford the necessary time for review.

Commanders and civilian employees at Fort Benning are responsible for the general environment and certain protected resources. The Directorate of Public Works Environmental Management Division staff are responsible for screening all activities to insure compliance with NEPA; and that those in responsible positions do not inadvertently impact any protected resources or degrade the environment while implementing or executing their projects.

The 144R process must be used to review actions which may impact resources which include but are not limited to the following:

  • Steep slopes or highly erosive soils,
  • Threatened and endangered species or their habitats,
  • Flood plains, wetlands,
  • Native American religious or cultural sites,
  • Archaeological sites,
  • Historic properties or areas,
  • Potential pollution/contamination, and
  • Waste of resources.

If an action cannot be authorized through the use of the 144R process, the further evaluation of the action may be required in the form of an Environmental Assessment or Environmental Impact Statement which require 12-24 months to complete.

Cultural Resources Management

Fort Benning's Cultural Resources Management (CRM) supports federal requirements for the conservation of archaeological sites and historic structures on the Fort Benning Reservation. This is consistent with and in support of the training mission of the U.S. Army Maneuver Center of Excellence.

Proposed activities on Fort Benning, such as training and construction, are reviewed through completion of the Fort Benning Form 144-R, Record of Environmental Consideration which is submitted to the Environmental Programs Management Branch of the Environmental Management Division of the Directorate of Public Works.

These requirements include:

  • National Historic Preservation Act,
  • Archaeological Resources Preservation Act,

Please be advised that archaeological sites on Fort Benning, both prehistoric and historic, are protected properties. Vandalism or looting of these protected properties is a felony and punishable by fines, imprisonment, and confiscation of property.

Education & Training

Required Environmental Awareness and Environmental Management System (EMS) Training:

All Military Units, Civilians, Activities/Organizations of Fort Benning are required to have completed initial EMS training and refresher training annually thereafter.

All Military Units, Civilians, activities, Organizations Environmental Officers / Organization Mangers are required to record that their personnel have completed the EMS training requirements and maintain a log of names and date of EMS training.All Military Units, Civilians, Activities/Organizations of Fort Benning are required to have posted the “Garrison EMS Policy letter” at each site in a common area.

The mission of the Environmental Compliance Branch is to support all Maneuver Center of excellence and Fort Moore military operations and civilian activities by ensuring that the installation maintains the highest level of regulatory and environmental compliance.

The Environmental Compliance Branch provides the strategy and tools that help the Installation meet its long-term goals to conserve resources, manage hazardous materials, reduce waste, recycle, and implement other practices that successfully and cost effectively protect the environment.

Hazardous Waste Program

The Fort Moore Hazardous Waste Program ensures that all regulated waste is responsibly generated and managed in compliance with local, State and Federal law. The HW Program achieves sustainable goals through the training, consultation and direct support of all Fort Moore units, directorates, tenants and activities.

Any use or storage of HW must be approved though submission of a Fort Moore Form 144r - Record of Environmental Consideration. 144 requests are reviewed and commented on by HW Program personnel. Please review 144r comments thoroughly and contact the HW Program Manager by email or at 706-545-7579 with any questions about waste generated during projects.

The Fort Moore HW Management Course is offered twice monthly for appointed personnel; others are welcome to attend on a space-available basis. Please see the Moore Bulletin for scheduled offerings, location and registration information or call 706-545-9637 or 706-545-7570.

HW Program personnel conduct compliance inspections and manage the Installation Central Accumulation Area. Announced and unannounced inspections are conducted in order to verify compliance at every generator facility on Fort Moore. HW Program personnel also provide on-site training and consulting services. The inspection team can be reached at 706-545-9637 or 706-545-7570.

Household Hazardous Waste

Keeping household hazardous waste out of landfills is a top concern on Fort Moore. Family housing residents are encouraged to do the following to keep hazardous waste out of our landfills:

  • Buy chemicals in the smallest quantity possible. A large percentage of the hazardous waste waste ending up in landfills consists of hazardous chemicals that were never used. Paints are often wasted because people buy too much.
  • Store your chemicals carefully. Seal paint cans to keep them from drying out and becoming unusable. Ensure that they are stored where they will no freeze and go bad. Make sure that containers are not stored where the can be spilled, punctured, or otherwise damaged. Avoid storing where water or condensation can cause rust or cause the labels to become illegible.
  • Use your oldest chemicals first. Completely empty a container before opening a new one. Many substance, including common pesticides, lose their effectiveness if they are not used within a certain period of time.
  • Buy less hazardous items where possible. For example, buy water-based latex paint instead of flammable oil-based products. Many of the new latex enamels, for example, are far superior in performance to their oil-based counterparts.
  • Use mechanical solutions to problems instead of chemicals. For example, wash aphids off houseplants with a strong blast of water instead of using chemicals. Remove drain traps and clean them with a brush to unclog them instead of using corrosive chemicals that can harm you and your pipes.
  • Use all of your chemicals up! Keep extra paint for future touch-up rather than throwing it out.
  • Give excess chemicals to friends who might need them.

Emergency Planning and Community Right-to-Know

Specific Emergency Planning and Community Right-to-Know reporting information from Fort Moore may be found on the The Right-to-Know Network.

As a federal facility, Fort Moore began tracking EPCRA reporting information in 1993 under the direction of Executive Order 12856, as signed by President Clinton.

For the most part, Fort Moore has reported antifreeze (ethylene glycol) among substances that exceed reportable quantities.

Spill Prevention and Response (Clean Water) Program

The Fort Benning Clean Water Act (CWA) Program, in accordance with local, state and Federal Laws, regulations and policies, protect waterways and storm sewer systems from contaminants and pollution which could result from construction, training, hazardous spills and other activities on the Installation.

The CWA Program maintains compliance through the training, consultation and direct support of all Fort Moore units, directorates, tenants and activities. All training, construction and other activities on the installation which may affect water quality must be approved though submission of a Fort Moore Form 144r - Record of Environmental Consideration. 144r requests are reviewed and commented on by CWA Program personnel.

Please review 144r comments thoroughly and contact the CWA Program Managers by email or at 706-545-3607 (Construction), 706-545-9879 (Spill/Industrial) or 706-545-6052 (Watershed) with any questions about waste generated during projects. CWA Program personnel conduct compliance inspections at facilities and construction sites. Announced and unannounced inspections are conducted in order to verify compliance .

CWA Program personnel also provide emergency response for spills and the spill response team can be called or paged 24/7 at 706-317-6584.

Asbestos Management

Projects that disturb asbestos-containing materials (ACM) and/or or lead-based paint (LBP) must be conducted IAW the OSHA Standard for Asbestos in Construction (29 CFR 1926.1101), the Fort Moore Asbestos Management Plan, the OSHA Standard for Lead in Construction (29 CFR 1926.62) and/or the Fort Moore Lead Management Plan respectively.

Self-help projects with the potential to disturb ACM and/or LBP are not authorized. Prior to initiating a project that requires disturbance to previously installed construction materials, the project proponent must submit an online Request for Environmental Analysis, Form FB 144-R, to Environmental Management Division.

Pest Management

Pest control is conducted in accordance with the DoD Pest Management Program (DoDI 4150.07) and the Fort Benning Integrated Pest Management Plan (IPMP).

The use of herbicides (for example Round Up), insecticides, and other pesticides is strictly regulated and limited to certified personnel only.

Pesticides may be applied only by DoD-certified Natural Resources, Golf Course, and Preventive Medicine staff and State-certified pest control contractors.

Pest control service is obtained by submitting a service request to the DPW help-desk at 706-545-2135 . Self-service application of approved insecticides to control stinging insects (for example fire ant bait, wasp spray) is limited to building managers who are enrolled in the Stinging Insect Self-help Program.

Pollution Prevention

Preventing pollution is an environmental priority for Fort Moore and the Pollution Prevention (P2) Program has a commitment in achieving as near as NetZero Waste as feasible. The P2 program outlines the concepts and practices necessary to reduce and or eliminate the amount of hazardous materials being used, solid waste generated, water use, the release of pollutants, etc. The P2 program analyzes activities and works to establish the most environmentally sound way of accomplishing mission requirements with the least amount of impact to the environment.

All activities conducting training, construction, projects, etc. on Fort Moore are required to submit a 144R Record of Environmental Consideration review by the P2 Program Manager. Any chemicals planned for use, must be submitted for review and approval prior to purchase or introducing them to the Installation. Proponents must review 144r comments thoroughly and contact the P2 Program Manager by email or at 706-545-2377 with any questions about waste and recycling generated during projects, training, etc.

The P2 program also strives to ensure Fort Moore is a "good neighbor" by providing information through compliance with the planning and reporting provisions of the Emergency Planning Community Right-To-Know-Act (EPCRA). A primary goal of EPCRA is to give the public access to information concerning hazardous chemicals present in their community. Written requests for DoD EPCRA reports must be treated and processed by Fort Moore pursuant to the Freedom of Information Act.

Air & Noise

Air Quality Program - Proposed activities, such as construction and renovation projects, are reviewed by the air quality program through completion of the Fort Moore Form 144-R, Record of Environmental Consideration which is submitted to the Directorate of Public Works (DPW), Environmental Management Division. Fort Moore is categorized as a major source of criteria pollutant emissions and operates under a Clean Air Act - Part 70 Operating Permit, referred to as the Title V Permit. The Permit covers many different air emission sources and it includes a list of applicable regulations, the emission limits, monitoring and record keeping requirements, and it specifies how equipment is to be operated in order to minimize emissions.

The air emissions inventory, undertaken on a yearly basis, presents these air emission levels to the U.S. Environmental Protection Agency (USEPA) and Georgia Environmental Protection Division (GEPD) who are charged with developing and enforcing the air quality regulations. These agencies also make regular site visits to the Installation to perform inspections of records and equipment.

The major source designation triggers the provisions of 40 CFR 52.21, Prevention of Significant Deterioration (PSD). The PSD provisions require Fort Moore to assess all new emission units to determine if their operation constitutes a major modification as defined by the "Georgia Rules for Air Quality Control." If a new unit fits the definition of a major modification, then a construction and operating permit is required for that unit.

The Title V Permit also includes the Georgia Rules for Air Quality Control, Chapter 391-3-1.02(2)(n) for air emission activities involving fugitive dust and possible dust reduction actions to ensure compliance.

Natural Resources Branch

Fish.pngThe Natural Resources Management Branch (NRMB) manages natural resources in order to provide conditions to sustain, protect and enhance the military training mission while meeting natural resources stewardship and environmental compliance requirements. Natural Resources Management personnel work to protect installation resources from wildfires and enhance pine habitat with prescribed fire and timber thinning to improve and maintain habitats.

Due to both previous and present land uses and the Installation location, plant and animal diversity is high. Many interesting plant and animal species may be found on Fort Moore. There are 66 animal and plant species known to occur on Fort Moore which are State and/or federally threatened, endangered, or species of concern; including the red-cockaded woodpecker (RCW), a federally endangered species.

Staff coordinate with range and training personnel as well as with units on Fort Moore to maintain natural resources environmental compliance. Any training or projects on Fort Moore with the potential to impact Natural Resources must be approved though submission of a Fort Moore Form 144r - Record of Environmental Consideration. 144r requests are reviewed and commented on by NRMB personnel.

Fish and Wildlife Program

The Natural Resource Branch is responsible for managing the game and sport fish program on Fort Benning. This includes censusing and monitoring populations, publishing the hunting and fishing regulations, stocking, liming, fertilizing, and controlling weeds in fish ponds, planting wildlife openings, and other related activities.

The goal of the program is to provide a safe, quality hunting and fishing experience consistent with mission requirements and sound land management practices that will be a model for other fish and game programs.

Heavy Off-Road Mounted Maneuver Training Area (HOMMTA)

The U.S. Army intends to prepare an Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act to analyze impacts associated with the Army's proposal to develop, operate, and maintain a HOMMTA which requires at least 2,400 contiguous acres on Fort Benning to support off-road armor vehicle movement and maneuver.

The training area would support the Maneuver Center of Excellence and tenant units' missions to train the Army's maneuver forces. The action would increase Fort Benning's available heavy off-road maneuver training area, reducing on-post competition for maneuver space.
