Utilizing all approved Counterintelligence activities, Army Counterintelligence Southeast Region will identify, deny, disrupt and dominate (ID3) foreign intelligence entity collection efforts. Additional focus will be applied to Army Modernization Priorities, Critical Infrastructure and Potential for Violence.

WHAT IS YOUR OBLIGATION TO REPORT?
Personnel subject to the UCMJ who fail to comply with the reporting requirements of Army Regulation 381-12 Threat Awareness and Reporting Program (TARP) are subject to punishment under the UCMJ, as well as to adverse administrative or other adverse action authorized by applicable provisions of the USC or Federal regulations.
Personnel not subject to the UCMJ who fail to comply with the reporting requirements of Army Regulation 381-12 are subject to adverse administrative action or criminal prosecution as authorized by applicable provisions of the USC or Federal regulations.
REPORTING DOS AND DON’TS
DO:
- Report imminent threats to law enforcement immediately
- Be observant, attentive, and remain calm
- Take notes following the incident to help remember relevant details
- If propositioned, act noncommittal and unalarmed
DON’T:
- Investigate on your own
- Commit to anything with the individual or group
- Impede or interfere with the reporting process (specifically Commanders, Leaders, and/or Security Managers)
- Fabricate a report; this is a violation of UCMJ Article 107 and Title 18 USC Section 1001, False Official Statement
NOTIFY COUNTER-INTELLIGENCE OF THE FOLLOWING INDICATORS:
ESPIONAGE
- Unreported/unusual foreign connections
- Unreported/unusual foreign travel
- Attempting to expand access to information
- Unusual work behavior
- Financial matters, lavish displays of wealth
- Soliciting others for information outside “need to know”
- Greed or financial need
TERRORISM
- Supporting the unlawful use of force or violence
- Receiving/providing funds to/from foreign groups, charities, or financial institutions
- Social networking, advocating, training
INSIDER THREAT
- Greed or financial issues
- Anger or revenge
- Problems at work
- Sympathizing or identifying with extremist ideology
- Divided loyalty
