Fort Stewart/Hunter Army Airfield’s (FS/HAAF’s) Hazardous Material/Resource Consevation and Recovery Act (HAZMAT/RCRA) Compliance Program is responsible for ensuring units and tenant organizations on the Installation recognize the requirements associated with RCRA in the course of their daily operations. To accomplish this task the Program provides guidance and conducts inspections to ensure proper management techniques and practices are utilized. The RCRA Program manages the Hazardous Waste Storage Facility (HWSF). The HWSF is where hazardous waste is turned in for proper disposal off the Installation. Personnel at the HWSF ensure all hazardous waste is properly containerized, labeled, segregated, and that all hazards associated with each waste stream are properly identified.

Hazardous Materials Mart (HAZMART) Program

The HAZMART is a joint operation with the Logistics Readiness Center and is a service and delivery program designed to assist organizations with the management of packaged petroleum products while minimizing hazardous waste due to shelf life expiration. HAZMART personnel ensure organizations have sufficient shelf stock to conduct maintenance operations and manage the shelf life of each product to guarantee each product is used prior to its expiration date.

The Environmental Protection Agency (EPA) defines an environmental incident as: “The release or the threat of release of a substance that poses imminent and substantial danger to the public’s health, welfare, or the environment.” Every release or spill of a hazardous material, hazardous waste, or potential pollutant is an environmental incident. Spills at FS/HAAF typically involve a petroleum product such as fuels or lubricants, antifreeze, acid, or other hazardous substances. Every spill, whether it is one in which you played a role or one you happened upon by chance, requires a response. This response must begin within 30 minutes of cause or discovery - NO EXCEPTIONS!

  • Spills in the Garrison Area: Report all spills of 5 or more gallons and ALL spills (of ANY quantity) reaching a storm water drainage feature such as a drain grate, outfall, drainage swale or channel. Call the FS/HAAF Dispatch Center at 911 (if using a land line phone) or (912) 767-2822 (if using a cell phone).
  • Spills in Training Areas and Ranges: Report ALL spills, regardless of quantity or location to Range Control by radio (FM 48.50 or 46.10) or telephone (912-435-8777/8100).

The ECO course is the keystone of the RCRA/HAZMAT training program. Army Regulation 200-1 mandates that Commanders have an assigned and trained ECO. The ECO course provides instruction in hazardous waste/hazardous material management, spill response, pollution prevention, and provides an overview of the entire FS/HAAF environmental program to include Forestry and Fish and Wildlife management.

Anyone wishing to attend an ECO training course must first register by calling (912) 767-8012/1228. All ECO courses are held at the Forestry Classroom (Bldg 8065) on Highway 144.

These meetings are held on a quarterly basis and serve as an opportunity for ECOs to candidly discuss any concerns/problems they are encountering, recent inspections, upcoming inspections, share successful initiatives, conduct after-action-reviews, and review opportunities for improvement. The meetings also serve as an ECO course refresher.

Used car batteries should be turned in at the time of purchase of a new battery. If you have an old automobile battery that you need to dispose of that cannot be turned in to a retailer, call the Recycling Program at (912)767-1379/2188 for assistance.

Used incandescent lamps/bulbs can be thrown out in the regular trash. However, fluorescent lamps/bulbs cannot. New fluorescent lamps are available through the Self-Help Program (Building 1120)on a one-for-one exchange (i.e. Bring in your used fluorescent lamp and you will receive a new fluorescent lamp). Otherwise, simply call in a service order(912) 767-2883 for fluorescent lamp replacement and the DPW Operations &Maintenance Contractor will take care of this for you. You should not store lamps, new or used, at your location.

Used car tires should be turned in at the time of purchase of a new tire. There is no method of disposal for tires from personally owned vehicles on the Installation. Tires are prohibited from placement in FS/HAAF dumpsters or landfill.
