Command Sgt. Maj. James E. Brown assumed the duties as the Command Sergeant Major of U.S. Army Garrison Rock Island Arsenal on Feb. 10, 2023.

Brown was born in Tarrytown, New York. He entered the Army May 10, 2000 where he completed Basic Training at Fort Benning, Georgia and Advance Individual Training at Fort Sam Houston, Texas where he was awarded the military occupational specialty 91B Medical Specialist.
 
Brown has held numerous positions during his career to include: Medical Team Sergeant, 3/66 Armor, 4ID; Medical Section Sergeant, 401st Military Police Company; Platoon Sergeant, 602nd Area Support Medical Company; 68W Instructor/Writer, B Co, 232nd Medical Battalion; Operations Sergeant, 32nd Medical Brigade; Medical Operations NCOIC, 168th Multifunctional Medical Battalion, KR, Detachment Sergeant for the 541st Forward Surgical Team (ABN), First Sergeant, 602nd Area Support Medical Company, First Sergeant, B Co, 212th CSH, S-3 NCOIC, 212th Combat Support Hospital, Miesau, DE, G-9 NCOIC, 30th Medical BDE, DE, S-3 NCOIC, 168th Multifunctional Medical Battalion, KR, USASMA, Chief Clinical NCO, Brooke Army Medical Center and 168th Multifunctional Medical Battalion. He has also deployed to Bosnia/Kosovo, Cuba, Afghanistan, Iraq (2), Kuwait, Ethiopia, Gabon, Poland, and England.
 
Brown’s military and civilian education includes Battle Staff Noncommissioned Officer Course, Instructor Basic Course, Small Group Instructor Training Course, Basic Airborne Course, Equal Opportunity Course, Army Retention Course, and the Emergency Medical Technician Basic Course. He is a member of the Sergeant Audie Murphy Club, Sergeant Morales Club, and the Order of Military Medical Merit. Brown has an associate degree in Health Sciences and General Studies with Kaplan University and Central Texas College, a Bachelor's Degree in Elementary Education with Mountain State University, a Master's Degree in Emergency Disaster Management with Trident University, and has recently completed his Doctorate's Degree in Educational Leadership with Trident University.
 
His awards and decorations include the Legion of Merit; Bronze Star Medal; Purple Heart; the Meritorious Service Medal (5th Award); Army Commendation Medal (7th Award); Army Achievement Medal (7th Award); Combat Action Badge; Combat Medical Badge; Expert Field Medical Badge; Basic Parachutist Wings; Pathfinder Badge; Royal Thai Jump Wings; Netherlands Jump Wings; German Silver Jump Wings, and the Canadian Jump Wings.
