Risk Reduction Program
Purpose
The purpose of the risk reduction program is to reduce high-risk behavior in Soldiers.
Objectives
- Train leaders in identifying and reducing high risk factors

What is the Risk Reduction Program?
- The Risk Reduction Program (RRP) is designed to identify installation’s and Soldiers’ high-risk behaviors (HRB) and help formulate mitigating prevention strategies with the goal to increasing mission readiness. This program focuses on effective use of installation resources and coordinated efforts between commanders and installation agencies to identify HRB patterns and to implement effective prevention strategy.
- Risk Reduction Program offers commanders a management tool that tracks, assesses and acts on nineteen soldier high risk behaviors: Accidents, Administrative Separations, Alcohol Offenses, Article 15s, Absent Without Leave (AWOLs), Courts Martial, Crimes Against Persons, Property and Society, Deaths/Suicides, Drug Offenses, Failed Substance Abuse (SA) Treatment, Positive Urinalysis, Readiness Limiting Behavioral Health Profile (RLBHP), SA Enrolled in Treatment, SA Screen Not Enrolled, Suicide Attempt, Suicide Ideation and Traffic Offenses. This program places prevention resources on the identified high-risk behaviors and assists in maintaining Soldier and unit readiness.
- The Soldier Risk Reduction Program coordinates Installation Prevention Team (IPT) meetings to review current risk factors and plan for upcoming prevention strategies based on historical trends. The primary goal of the Installation Prevention Team is to assist commanders in developing prevention strategies to reduce high risk factors, which may have a detrimental impact on Soldier and unit readiness. Though the primary unit of focus for the team is the battalion size unit, it is not limited to that. The team can be developing and implementing prevention strategies and programs simultaneously at a number of different levels from the installation to individual units of company or battery size.
- The Risk Reduction Program offers commanders several management tools within the Commander’s Risk Reduction Toolkit (CRRT). These tools track, assess and act on a number of Soldier HRB: Accidents, Administrative Separations, Alcohol Offenses, Article 15s, Absent Without Leave (AWOLs), Courts Martial, Crimes Against Persons, Property and Society, Deaths/Suicides, Drug Offenses, Failed SA Treatment, Positive Urinalysis, RLBHP, SA Enrolled in Treatment, SA Screen Not Enrolled, Suicide Attempt, Suicide Ideation and Traffic Offenses. This program places prevention resources on the identified HRB and assists in maintaining Soldier and unit readiness.
- The Risk Reduction Program Coordinator works in concert with the Installation Prevention Team (IPT), CR2C WGs, URT and commanders to implement, facilitate and coordinate the Risk Reduction prevention strategy. The Risk Reduction Program Coordinator also offers the Unit Risk Inventory (URI) and the Reintegration Unit Risk Inventory (R-URI). These surveys are anonymous questionnaires designed to screen for HRB and attitudes that compromise unit readiness. The URI must be administered to the unit no later than 30 days prior to deployment or to non-deploying units annually; the R-URI must be administered to redeploying Soldiers 30-180 days after redeployment. The results of the URI/R-URI will be used to adjust training and prevention efforts within the unit to reduce HRB. The URI is also a great tool for incoming commanders to assess the climate within their new unit.
