Directorate of Emergency Services (DES)

The Fire Protection Section is responsible to protect our community's resources - life, property and environment - through public education and risk reduction. This office serves as the liason between USAG Fort Hamilton and the Fire Department of the City of New York as well as any other Fire Service agencies. Services include:

• Fire Safety Inspections and Code Enforcement
• Public Fire Safety Training
• Fire Evacuation Training
• Fire Extinguisher Briefing
• Fire Warden Training
• New Construction, Renovation and Self-Help Project Plan and Design Review
• Hot Work Permits

The Law Enforcement Division provides law enforcement services by responding to calls for service, performing community oriented policing and enforcing Army regulation, state and federal laws in order to provide a safe environment for the Soldiers, Civilians and family members who reside and work on Fort Hamilton.

The Army Physical Security Program is a systematic approach to physical security to ensure adequate protection of DA assets on installations, in stand-alone facilities, for civil works and like projects, and other locations occupied by DA elements.

b. The intent of the program is to counter threats to Army assets and capabilities during peacetime, contingencies,
mobilization, and wartime by addressing the spectrum of --

(1) Aggressors defined as unsophisticated criminals, sophisticated criminals, and organized criminal groups, vandals/activists and extremist protesters, domestic terrorists, international terrorists, state-sponsored terrorists, saboteurs and foreign intelligence agents.
(2) Aggressor tactics that may be used.
(3) Human threat tools, weapons, and explosives based on historical and current use.

c. Physical security plans, processes, and procedures will be synchronized with other security programs such as antiterrorism, information security, and personnel security, and related efforts such as continuity of operations,information assurance, and resource management.

Crime prevention
a. Crime prevention is a command responsibility. A successful program needs continuing command emphasis to prevent criminal activity from detracting from mission accomplishment.
b. An effective crime prevention program serves to maximize the security of a military community in peace and war. Its goals are similar to, and support those of the physical security and operations security programs (see AR530 -1). The methods used to identify and analyze crime problems complement each other.
c. A crime prevention program reduces crime by --

(1) Stimulating appropriate crime prevention attitudes, procedures, and behavior through public awareness campaigns and programs.
(2) Protecting potential victims or property from criminal acts by anticipating crime possibilities and eliminating or reducing opportunities for the acts to occur.
(3) Discouraging potential offenders from committing criminal acts.
d. The USACIDC provides support for crime prevention surveys.

Tenant Support
a. Conduct staff assistance visits of tenant units based on key control and arms room inspections.
b. Conduct risk analysis for each location considered a High Risk Target or vulnerable area of concern.
c. Conduct physical security inspections of all areas within the Fort Hamilton installation.
d. Identify installation restricted areas
e. Implement Physical Security Plan

Police Investigations provides follow up investigation services of police initiated cases by conducting interviews, processing crime scenes and solving crimes with skilled investigative techniques.

Traffic Section provides traffic related law enforcement services with investigating traffic accidents, speed and moving violation enforcement in accordance with Army regulation, state and federal laws.,facilitating traffic flow for special projects and special events. Traffic Section authorizes overnight parking passes and weapons registration.

All persons age 18 and over must have a valid purpose and authorized state or government issued photographic(photo) Identification (ID) for access to Fort Hamilton. Persons age 17 and under are not required to present photo ID unless operating a motor vehicle.Vehicle operators are required to present a valid registration and insurance card.Persons requesting access onto Fort Hamilton must present an ID card that is compliant with Homeland Security's Real ID Act.
