Col. Thomas S. Pugsley, Garrison Commander, U.S. Army Garrison - Kwajalein Atoll
COL Thomas Pugsley was born and raised in Renton, Washington, and graduated from Liberty High School in 1993. He received his commission as a Field Artillery Officer through ROTC from Illinois Institute of Technology in 1997, and following Field Artillery Officer Basic Course, was assigned to 2-11 Field Artillery Battalion, 25th Infantry Division, Schofield Barracks, HI from 1998-2001, where he served as a Fire Support Officer, Fire Direction Officer, and Battery Executive Officer. Following the Field Artillery Officer Advance Course, he was assigned to 1-21 Field Artillery Battalion, 1st Calvary Division, Fort Hood, TX from 2001-2005, where he served as the Assistant Operations Officer, a Multiple Launch Rocket System (MLRS) Battery Commander, and a Motorized Rifle Infantry Company Commander (Baghdad, Iraq: 2004-2005). He was accepted as a Functional Area 40 (Space Operations Officer) in 2005, and attended Advanced Civil Schooling at the Naval Postgraduate School from 2005-2007. Following graduation, he was assigned as an Assistant Professor in the Department of Electrical Engineering and Computer Science at the United States Military Academy at West Point (2007-2011). Following his time teaching, he was again assigned to the Pacific Theater as the Chief, Space Branch, with the Strategic Programs Division, US Army Pacific (2011-2014). Following this assignment, COL Pugsley was again selected for Advanced Civil Schooling to earn his PhD at the Naval Postgraduate School. After completion of his PhD, he was assigned to the Space Security and Defense Program in Colorado Springs, where he served as the Chief, Operations, Command and Control Division (2017-2019). COL Pugsley was last assigned as the Chief, Special Programs Directorate for US Army Central, Shaw Air Force Base, SC, where he was responsible for all space, cyber, and special technical operations in support of the USCENTCOM Theater.
COL Pugsley has a PhD in Modeling and Simulations (Naval Postgraduate School 2017), as well as a Masters in Strategic Studies (Army War College 2020), a Masters in Space Systems Operations (Naval Postgraduate School 2007), and a Masters in Business Administration, concentrating in Negotiations and Conflict Management (2004). COL Pugsley earned his Bachelor’s degree in Metallurgical and Materials Engineering from the Illinois Institute of Technology in 1997.
COL Pugsley is a fully Joint Qualified officer, and his military education includes the Army War College, Space 300, the Tactical Space Operations Course, the Space Operations Qualification Course, the Combined Arms Service Staff School, the Artillery Officers Basic and Advanced Courses, the Joint Firepower Control Course, and the Air Assault Course.
COL Pugsley’s military awards include the Bronze Star Medal, the Meritorious Service Medal (5 oak leaf clusters), the Army Commendation Medal, the Army Achievement Medal (4 oak leaf clusters), the National Defense Medal, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Army Service Medal, the Overseas Medal (3rd Award), the Meritorious Unit Citation, and the Army Superior Unit Award. His badges include the Combat Action Badge, the Master Air Force Space Badge, and the Air Assault Badge.
COL Pugsley is a certified scuba instructor, and enjoys spending his free time traveling the world and diving with his wife Shawna. Together with their daughter (8) and son (5), the family enjoys sailing, skiing, the beach, hiking, and camping.
