Directorate of Public Works (DPW)

Directorate of Public Works (DPW) provides and maintains Fort Hamilton's infrastructure and facilities to protect the health and welfare of soldiers, their families, tenants, and civilians. We advise and assist the garrison commander and staff on all matters involving all facilities on the installation, including current and future real property usage; maintenance, repair and replacement of facilities; environmental requirements and efficiencies: snow removal: and coordination of housing requirement. The DPW is divided into four divisions: Engineering, Environmental, and Planning; Operations and Maintenance; Housing; and Business Operations and Integration.

Business Operations and Integration Division

The Business Operations and Integration Division provides management of directorate resources, information technology, human resources,and organizational strategic planning. Provides financial planning, analysis,programming support, and real property services management.

Space Assignment – As needed, confirm requests for existing Tenants, and private entities.

Real Estate – U.S. Army Corps of Engineers is our executive agent. Confirm agreements, leases, out/in grants, new land acquisitions. Provides oversight to the customer service program, including improvement of business practices and evaluation of customer feedback.

Engineering Plans and Service Division

The Engineering Plans and Services (EP&S) Division provides professional engineering and architectural expertise for the timely and quality design and execution of construction projects. The EP&S Division administers the installation’s real property program and prioritizes projects in the Capital investment Plan to ensure they support the Master Plan. Additional responsibilities of DPW’s EP&S Division include contract administration for Restoration and Modernization (R&M) and Military Construction Army (MCA) projects;facilities inspections; and quality assurance to sustain, restore and modernize Fort Hamilton’s infrastructure as per mission requirements, as well as to improve the quality of life for soldiers and civilians living and working at Fort Hamilton.

Environmental Division

The Fort Hamilton environmental program strives to attain and maintain optimum performance in regulatory compliance; prevention of releases of hazardous substances; sustainability;preserve natural resources; and assessing actions for adverse environmental effects in order to enhance human health, safety, and well-being while strengthening the Army ability to perform at its maximum capability.

Pesticides:Fort Hamilton has an active Pest Management Plan that protects real property and the health of soldiers, civilians, and family members from pests through use of integrated pest management (IPM) strategies; reduces the use of chemical pesticides; and reduces environmental risks from pesticides through proper storage, handling, application, and disposal of pesticides.

Pollution Prevention (P2) is a comprehensive initiative to reduce and prevent pollution at the source. It focuses on conservation of resources, replacement of hazardous materials with less hazardous materials, waste reduction, recycling,and other preventive means to successfully and effectively avoid, prevent or reduce the generation of pollutants.

Storm-water Pollution Prevention: Storm-water is rain and snow that runs off surfaces such as rooftops, paved streets, and parking lots. Storm-water can carry harmful pollutants to our most precious resource, water.

Cultural Resources: It is Fort Hamilton policy to ensure that informed decisions are made regarding our cultural resources, in compliance with public laws, in support of our mission, and consistent with sound principles of cultural sources management. Our goal, implemented through the Integrated Cultural Resources Management, is to develop and implement procedures to protect against encumbrances to mission by ensuring that we effectively manage cultural resources. Three of the installation's structures are listed on the National Register of Historic Places (NRHP): (1) Building 207; (2) Building 220; and (3)Building 230. Denyse Wharf and two other structures have been determined eligible for listing on the NRHP: (1) Building 113 and (2) Building 201.

The contact-period Native American village of Nayack is reported to have been within the fort in addition to other undocumented prehistoric or contact period sites. These include: (1) a cache of stone or flint blades, (2) a shell bed, and (3)"traces of occupation." These sites have not been encountered by previous archaeological inventories, possibly due to the amount and depth of fill at the fort.
Three of the installation's structures are listed on the National Register of Historic Places (NRHP).

Natural Resources: Canada geese are found at US Army Garrison Fort Hamilton.According to the New York State Department of Environmental Conservation Division of Fish, Wildlife and Marine Resources, the Canada geese are a valuable natural resource. All Canada geese are protected by Federal and State laws and regulations.

Other programs under the Environmental Branch are: Hazardous Waste, Universal Waste,HAZCOM, Installation Restoration, Noise, Spill Prevention, Storage Tanks, Solid Waste, Air Emissions, Drinking Water, and Solid Waste.
The Environmental Branch keeps up to date on all environmental regulations,environmental requirements, and environmental best practices to ensure that Fort Hamilton is kept in environmental compliance. Including the Environmental Division in all garrison activities that could potentially cause a threat to the environment ensures that those threats are mitigated.


Geographic Information System

The GIS Center provides a service to the Garrison Command, Fort Hamilton Directorates and its staff, Supporting Units, and numerous A/E firms contracted with Fort Hamilton. GIS has been used extensively for installation management, master planning and facility utilization, force protection and critical infrastructure protection, planning charts, visualization scenarios, spatial analysis and complex modeling, environmental compliance and management, general mapping, and Antiterrorism/Force Protection support.


Fort Hamilton offers military support for the New York metropolitan area including the Army Recruiting Battalion NYC, Army Corps of Engineers/ North Atlantic Division, Military Entrance Processing Station NY, Army Medical Recruiting, Army National Guard and the United States Army Reserve. Operations and Maintenance Division

The Mission of the Operations and Maintenance Division is to effectively and efficiently provide services that support the facilities and infrastructure on Fort Hamilton.

The Values that define the Operations and Maintenance Division are: Excellence in our services; Integrity in our actions with those we serve and with each other; Accountability in the value of our work; and Stewardship of the Installation.

Operations and Maintenance includes: building and system maintenance, energy management, grounds maintenance, and janitorial contract management for the installation. We are also the stewards for the Building Manager Program Management for the Garrison Command, ensuring the training to ensure proper management of each building.

The Quality Assurance (QA) section is responsible for complete field surveillance and technical evaluation, coordination, and recommendation of all Base Operations Support Contract requirements and associated DPW command interest items. The QA Section provides technical guidance, coordination, and assistance to the Contractor, DPW personnel, and Government contracting staff;provides coordination between tenants, MACOM, DOD, and private sector; and provides clarification and identifications to services required. In addition QA will: schedule, monitor, and adjust sampling plans; inspect and document findings; conduct performance briefings; investigate, validate, and resolve customer complaints; recommend changes and modifications to Performance Work Statements (PWS); maintain comprehensive audit trail of contract on-goings;provide monthly performance summaries; provide technical interpretations;conduct performance trend analysis; and all other actions for continuous quality assurance.
