#COMMUNITYANNOUNCEMENTS (Aug. 31-Sept. 6):
The following offices of the Directorate of Military Programs will be closed on Friday, Sept. 4:
- Army Continuing Education System (ACES) – Tower/Rose Barracks and Hohenfels
- Army Substance Abuse Program (ASAP)
- Garrison Civilian Personnel (CIVPER), to include Civilian Misconduct and
Workforce Development - Military Personnel Division (MPD), this includes the customer service desk, passports, in/out-processing, personnel actions, retirement services and reassignments, casualty assistance will be provided on an emergency basis – Tower/Rose Barracks, Garmisch and Hohenfels.
- Postal Service Centers (PSC) – Tower/Rose Barracks, Garmisch and Hohenfels
The following offices of the Directorate of Military Programs have normal operating hours on Friday, Sept. 4:
- ID Card / DEERS Office – Tower Barracks
- Transition Center – Tower Barracks
- Transition Assistance Program (TAP) - Rose Barracks
Holiday Reminder:
- Sept. 7 is a U.S. Federal holiday. Most on-post services to be closed that day. If you're unsure if something is closed, please call ahead.
Road Closure at Seugast:
- A section of federal road B299 in Seugast, near the local fire station, will be closed for about two weeks beginning Sept. 1.
- Pedestrians and cyclists may pass through the construction area without restrictions.
- Traffic will be diverted via state road 2166 through Vilseck and will reconnect with the B299 using state road 2123.

- Gate 3 with access from Markt Schmidmühlen is closed Aug. 24 through Sept. 5. During this time, Gate 1 will open for 24/7 access for personal vehicles.
- The Hohenfels ID Card / DEERS Office will be closed, Sept. 3
- The Hohenfels MPD and ID Card / DEERS Office will be closed Friday, Sept. 4

Nationwide Alert Day
The German Emergency Services will be conducting their Nationwide Alert Day Sept. 10, testing sirens, loudspeakers, digital billboards, text messaging and apps on mobile devices.
Personal phones, if registered with a German provider, should go off with a very loud test alert sound (even if turned on silent) around 11 a.m., followed by another alert sound around 11:45 a.m. announcing the "all clear".
‼️Important note: Most users must enable "Test Alerts" in their phone's settings to receive the alert.
Goal of the Alert Day is to raise awareness among the population about disaster preparedness and for authorities to test and refine available communication methods.
Gate Information
Effective immediately, Gate 6 access times for Privately Owned Vehicles (POVs) are updated:
- Monday–Friday, 5:30 a.m.–5 p.m.: Gate 6 is open for construction and commercial traffic only. POVs should use alternate gates during these hours. For non-commercial visitor sign-in, please use Gate 3 (McDonald’s gate).
- Monday–Friday, 5 p.m.–5:30 a.m.: Gate 6 is open to all traffic, including POVs.
- Saturday, Sunday, and U.S. Federal Holidays: Gate 6 is open to all traffic and visitor processing.
- Outbound traffic: Gate 6 exit remains open 24/7 to all traffic.

Off-Post Road Closure
Road Closure: State Road 2168, the road between Netzaberg and Eschenbach, will be closed from Aug. 31 to Dec. 11 for roadway improvements.
The section of State Road 2168 between Netzaberg and Grafenwoehr will remain open and is not affected.
Travelers heading to or from Eschenbach will need to use the detour through Grafenwoehr via Pressath and follow the B470 to Eschenbach.

Off-Post traffic update: Parkstein - Hütten Bridge Replacement Over B470. Starting Monday, March 30 construction will begin to replace the bridge on Kreisstraße NEW 2 (Parkstein - Hütten) over Bundesstraße 470 (Pressath - AS Weiden-West A93). The project aims to improve the clearance height under the bridge, which has caused frequent collision damage in the past. The project is expected to be completed by November 2026.
Initial Full Closure: From March 30, 7 a.m., both B470 and NEW 2 will be completely closed for three weeks to allow for the demolition of the old bridge.
Detours:
B470 Detour: From Weiden (AS Weiden-West) via A93, B22 to Erbendorf, B299 through Hessenreuth, and back to Pressath. The same route applies in reverse.
Additional Detour from Grafenwöhr: Via Mantel to Weiden.
NEW 2 Detour: Follows the same routes, with access to Parkstein-Hütten remaining open.
After the initial closure, a temporary roundabout will allow traffic flow at the construction site.

Housing Meter Reading
Attention Off Post Leased Housing Tenants: Submit your Utility Meter Readings following the METER READING SIMPLIED GUIDANCE (ANNEX A to OPORD 26-005) in this post. Please send a picture of your meter and the meter reading info to the following email address: usarmy.bavaria.id-europe.list.dpw-publicutility@army.mil
This is an annual requirement as a tenant of an off post leased housing residence. Help us help the Army save millions and put funds back into the mission and housing.
Without meter readings, Host Nation utility companies estimate the consumption and charge at a higher usage and rate overall. Accurate reporting will immediately impact and reduce costs in 2026 and those funds will be transferred to the war fighter mission and housing vise the utility company.
Giant Voice Testings
Testing of the Giant Voice system will take place every Friday around noon to ensure the system is functioning properly and to keep our community safe.
You may hear a siren and a message in both English and German. This is only a test; no action is required from community members.
Travel Advisory: Nicotine Pouches
France has criminalized the possession, importation, and use of non-medically approved nicotine pouches (such as Zyn and Velo). Personnel traveling through or operating in France must ensure they do not carry or use these products to avoid severe legal consequences.
Key points:
- Banned Products: Zyn, Velo, and similar non-medical nicotine lozenges/pouches.
- The Law: The ban applies nationwide across France and covers possession, import, and personal use, not just manufacturing and distribution.
- Penalties: Violations can result in extreme penalties, fines beginning at 15,000 Euro and potential imprisonment, additionally fines can go up to 375,000 Euro and potential prison time.
- Action Required: If you or anyone you know is traveling to or operating in France, ensure they are aware of this law and leave these products behind.
