Lost ID Card or License Plate

In order to maintain and comply with the Physical distancing procedures, customers are required to fill out a Lost/Stolen ID card form ahead of time. The online Lost/Stolen ID card form must be printed and customers must physically enter the MP Station with their Supervisor/Sponsor, in order for the MP Station to validate identity through manual look-up in IACS. Face masks, physical distancing and hand washing are still required upon entry to the MP Station."

Passport Office

The Kaiserslautern and Baumholder Passport Offices are accepting fee (tourist) and no-fee (official) passport applications, with some limitations.

For inquires or to make an appointment, please email us at usarmy.rheinland-pfalz.id-europe.mbx.usag-r-p-passport@mail.mil for the Kaiserslautern office, and usarmy.baumholder.id-europe.mbx.passport-and-id-office@mail.mil for the Baumholder office.  Please include your name, number of passports required, personnel type, phone number and the reason for your appointment request.
Please read carefully the following limitations on the processing of passports applications:

Fee (tourist) passports:  The U.S. State Department National Passport Center has resumed limited operations for processing fee (tourist) passports applications, however, processing times will be delayed due to their limited staff to adjudicate customers' applications.  Accordingly, the Kaiserslautern and Baumholder Passport Offices are accepting and processing passport applications with priority given to lost, expired and passports expiring within 180 days.

No-Fee (official) passports:  Per the Department or Defense Special Issuance Agency, all personnel submitting applications should expect potential delays due to processing times and limitations associated with Department of State processing capacity. Military personnel, Government Civilians, and command-sponsored dependents on PCS orders to OCONUS locations who require a no-fee passport per the foreign clearance guide will submit their passport applications to local passport acceptance facility no earlier than 60 days and no later than 45 days from OCONUS departure date.  If a visa is required, the passport application should be submitted no earlier than 80 days and no later than 65 days prior to departure date.  The Foreign Clearance Guide can be found at HTTPS://WWW.FCG.PENTAGON.MIL/FCG.CFM.

Expiring Passport/SOFA

In light of the impact of COVID-19 on the passport processing centers to process passport applications, we recently received authority to issue a memorandum to personnel with expired passports, and consequently expired SOFA, as certification of their SOFA status.

This is a temporary measure to ensure serviced personnel have proof of their SOFA status, and has been approved for use by the U.S. Army Europe Office of the Staff Judge Advocate and the German government. Be advised that this is not an official travel document and can only be used in Germany to verify SOFA status.

The memorandum is intended for use in exceptional cases where an individual is present in Germany with the U.S. Forces as a member of the civilian component, a family member or a DoD Contractor. To be issued the SOFA Confirmation Memo, individuals will need the AE Form 600-77A, expired passport(s) and expired SOFA card(s). If the family member is a citizen of a SOFA-restricted country, a Lawful Residence Card (Green Card) or USCIS approval document is also required.
