Organization and Personnel Force Development develops Army Aviation organizational requirements, assesses existing force structures, identifies deficiencies and capability gaps and proposes solutions in the form of new or modified organizational designs. OPFD serves as the branch personnel developer responsible for Aviation Officer and Warrant Officer areas of concentration and Career Management Field 15 Enlisted Military Occupational Specialties in accordance with ar 600-3, the army personnel development system , and the eight Personnel Life Cycle Management Functions.

On August 10, 2015, Robert C. Doerer assumed duties as the Director of the Organization and Personnel Force Development Directorate, United States Army Aviation Center of Excellence at Fort Novosel.
A son of an Army lieutenant colonel, Doerer grew up on military bases around the world, including Thailand, Africa, and Vietnam – where he was born.
