The Directorate of Emergency Services plans, directs and provides law and order, fire and emergency services, and protection operations in support of Fort Moore and Maneuver Center of Excellence in order to provide a safe and secure environment for the Servicemembers, civilians, and families that work, live, or visit Fort Moore. The Directorate is made up of the Police/Provost Marshal Office and Fire and Emergency Services Division.

ACCESS CONTROL MAP 2024

Violation of the provisions of installation policy on proper control of pets may cause exclusion of a pet from post, loss of pet ownership privileges, and in extreme cases, loss of on post housing.

Reference: MCOE Regulation 210-540-905 and AR 40-905.

Families are allowed no more than three (3) pets per home unless an exception to policy is approved by the Garrison Commander.

The following pure bred and crosses be-tween the listed dog breeds will not be allowed on the installation, except in Veterinary Services: Pit Bulls and Pit Bull Mixes. No animal shall be allowed to snap, growl, snarl, jump on, or otherwise threaten persons without provocation. Aggressive animals which cause unprovoked harm to any person or animal or are involved in two provoked bite/scratch incidents may be immediately removed from post by authority of the Installation Veterinarian upon a determination that the animal has created a public health concern. These cases will be forwarded to the Garrison Commander through the Installation Hearing Officer for action pertaining to the exclusion of the pet involved, the loss of pet ownership privileges, and/or the exclusion of the owner from the military reservation.

Wild, exotic, or livestock animals are not allowed in family housing areas, and additional pets are not allowed without permission from the Garrison Commander.

Owners will properly register, immunize, and control their pets. Owners will provide humane care, sanitary facilities, and proper treatment of their pets. Each pet kept outside must have adequate and humane housing for said animal. The area around the pet housing must be kept clean of fecal matter and excess food particles. Overhead cover must be provided to protect the pet from the weather. Owners are responsible for their pet’s feces and will police their lawns and yards and pick up their pet’s feces when walking them. Pets being walked outside must be on a short leash and at the heel around others. Pets are prohibited from playgrounds, youth sports fields, school grounds, or at any gathering that includes persons other than the owner’s Family and personally invited guests of the owner and his/her Family. The owner must take a pet that bites someone to the installation Veterinarian for examination and quarantine. Owners will prevent pets from being a nuisance and will not allow their pets to stray. "Pet Owners should always have a container to clean up and dispose of feces in their possession when walking dog(s)."

Removal of dead, decaying animals. All sponsors who live on the installation are responsible for the removal of domestic animals, such as, cats, dogs, or non-domestic animals (such as, squirrels/armadillos) that are dead within their area of police responsibility. If the pet owners are away for extended periods (such as, TDY or deployed) it is the responsibility of the Property Manager for removal of the carcass. The removal of dead animals, both domestic and non-domestic, from common areas will belong to the unit that is responsible for that area. Only deceased domestic animals may be cremated at the installation veterinary clinic, where they will dispose of the carcass for a fee. All non-domestic animals found in common areas or on highways shall be taken to the nearest wood line by the unit responsible for that area.

Evidence Custody

The collection, storage and processing of evidence is critical to the effective prosecution of offenders. Every year hundreds of items of evidence are processed through the evidence room, many requiring transfer to the Crime Lab located at Fort Gillem, Georgia. There is a mountain of paperwork to be maintained in order to achieve the flawless accountability required by law. Abandoned/Found Property

Found property can be reported to the military Police Desk Sergeant by phone at 706-905-5644 or turned in directly to the MP Station, Building 214. The Desk Sergeant will issue a property receipt to the person turning in the item. The property will be placed into the found property room while the Property Custodian attempts to locate the owner. If the owner can't be found, the property is disposed of in accordance with Army Regulations and DOD Directives.

The Military Police Operations section is responsible for the daily operations of law enforcement patrols, emergency response dispatching and the Military Police station. These functions include:

Military Police Patrols are responsible for enforcing all laws, regulations, and policies; deterring crime through alert patrolling; responding to calls for assistance; assisting stranded motorists; and promoting a positive image of the installation.

The Military Police Desk is responsible for receiving, coordinating, and dispatching all emergency responders to an incident on the installation.

The Military Police Desk also assists individuals with general information requests.

Mission:

To provide trained/certified Military Working Dogs to the installation military community and in support of TRADOC and the Department of Defense.

Requesting Military Working Dog support:

Military Working Dogs are available 24-hours a day. Please complete the 904th MWD Mission Request Form and email the request to HERE

For emergency use of a dog, contact the Military Police Station at (706) 545-2222. For routine requests of a dog team, coordination must be made with the DES Operations Section at (706) 545-2942\6324.

Health and Welfare Inspections:

Dog teams are a great psychological deterrent when used properly. A dog team can inspect a unit for health and welfare purposes while still sending a strong message to soldiers. Although a dog may not find anything the message was still sent! Both explosive and narcotic detection dogs can be used for a health and welfare inspection.

Physical Security Mission Statement: The Installation Physical Security Office provides Force Protection Vulnerability Assessments, Risk Assessments, Weapons Immersion Program Compliance Inspections, Physical Security Inspections of both FORSCOM and TRADOC units assigned. Perform Access Control Review and Unit Arms Room Inspections while assisting the Soldiers, Family Members, and DOD Civilians of the installation in the protection, physical security and loss prevention of personnel, assets, resources, weapons and equipment while maintaining liaison with federal, state, and local law enforcement agencies in support of installation contingency operations and Force Protection plans.

Military Police Records

The MP Records section maintains the full spectrum of military police records/files to include, police reports for all types of offenses, such as, felonies and misdemeanors, Absent Without Leaves (AWOLs), Desertions, post suspensions, traffic reports etc.

They receive a wide variety of requests by mail, in person, and by telephone for military police report information from the general public, attorneys, insurance companies and active and retired military personnel of all branches of the service.

Research requests for information and identifies and retrieves the record from the Administrative Branch Archives Room/RHA.

Use knowledge of the applicable Army Regulations, the FOIA, the Privacy Act, and other applicable HQDA directives, extract exempted information, sanitize, and release military police report information by delivering it in person, or by preparing a cover letter to forward it by mail. Maintain an automated customer service index to ensure that an audit trail is accurate for all information released from military police records.

The hours of operation are:

Monday – Friday 9:00am to 11:00am and 1:00pm to 3:00pm. Closed on Thursday for training.

Violations

DD Form 1805

(United States District Court Violation) can be issued to vehicle operators in violation of GA State traffic offenses committed on the installation. Traffic fines range in price from $15 to $200. Violators have the option of paying the collateral fine or appearing in Magistrate Court to dispute the ticket. Violators receiving a mandatory court notice must appear in front of the US Federal Magistrate. The DD Form 1805 requires a $25 processing fee in addition to the fine for the violation. If you receive a DD Form 1805 and you have questions about the ticket, you can reach the Central Violations Bureau by phone at 1-800-827-2982, or on the internet at www.cvb.uscourts.gov.

 

DD Form 1408

(Armed Forces Traffic Ticket) can be issued to vehicle operators in violation of installation motor vehicle rules. DD Form 1408 tickets are also issued to operators of government vehicles for violation installation motor vehicle rules. Commanders and Civilian Supervisors are the adjudicating authority on all DD Form 1408.

Traffic points will be assessed for all violations of State and installation traffic laws. Accumulation of 12 points within a 12-month period can result in suspension of on post driving privileges.

 

 

Towing and Impoundment

 

Vehicles can be towed and impounded for several reasons on the installation, these include but are not limited to:

·         Driving Under the Influence of alcohol or drugs

·         Excessive Speed (31 MPH or more)

·         Driving on a Suspended/Expired License

·         Driving with Suspended Registration

·         Vehicles appearing to be abandoned or illegally parked

·         Vehicles interfering with the flow of traffic

·         Vehicles that are identified as threats to security and force protection

Motorcycles will be towed if the driver or rider is not in the proper uniform IAW the installation Motorcycle Safety Policy.

 

Towing and Impoundment Prices

Drivers Privilege Suspension

The privilege of driving on the installation is subject to either administrative suspension or revocation for cause by the Installation Commander. Suspension and revocation actions are based on the commission of serious moving traffic violations, or the failure to appear as directed for Magistrate’s Court. Suspension or revocation of installation driving privileges may occur if a person accumulates assessed points in excess of the amounts indicated in AR 190-5, Chapter 5. Privileges will be suspended for up to 60 months for driving while license is suspended or revoked.

 

Driving privileges will be revoked for a mandatory period of not less than one year in the following circumstances:

a.       If the Installation Commander has determined that the person lawfully apprehended for intoxicated driving refused to submit to or complete a test to measure the alcohol content in the blood, or detect the presence of any other drug, as required by the law of the jurisdiction or installation traffic code.

b.      If a conviction, non-judicial punishment, or a military/civilian administrative action resulted in the suspension or revocation of a driver’s license for intoxicated driving. When temporary suspensions are followed by revocations, computation of the revocation time is prescribed in AR 190-5.

c.       If the Provost Marshal’s Vehicle Registration System (VRS) indicates that an individual’s driving privileges have been revoked.

d.      If it is found that the operator has been previously suspended for driving while license is suspended or revoked.​​​​

Weapons Registration process:

 

  • Complete the weapons registration form: (DES) Form 190-11-R
  • Provide to Unit Commander.
  • Soldier’s unit Commander sign, scan and email the completed form : HERE
  • All others will sign, scan and email the completed form : HERE
  • Completed form will be returned to the Unit Commander/sender when the process is completed.
