James “Mac” L. McGinnis, Deputy to the Commander
Army Field Support Battalion - Carson
James “Mac” L. McGinnis serves as the deputy to the commander of Army Field Support Battalion-Carson, Fort Carson, Colorado. As the DCO, he is the senior Department of the Army civilian within the organization and assists the commander in integrating, synchronizing and directing all aspects of acquisition, logistics and technology support in order to enable the combat readiness of all units in the battalion’s area of operation.
Prior to joining AFSBn-Carson he served as the Marine Corps Forces Europe and Africa’s assistant chief of staff for logistics, Deputy G-4, headquartered in Stuttgart, Germany. As a service component command headquarters, he was responsible for the annual budget for prepositioned stocks and the facilities improvement program, providing policy and program oversight, OPLAN logistics operational support to deployed forces across USEUCOM and USAFRICOM, and managing acquisition cross service agreement support for 21 countries.
McGinnis retired as a colonel from the United States Army after completing 30 years of service, in which he served as a logistics officer at the strategic, operational and tactical levels. His active-duty military experiences include four tours to the Federal Republic of Germany; battalion command during Operation Iraqi Freedom I; brigade command in the 1st Armored Division, USAEUR; G-4, 1st Infantry Division; and support operations officer 21st Theater Sustainment Command.
His military education includes the Quartermaster Officer Basic and Advanced Courses, Combined Arms and Services Staff School, Command and General Staff College, Army War College and the Army Senior Leader Seminar. His military awards include the Defense Superior Service Medal, three Legion of Merits, the Bronze Star Medal, the Defense Meritorious Service Medal, two Meritorious Service Medals and the Joint Service Commendation Medal. He was also awarded the Association of Quartermasters’ Distinguished Order of Saint Martin.
McGinnis holds a bachelor’s degree in education from Florida A&M University and a master’s degree in National Strategy Studies from the Army War College.
McGinnis is a native of Cleveland, Ohio. He is married and has two children.
