SITUATION
After two years of restrictions at Fort Bliss due to the worldwide COVID-19 pandemic, the current health protection condition (HPCON) and advances in workplace safety, medicine, and understanding of the situation has brought the environment back to a position where Fort Bliss can return to full operations. However, to reach both max potential in both operational capacity and usage, Fort Bliss will need to provide guidance to its facilities and their staffs, reenergize change in the organizations to come out of COVID protocols, and synchronize efforts with a communications campaign to advertise and inform populations both on and off the installation of the services offered on Fort Bliss.
MISSION
Fort Bliss executes Bliss is BACK (BiB) from 13JAN23 to 14APR23 to demonstrate to the Service Members, Civilians, Family Members, and the surrounding communities that all installation services are at full capability.
COMMANDER'S INTENT
Fort Bliss develops and implements a comprehensive plan to return the installation to pre-COVID level of operations in conjunction with the current Work Safe/Live Safe policy.
PURPOSE
Return Fort Bliss services to pre-COVID levels of operations, availability, and participation and provide Service Members, Civilians, Families, and the surrounding communities notice that Fort Bliss is back to optimum service and support levels and is an ideal location to be assigned to and visit.
KEY TASKS
- Bring all facilities and services back to pre-COVID capacity/capability.
- Scrub the garrison websites and directory to ensure service contact information is correct.
- Review and update work policies to support maximizing Fort Bliss services.
- Develop a garrison services common operating picture (COP).
- Develop a communications plan that works in parallel with Fort Bliss’ physical return to full capacity.
- Identify, coordinate, promote, and execute events from 13JAN23 to 14APR23 that incorporate both Fort Bliss and the local community.
END STATE
Fort Bliss services return to full pre-COVID levels of operational capacity, service usage, and that Service Members, Civilians, Families, and the surrounding community are well informed of the services offered, and the Fort Bliss workforce maintains a safe workplace.
TASKS TO FORT BLISS UNITS
- Maximize participation in BiB events.
- Remove signage, answering machine messages, and website information put in place for COVID restrictions.
- Coordinate messaging with 1AD and Garrison Public Affairs Offices.
TASKS TO GARRISON DIRECTORATES
- Remove signage, answering machine messages, and website information put in place for COVID restrictions.
- Review and update Directorate contact information for the garrison directory.
- Schedule and execute BiB activities that promote the message that Fort Bliss is back to full capacity.
- Implement updated installation access procedures that increase community access while mitigating risk.
- Develop an Installation map that is appealing to a civilian audience to drive attendance to Fort Bliss facilities, events, and services that are open to the public.
- Develop a comprehensive marketing plan that engages the Fort Bliss on post and off post community to inform and shape the utilization of installation facilities, improve team cohesion, and increase quality of life by highlighting the facilities and using a multimedia approach.
COORDINATING INSTRUCTIONS
- Access to the installation to attend BiB events is open to the community. Updated access procedures are in place at the Buffalo Soldier (915-568-3215) and Chaffee Gate (915-568-6853) Visitor Control Centers. - Privately owned weapons not registered on Fort Bliss are unauthorized (with the exception of the Rod and Gun Club).
