COME TO WORK SAFE, LIVE SAFE (CWSLS) ORDER

**UPDATE: Amendment XIII Effective Apr 1, 2022**

This version of the order modifies restrictions for social gatherings, in-person meetings, conferences, and events based on the current local virus contraction rates and concerns. This update rescinds and replaces the previous Twelfth Amendment, published Mar. 3, 2022.

Major Changes Include:

  • Paragraph 5a: When the CDC COVID-19 Community Level is medium or low in El Paso County (https://www.cdc.gov/coronavirus/2019-ncov/your-health/covid-by-county.html), there is NO restriction on the number of participants for in-person meetings, events, and conferences.

  • Paragraph 7a: When the CDC COVID-19 Community Level is medium or low in El Paso County, there is NO restriction on the number of participants for on-post social gatherings.

  • Paragraph 9b: The exemption to the mask requirement when the COVID-19 Community Level is medium or low also applies for unvaccinated personnel while at physical training.  Regardless of the COVID-19 Community Level, mask requirements STILL apply for COVID-19 positive patients or personnel who have been in close contact with a COVID-19 positive patient.

  • Paragraph 10a: When the CDC COVID-19 Community Level is medium or low, there is NO restriction on the number of visitors in a barracks room or suite.

DOD MEMORANDUM as of Mar 1, 2022: Updated Guidance for Mask and Screening Testing for all DOD Installations and Other Facilities

In accordance with the updated guidance released by the Safer Federal Workforce Task Force on February 28, 2022, beginning immediately, the following masking and screening testing guidance requirements based on the Centers for Disease Control and Prevention (CDC) coronavirus disease 2019 (COVID-19) Community Levels will apply to all Department of Defense (DoD) installations and other facilities owned, leased, or otherwise controlled by DoD:

  • When the CDC COVID-19 Community Level is high in the county where a DoD installation or facility is located, indoor mask-wearing is required for all Service members, DoD civilian employees, onsite DoD contractor personnel ( collectively, "DoD personnel"), and visitors, regardless of vaccination status. The screening testing program required by reference (a) shall be utilized in that installation or facility.

  • When the CDC COVID-19 Community Level is medium in the county where a DoD installation or facility is located, indoor mask-wearing is not required for DoD personnel or visitors. The screening testing program required by reference (a) shall be utilized in that installation or facility.

  • When the CDC COVID-19 Community Level is low in the county where a DoD installation or facility is located, indoor mask-wearing is not required for DoD personnel or visitors. The screening testing program contained in reference (a) is not required for that installation or facility.

    • The COVID-19 vaccine has now been decentralized.
    • TRICARE Beneficiaries can call the appointment line at (915) 742-2273 to book their COVID-19 vaccine appointment and for those who are between the ages of 12-18, parents can also book their appointments.  Walk-ins accepted if space is available.
    • Appointments are available for Mendoza, East Bliss Clinic, and Soldier Family Medical Clinic at the following times:

      • Mendoza Soldier Care (11335 SSG Sims Rd.) - Thursdays, 1 - 3 p.m.

      • Mendoza Family Care (11335 SSG Sims Rd.) - Thursdays, 7:30 a.m. - 3 p.m.

      • William-Beaumont Main Campus Testing Site:

        As of Sept. 24, 2022, William-Beaumont Testing Site adjacent to the ER is temporarily closed. All COVID testing should be done at the CHAFFEE location until further notice. 

WBAMC is authorized to conduct COVID-19 testing for the following individuals: 

  • All TRICARE Beneficiaries.
  • Individuals that are symptomatic and defined as high-risk by the CDC.
  • Individuals who have a scheduled procedure/surgery.
  • Individuals scheduled for official DOD travel where mode of travel or destination requires testing.
  • Individuals referred by their provider or unit provider.
  • Individuals referred by a contact tracer.

PRE-OP Testing: TRICARE beneficiaries scheduled for an operation or surgical procedure at WBAMC will receive specific instructions during their pre-op call for COVID Testing. Pre-OP COVID testing individuals should not go through any of the drive-thru sites, as this can delay their procedure. Any questions regarding pre-op testing can be directed to the Patient Experience office at (915) 742-2692.

Nurse Advice Line: TRICARE beneficiaries can call the Nurse Advice Line at 1-800-TRICARE (874-2273) — Option 1, to be triaged over the phone when the appointment line is closed. The Nurse Advice Line is available to all TRICARE beneficiaries in the U.S. except those enrolled in the U.S. Family Health Plan with TRICARE.

Urgent Care Options: If you are a lively duty Family member, retiree, or retiree Family member, you do not need a referral for a COVID test at any TRICARE authorized urgent care center or network provider. Active duty service members enrolled in TRICARE Prime Remote can also go to any authorized urgent care clinic for care.

COVID-19 Test Results: TRICARE Beneficiaries who were tested can obtain COVID test results via MHS GENESIS at https://my.mhsgenesis.health.mil/ or by calling the appointment line to request a T-CON for a member of their provider team to give results. Results will be available in 24-72 hours. So far, online results in the MHS GENESIS patient portal have been the most expedited method with results less than 24 hours. In case of an increase surge in testing, results can be delayed more than 72 hours.

Please, DO NOT PHYSICALLY COME TO THE HOSPITAL FOR TEST RESULTS! The medical records desk will not give you your test results in person or over the phone. Only your provider or a qualified medical professional can give you your test results if you don’t acquire them through MHS GENESIS.

While you wait for your appointment, in case you are positive, it is critical that you isolate yourself, so you don’t spread the virus. This includes isolating from your Family in your household. If you must go out, wear a mask, and maintain six feet of social distance from others.

If your results are positive, please follow the guidelines of your chain of command, and/or also the CDC, which can be found at https://www.cdc.gov/coronavirus/2019-ncov/your-health/quarantine-isolation.html. Positive cases are handled by contact tracers, who are public health individuals that ensure mitigation procedures are in place. Please ensure you provide accurate contact information in order to be reached by a contact tracer and follow their guidelines to help you.

ACCESS CONTROL POINTS

  • CSM Barreras Gate Closure: CSM Barreras Gate near SGM Blvd and Loop 375 is closing Feb. 21 for Texas Department of Transportation interchange improvement projects. The on/off exit points are incorporated into the construction plan which includes renovating intersections, road construction, lane markings, installation of traffic control devices, etc.

    Constitution and MSG Peña Gates are available for installation access during the closure.

  • Cassidy Gate Area Construction

Construction in the area of Cassidy Gate begins the week of June 7. The Directorate of Public Works crews will:

  • Close Sheridan Road traffic access from Cassidy Road (Sept. 23). This is a permanent closure to vehicular traffic.
  • Retain traffic light-protected pedestrian crossing at Cassidy and Sheridan Roads.
  • Install new traffic signals at Cassidy and Pershing Roads (Sept. 23).

Work is expected to continue through the week of Oct. 15.

  • HAAN ROAD UPDATE eff May 25, 2022: Street Maintenance: Sheridan and Haan Intersection: Work continues to improve the intersection area of Sheridan and Haan Roads. Currently, work crews are performing milling operation of the intersection.

    Phase I of the project is from the northern lane on Haan Road extending north toward the bridge, Phase II is the eastern lanes of Sheridan, and Phase III is the western lanes of Sheridan.

    Drivers should continue to follow the detour and speed limit signs while traveling through the area. Construction continues through mid-July.

  • HAAN ROAD UPDATE eff March 9, 2022: Starting March 10, Haan Road repairs continue. This phase is from Harmon Road to the Overpass. Only one lane will be open with flaggers from 8 a.m. to 4 p.m. Both lanes are open after duty hours. Speed limit as you approach, inside, and as you leave the construction area is 15 mph . If possible, please avoid the area from March 10-18. 

  • Haan Road Improvements Project: The section of Haan Road from Sheridan to the Overpass is undergoing a 6-month overhaul. Construction is slated to begin on January 3, 2022 and end on June 17, 2022. During this time there will be 3 phases of construction:

    • Phase 1) Sheridan Road to Bradley Road: January 3, 2022 to February 6, 2022

    • Phase 2) Chaffee Road to Carrington Road: February 7, 2022 to May 8, 2022

    • Phase 3) Carrington Road to Overpass at Harmon Road: May 8, 2022 to June 17, 2022

    • NOTE: Eastbound and Westbound traffic on Haan Road will remain open with alternating lane closures. Avoid work area if possible.

  • The Trusted Traveler Program will be reinstated Sept. 15, 2022, by order of the Senior Commander, Maj. Gen. James P. Isenhower III, after a two-year absence due to COVID-19 safeguards. 

    The Fort Bliss Trusted Traveler Program allows Department of Defense Identification cardholders 18 or older to escort up to seven non-DoD ID cardholder visitors (except foreign nationals) within their own vehicle without completing sponsorship paperwork to obtain a pass. Those who exercise Trusted Traveler must escort their visitors while they are on Fort Bliss.

    The Trusted Traveler Program does not eliminate the requirement for all individuals 18 or older to provide authorized identification. All non-DoD ID guests will be required to produce a REAL ID Act compliant form of identification or U.S. passport when entering a gate.

    Trusted Traveler hours are 6 a.m. to 10 p.m. daily. After 10 p.m. all occupants of the vehicle must have an installation pass. Note: E-7 (SFC) and above, CW2s and above, and O-3 (CPT) and above can escort 24/7 at all ACPs.

  • All vehicles and occupants entering Fort Bliss are subject to random searches/inspections, and a National Crime Information Center Interstate Identification Index (NCIC-III) background check. Those with derogatory information related to the Army Fitness Adjudication Standards will be denied access to the installation.

  • Starting April 4, 2022, personnel not affiliated with Fort Bliss can obtain a one year recreational pass after passing a criminal history background check at the Buffalo Soldier Visitor Control Center, Bldg. 5400, 24 hours a day, or the Chaffee Visitor Control Center, Bldg. 2616, Monday-Friday, 5 a.m.-9 p.m. The recreational pass allows the general public access to recreational and various Family and MWR activities on Fort Bliss. The recreational pass allows limited access only through Buffalo Soldier Gate, Cassidy Gate, and MSG Peña Gate between the hours of 9 a.m. and 10 p.m. daily. Passes are required for all passengers who are 16 years or older. Passes may only be issued to U.S. Citizens, U.S. Nationals, and Lawful Permanent Residents. To obtain a recreational pass, visitors are required to provide a Real-ID compliant driver’s license or state-issued identification card, sign a letter of compliance/understanding, and undergo a criminal history background check. Personnel will be denied a pass if they have been convicted of a felony, have an active warrant, are on the national sex offender registry, and for the following misdemeanor convictions:  drugs within the last three years, driving under the influence of drugs or alcohol/driving while impaired not reduced after formal charging within the last three years, contributing to the delinquency of a minor within the last three years, domestic violence, more than one conviction of assault and/or battery, more than one conviction of theft, more than one conviction of criminal trespass.

  • DoD ID cardholders needing to sponsor guests for unrestricted (24/7) access may sponsor visitors in person at the Chaffee Gate Visitor Control Center, Bldg. 2616, Monday-Friday, 5 a.m.-9 p.m., or the Buffalo Soldier Visitor Control Center, Bldg. 5400, which is open 24/7. DoD ID cardholders can also sponsor visitors by submitting a Fort Bliss Installation Access Pass Application to usarmy.bliss.imcom-central.mbx.fort-bliss-installation-access@army.mil from a .mil email address. The application must be submitted no later than 72 hours prior to visitor arrival and no earlier than 14 days prior to visitor arrival. As long as the form is submitted 72 hours in advance, the DoD ID cardholder will not have to be present at the VCC with the visitor. Pass extensions are not authorized. If a visitor fails to obtain the pass by the requested end date, a new application will need to be submitted. DoD contractors are not authorized to sponsor personnel.

  • DoD ID cardholders can also sponsor visitors by submitting a Fort Bliss Installation Access Pass Application to:

    Installation Access Pass Applications submitted from a personal (non .mil) address will be rejected.

    • The application must be submitted no later than 72 hours prior to visitor arrival and no earlier than 14 days prior to visitor arrival.

    • Pass extensions are not authorized. If a visitor fails to obtain the pass by the requested end date, a new application will need to be submitted.

    • DoD contractors are not authorized to sponsor personnel.

  • Veterans and primary family caregivers who are eligible for expanded access to Commissary, Exchange and DFMWR facilities and have a Veterans Health Identification Card (VHIC) must first visit the Fort Bliss Visitor Control Center for a background check and VHIC registration.

    • The Visitor Control Center is located at Chaffee Gate, and open Mon - Fri: 5 a.m. - 9 p.m.

    • After a favorable vetting, the VHIC will be registered for continuous vetting through Fort Bliss Access Control Points.

    • The VHIC will then serve as a valid form of ID to access to the installation and remain valid for a year.

    • VHIC's may be renewed in the AIE system annually at the Visitor Control Center.

  • Contractors not authorized to receive a DoD CAC must obtain a Fort Bliss AIE access pass or Fort Bliss AIE access badge. Contractors having a need to obtain access longer than 24 hours will have a contracting officer who will provide the contractual agreement with a cover memorandum signed by a verifying officer vouching for the need to possess a Fort Bliss AIE access badge. The expiration date of the badge will be the end date of the contract or visit, not to exceed 1 year from the date of issue.

  • All taxi drivers and ride-sharing drivers (such as food or passenger delivery services and so forth), food delivery drivers must present a driver's license and show proof of insurance, and all vehicles must be properly registered. Visitors, including taxi, ride-sharing vehicle drivers, and food delivery drivers must undergo identity proofing and vetting against NCIC-III to obtain a pass. Although drivers for ride-sharing services, taxis, or food delivery would then have a valid credential after proper vetting, their purpose would still need to be established for each visit, which can be accomplished by showing the ride sharing hail on a smartphone, identifying the person and building for the pickup, or the delivery invoice.

  • Change of occupancy work and preventive maintenance activities continue in vacant units and we are looking at executing some exterior capital projects where possible.

  • All Playgrounds and dog parks are open at this time - masks are required.

 

COMMISSARY

  • Hours of operation, Mon - Sun (every day): 8 AM - 8 PM.

  • All patrons must be wearing a mask or they will be denied entry.

  • Visitors are allowed but must be escorted by an authorized commissary patron / valid DoD ID cardholder. 

  • Customers can bring reusable bags in stores and baggers will bag for customers using reusable bags.

  • Only personnel working at the Commissary will have temperature checks prior to entering the Fort Bliss Commissary. Anyone with temperatures of 100.4 degrees Fahrenheit or higher will not be allowed to work that day.

  • If a patron requires assistance due to the medical, or other reasons, please call (915) 568-9897 / 3121 / 9938 / 1300.

    • Expiring ID Cards

      • Military ID cards can be renewed no earlier than 90 days before they expire.

      • Extensions for Retirees, DAVs and their Dependents:

        • Military ID card extension for Retirees, DAVs and their dependents ends JAN 31, 2022 for Uniformed Services ID (USID) cards that expired between JAN 1, 2020 and JUL 31, 2021 ONLY.

        • USID cards that expired before JAN 1, 2020 or after JUL 31, 2021 have not been extended and will not be accepted.

        • If the cardholder's affiliation is unchanged, USID cards that expired on or after JAN 1, 2020 and on or before JUL 31, 2021, are authorized for continued benefit use through the above deadlines.

      • All CACs (chipped cards) for active-duty Soldiers, Army Civilians and Contractors expire effective their marked expiration date – there are no extensions. CACs can be renewed up to 90 days prior to their marked expiration date, so do not wait.

  • Hours of operation are from Mon - Fri: 7:30 a.m. – 4 p.m. for walk-in basis. However, the Service Order Desk is a 24/7 operation (including Federal Holidays) for call-ins, Army Maintenance (ArMA), and email.

  • The Service Order Desk supports the DPW with all incoming requests in creating Demand Maintenance Orders / Operational Work Orders (DMOs/OWOs) for services managed by DPW.

  • Army Maintenance is a web based application accessible through any web browser focused for DPW’s customers to be able to submit maintenance and repair requests.  https://www.armymaintenance.com

MISCELLANEOUS SERVICES
