COME TO WORK SAFE, LIVE SAFE (CWSLS) ORDER

  • *CWSLS Amend VIII, dated 30 July 2021, is in effect with the following important provisions:

    • *All personnel on the Fort Bliss Military Reservation must wear a professional face covering, approved by the CDC, while inside any installation facility or government vehicle.  Exceptions to installation facilities are a service member’s residence or barracks room. See below for more details:

      • *All Service Members, Federal Employees, onsite contractor employees, and visitors – regardless of vaccination status – must wear appropriate face coverings inside all public and work facilities as well as government vehicles on Fort Bliss.

      • *While visiting private residences on Fort Bliss unvaccinated personnel must wear face coverings and take the appropriate precautionary measures both indoors and outdoors.

      • *Exceptions to the requirement to wear face coverings:

        • *When an individual is alone in an office with floor-to-ceiling walls with a closed door.

        • *For brief periods of time when eating and drinking while maintaining distancing in accordance with CDC guidance and instructions from commanders and supervisors.

        • *When the mask is required to be lowered briefly for identification or security purposes.

        • *When necessary to reasonably accommodate an individual with a disability.

        • *Children under two years of age should not wear face coverings.

    • Units with a high vaccination rate and low covid rates may be authorized to eat off post and engage in more activities than those units not approved. Current approved units are 3/1, JMC, JTF-N, NCOLCoE, and DIVARTY.

    • Social gatherings are authorized on one property 20 people outside, 10 people inside.

    • There is no change to the mask requirement for all personnel in all FBTX medical facilities.

    • Unit Commanders may authorize Unit gatherings and SFRG events, use the COC to be approved.

 

WBAMC COVID-19 INFORMATION

  • COVID-19 Vaccine

    • WBAMC is currently administering the COVID-19 vaccine of Pfizer-BioNTech to all DoD employees and TRICARE beneficiaries who are aged 12 and over.

    • Stout Gym is the only vaccination site able to accommodate TRICARE beneficiaries who are 12-17 years of age.  A parent or guardian of the adolescent patient must be present during vaccination.

    • The main vaccination site is currently located at Stout Gym on Fort Bliss, 2930 Cassidy Rd.  The hours of operation are 9 a.m. to 3 p.m. on weekdays, and 9 a.m. to 1 p.m. on Saturdays.  The site is subject to closure on federal holidays.

    • Freedom Crossing vaccination clinic (on the corner of Pike and Pleasonton), open Tues-Sat: 10 a.m. to 1:30 p.m. Walk-ins are welcome.

    • Go to www.tricareonline.com to sign in to the Patient Portal and book your appointment. 

    • TRICARE beneficiaries and DoD employees can also call 915-742-2273 (Appointment line) to book a COVID-19 Vaccine appointment. The appointment line is open on weekdays, 6:45 a.m. to 3:45 p.m.

  • ​​​COVID-19 Testing

    • TRICARE beneficiaries need to call the appointment line at 915-742-2273 to request a telephone conference or virtual appointment with their primary care provider, to be referred for testing.

    • TRICARE beneficiaries can call the Nurse Advice Line at 1-800-TRICARE (874-2273) — Option 1, to be triaged over the phone when the appointment line is closed.  The Nurse Advice Line is available to all TRICARE beneficiaries in the U.S. except those enrolled in the US Family Health Plan.

    • If you are an active duty Family member, retiree, or retiree Family member, you don’t need a referral to get care at any TRICARE authorized urgent care center or network provider.  Active duty service members enrolled in TRICARE Prime Remote can also go to any authorized urgent care clinic for care.

    • While you wait for your appointment, in case you are positive, it is critical that you isolate yourself, so you don’t spread the virus.  This includes isolating from your Family in your household.  If you must go out, wear a mask and maintain six feet of social distance from others.

ACCESS CONTROL POINTS

  • The Trusted Traveler Program is revoked; all occupants of the vehicle over the age of 16 must have a valid DoD ID card, Federal PIV, or installation pass to access the installation.

  • All vehicles and occupants entering Fort Bliss are subject to random searches/inspections, and a National Crime Information Center Interstate Identification Index (NCIC-III) background check. Those with derogatory information related to the Army Fitness Adjudication Standards will be denied access to the installation.

  • Visitors are allowed on post, but must be sponsored by a DoD ID cardholder. DoD ID cardholders may sponsor visitors in person at the Buffalo Soldier Gate Visitor Control Center, which is open 24/7, or the Chaffee Gate Visitor Control Center, which is open Monday-Friday 5 a.m.-9 p.m.

  • DoD ID cardholders can also sponsor visitors by submitting a Fort Bliss Installation Access Pass Application to:
    usarmy.bliss.imcom-central.mbx.fort-bliss-installation-access@mail.mil from a .mil email address.
    Installation Access Pass Applications submitted from a personal (non .mil) address will be rejected.
    The application can be downloaded from the following link: https://home.army.mil/bliss/index.php/my-fort/all-services/gate-information

    • The application must be submitted no later than 72 hours prior to visitor arrival and no earlier than 14 days prior to visitor arrival.

    • As long as the form is submitted 72 hours in advance, the DoD ID cardholder will not have to be present at the VCC with the visitor.

    • Pass extensions are not authorized. If a visitor fails to obtain the pass by the requested end date, a new application will need to be submitted.

    • DoD contractors are not authorized to sponsor personnel.

  • Veterans and primary family caregivers who are eligible for expanded access to Commissary, Exchange and DFMWR facilities and have a Veterans Health Identification Card (VHIC) must first visit the Fort Bliss Visitor Control Center for a background check and VHIC registration.

    • The Visitor Control Center is located at Chaffee Gate, and open Monday-Friday 5 a.m.-9 p.m.

    • After a favorable vetting, the VHIC will be registered for continuous vetting through Fort Bliss Access Control Points.

    • The VHIC will then serve as a valid form of ID to access to the installation and remain valid for a year.

    • VHIC's may be renewed in the AIE system annually at the Visitor Control Center.

  • Contractors not authorized to receive a DoD CAC must obtain a Fort Bliss AIE access pass or Fort Bliss AIE access badge. Contractors having a need to obtain access longer than 24 hours will have a contracting officer who will provide the contractual agreement with a cover memorandum signed by a verifying officer vouching for the need to possess a Fort Bliss AIE access badge. The expiration date of the badge will be the end date of the contract or visit, not to exceed 1 year from the date of issue.

  • All taxi drivers and ride-sharing drivers (such as Uber, Lyft, and so forth), food delivery drivers must present a driver's license and show proof of insurance, and all vehicles must be properly registered. Visitors, including taxi, ride-sharing vehicle drivers, and food delivery drivers must undergo identity proofing and vetting against NCIC-III to obtain a pass. Although drivers for ride-sharing services, taxis, or food delivery would then have a valid credential after proper vetting, their purpose would still need to be established for each visit, which can be accomplished by showing the ride sharing hail on a smartphone, identifying the person and building for the pickup, or the delivery invoice.
     

BBC

  • Offices are now open! We will be servicing our residents and incoming residents within our office or virtually when requested. We do require masks to be worn, sanitize hands when entering our buildings and socially distance.   

  • Maintenance building is still closed. If you’d like a self help item, please enter it as a work order request through the Resident Portal. Please remember, if you have an emergency or urgent work order, please call (915) 564-0459.

  • We have resumed to complete routine work orders. It is imperative that you answer any calls that may be coming from a 215 or 267 area code – technicians are calling to verify that nothing has changed with the status in your home (COVID Questions asked during the initial scheduling call).

  • Change of occupancy work and preventive maintenance activities continue in vacant units and we are looking at executing some exterior capital projects where possible.

  • All Playgrounds and dog parks are open at this time- masks are required.


COMMISSARY

  • *All patrons must be wearing a mask or they will be denied entry.

  • Both main exit doors are now open.

  • Customer occupancy is no longer restricted.

  • Visitors are allowed but must be escorted by an authorized commissary patron/valid DoD ID cardholder. 

  • Customers can now bring reusable bags in stores and baggers will bag for customers using reusable bags.

  • Operating with regular hours, 8 a.m.-8 p.m. daily. No "early bird" shopping hours.

  • Only personnel working at the commissary will have temperature checks prior to entering the Fort Bliss Commissary. Anyone with temperatures of 100.4 degrees Fahrenheit or higher will not be allowed to work that day.

HUMAN RESOURCES

  • ID cards/DEERS update:

    • The Fort Bliss ID Cards/DEERS office now has extended hours: Mon, Wed, Thurs to 6 p.m.

    • Walk-ins on Saturdays from May 1 through August, from 7 a.m. - 2 p.m. or until capacity is reached.

    • The office is closed Memorial Day and Independence Day weekends.

  • Expiring ID cards:

    • Deadline has been extended for Uniformed Services ID (USID) cards that expired between January 1, 2020 and July 31, 2021, through:

      • August 31, 2021 for all Foreign Affiliates and their dependents.

      • October 31, 2021 for dependents of Active Duty Uniformed Service members, and for Reserve and National Guard Uniformed Service members and their dependents.

      • January 31, 2022, for Retirees and their dependents, and all other populations.

    • USID cards that expired before January 1, 2020 or after July 31, 2021 have not been extended and will not be accepted.

    • If the cardholder's affiliation is unchanged, USID cards that expired on or after January 1, 2020 and on or before July 31, 2021, are authorized for continued benefit use through the above deadlines.

    • Defense Enrollment Eligibility Reporting System (DEERS) continues to be the authoritative source to verify statutory eligibility for DoD health care and other benefits. DEERS is a system, not the card itself. Go to the doctor.

    • All CACs (chipped cards) for active-duty Soldiers, Army civilians and contractors expire effective their marked expiration dated – there are no extensions. CACs can be renewed up to 90 days prior to their marked expiration date, so do not wait.

    • All 1AD Soldiers renew their CAC at their BDE S1 DEERS/RAPIDS locations.

    • Pin-resets done on a walk-in basis.

    • There are currently NO walk-in appointments at the ID card section in 505 To make an appointment, go to: https://idco.dmdc.osd.mil/idco/#/

  • Orders to PCS:

    • The Military Personnel Services Division is fully operational at Building 505.

    • The PCS process begins with the Soldier going to their servicing S1.

  • Finance/pay questions:

    • Military pay is under the purview of the Defense Military Pay Office (DPMO). It is not a subordinate command to USAG Fort Bliss. The DMPO number is: (915) 568-2798.

  • Military Funeral Honors or casualty support:

    • Military funeral honors guidance comes from both DA and the US Department of Veteran Affairs.

    • Guidance on MFH is constantly developing and the Army has no control over VA Cemeteries.

    • Deploying Soldiers who need a will or a POA can go to the legal station at the Soldier Readiness Processing Center in building 60.

    • Clients who are scheduled for a POA or will execution appointment will not be admitted into the Legal Assistance Office without a mask.

    • If you do not have a government ID card to enter post for traffic court you will need to use the Chaffee Road Gate, show your "Notice to Appear," and your Driver's License in order to obtain a day pass to enter post.
