Dwayne D. Key II became the Army Pre-Positioned Stock program manager and APS-2 site manager for the U.S. Army Garrison Benelux in October 2020.

Key began his Department of the Army civilian career as a plans and operations specialist and later Future Operations branch chief for USAG Benelux, leading the planning, coordination and execution efforts to support Combat Aviation Brigade (CAB) deployment rotations in support of Operation Atlantic Resolve, support to DEFENDER Europe exercises and Benelux crisis response.

Key retired from the Army in July 2016 following more than 21 years of service in both continental U.S. and outside continental U.S. assignments, serving two tours with NATO and two deployments to Baghdad, Iraq, receiving numerous awards and decorations throughout his career including the Joint Meritorious Service Medal and Bronze Star. He is a graduate of various civilian and military courses and schools.
