TMO/The Villages at Belvoir

1.       When will all the parks be updated and fixed?

Answer: We recently engaged with a contractor to perform an assessment of our community playgrounds for them to provide a proposal for how we can improve, repair or replace the current amenity areas. The work would be done through a five-year capital improvement plan with work estimated to begin early this summer.

Note that a survey will be going out to residents at the beginning of May requesting feedback on what types of amenities you would like to possibly see in place of playground areas in instances where it is found to be necessary to remove the existing playground due to condition. We look forward to receiving responses to the survey and welcome your thoughts and ideas. 

2.       Will the rubber mats at the park be replaced with mulch? If so, will the residents have an opportunity to advocate against it?

Answer: The current plan in place is to replace any damaged rubber mats currently in place at a park. There are no plans to replace the mats with mulch due to playground design. 

3.       My yard has been continuously flooding since we moved in, and despite addressing this issue with maintenance and during the annual walkthrough, no action has been taken. What is the plan to resolve this ongoing flooding problem?

Answer: As each home and yard is unique, we would ask that you please reach out to your community management office to share your specific concerns so that we may arrange for an inspection of your yard for possible solution options.

4.       My fence has been broken since November of last year, and despite multiple maintenance tickets being submitted, it remains unrepaired as of today's date. What is housing's plan to resolve this ongoing issue?

Answer: Our team has reached out to this resident and arranged for an inspection of the fence. The fence is scheduled to be repaired before the end of April with necessary parts on order.

5.       When will the sidewalks in Woodlawn Village be redone?

Answer: We are pleased to share that many sidewalk and road repairs were completed throughout the community in the latter part of 2025. These projects will continue in 2026 with pothole repair beginning once the weather permits and residents will see us out there repairing potholes throughout our community.

6.       We reside in Gerber Village and do not have a fenced backyard, and the grass around our home is nonexistent. Is the landscaping company responsible for addressing the lack of grass, as well as the apparent lack of care for plants and bushes, beyond just tree trimming and mulching, including the planting of new flowers or plants?

Answer: Our landscape contractor is responsible for mowing common areas throughout the community, including unfenced yards. If you have a specific concern about your yard or the condition of the flower beds around your home, please contact your community management office. We can then have our grounds team perform an assessment to see if any improvements or enhancements are necessary and explore possible solutions.

7.       When will the air conditioning be activated for the South Post Child Development Center? Given the serious health and safety risk this poses to the children, when can we expect this to be resolved?

The infant room has reportedly exceeded 80 degrees multiple times in the last week, and my infant has shown signs of heat exhaustion. Despite filing ICE complaints, facility staff have indicated that the issue cannot be addressed until the Garrison Commander authorizes the transition to air conditioning.

Answer: Directorate of Public Works (DPW) and Child and Youth Services (CYS) collaborate to manage facility transitions between heating and cooling seasons.  Switch from heating to air conditioning is expected to be finalized by April 6th. To address the current heat in classrooms before the central air is activated, CYS has provided fans as a temporary solution.

8.       Can the car wash get upgrades? It’s always closed and the parts barely work.

Answer: The Car Wash is currently out of order due to maintenance issues. Repairs have already been submitted through our contracting office and are waiting on the vendor to complete the work.  We do not have exact timeline yet but we’re working to get it back up as soon as possible. Vacuums are operational and open. We appreciate your patience. 

9.       When will the 80-degree temperature of the infant daycare room at the South Post CDC be addressed?

I have left ICE complaints, but the center says nothing can be done until the Garrison commander turns the air on. This is an actual health concern, and my infant has been showing signs of heat exhaustion.

10.   Why do families have to wait until 3 consecutive closure days due to weather to start getting credit from the daycares? Most Soldiers that have their kids in daycare work outside of Belvoir and are still required to go to work even if daycare is closed. Can we get credited for any closure day(s) so if needed we can utilize our money wisely if needed to pay for daycare outside of the CDC? 

Answer: Army Child and Youth Services publishes a Fee Policy each year.  All Army Garrisons follow the Army Fee Policy.  According to the fee policy, refunds are not authorized for short term closures due to inclement weather, 3 days or less.

11.   When will the broken slide at the playground by the skatepark be repaired? It seems it would be a simple replacement with like-in-kind slide or replaced with a dome window.

Answer: The Fort Belvoir Command is committed to finding a solution to repair the playground, despite funding challenges. This specific playground is not part of our standard funding sources through Non-Appropriated Funds (NAF), Real Property, or our housing partner. We are actively exploring alternative options and funding sources to fix our playgrounds and ensure they are safe and enjoyable for the community. We will provide updates as they become available.

12.   Were all playgrounds assessed approximately two years ago, and if so, were specific recommendations generated from those assessments?

Answer: All playgrounds were assessed by Garrison Safety in 2020 by COL Greenberg’s directive.  A report was generated with findings and recommendations.  The report was forwarded and reviewed by The Michaels Property Management Team, who are the owners of the playgrounds. The Michaels Property Management Team also brought in a Certified Playground Inspector to conduct assessments of the playgrounds as well.  Garrison Safety is not allowed on private property to conduct safety inspections.

13.   In light of concerns that gate guards may be experiencing unfair treatment and lack an effective means of seeking assistance due to their demanding 12-hour shifts, would the Garrison Commander consider facilitating a series of small group meetings with them? This would provide a valuable opportunity to hear their challenges directly and ensure our first line of defense is being treated with the respect they deserve.

 Answer: The well-being and professional treatment of our gate guards—who serve as the installation’s first line of defense are a top priority.  We recognize the demands associated with extended shifts and the potential challenges they may face in communicating concerns through traditional channels.

The Director of Emergency Services has been appraised of the situation and plans to develop a deliberate approach that allows for open dialogue while minimizing disruption to operations.

Ensuring our personnel are treated with dignity, respect, and professionalism is essential to maintaining both morale and mission effectiveness.  The DES appreciates your initiative in highlighting this concern and looks forward to gaining further insight through these engagements.

14.   What can be done about the gate guard shifts?

Answer: Due to manning and fiscal constraints, our flexibility in adjusting shift structures is significantly limited at this time. While 12-hour shifts are not without challenges, they remain the most viable option to ensure continuous coverage of critical access control points with the personnel currently available. Reducing shift length requires additional staffing or increased overtime expenditure, which are currently constrained; however, as more gate guards are hired we can relook at the schedule.

We remain committed to identifying opportunities to improve quality of life within these limitations. The Directorate of Emergency Services (DES) will continue to assess scheduling practices, monitor workload distribution, and explore feasible adjustments that do not negatively impact mission requirements. We value your on-the-ground perspective. 15.   Could the Pence gate be opened while waiting for Walker gate repairs?

Answer: Currently, available manpower does not support the operation of an additional access control point without impacting coverage at currently active gates.

Gate operations require a consistent and sufficient staffing level to ensure both security and safety standards are maintained.  Opening Pence Gate would necessitate reallocating personnel from existing posts or incurring additional staffing requirements, neither of which is feasible under current manning levels.

We will continue to assess conditions as repairs progress and will revisit this option should staffing capacity improve.  In the interim, we appreciate your understanding as we prioritize maintaining secure and effective operations across all active access points.

16.   Can we find a way to redirect traffic into the Commissary that makes sense? This road closure by the Shoppette is not working.

Answer: Thank you for raising this concern.  We recognize that the current traffic pattern and road closure near the shoppette are not ideal and may be causing inconvenience.

At this time, the existing configuration remains the only viable option to safely manage traffic flow while accommodating ongoing requirements.  Alternative routing options have been reviewed; however, due to current constraints, no other feasible solutions are available without introducing additional safety or operational risks.

The road closure is temporary, and we will continue to reassess conditions as work progresses to identify opportunities to improve access as soon as practicable.  We appreciate your patience and understanding as we work through this interim measure.

17.   Will Woodlawn Villages ever get some sort of security measure? We pay full BAH for non-existent security and no benefits of the on-base villages.

Answer: Thank you for raising your concerns regarding security at Woodlawn Village. We understand the importance of feeling safe in your community and appreciate the feedback.

Woodlawn Village is currently supported through routine patrols conducted by Department of the Army Civilian Police, more specifically Fort Belvoir Law Enforcement.  These patrols are designed to provide a visible security presence, respond to incidents, and ensure overall public safety within the area.  Patrol-based coverage remains the established and sustainable approach for this community.  While additional fixed security measures are not planned, we will continue to monitor conditions and adjust patrol presence as appropriate to maintain a safe environment.  We value your input and remain committed to ensuring Woodlawn Village is consistently supported through professional and responsive law enforcement services.
